1. Data traffic setting problem: In order to save data usage, some mobile phones may turn off "data roaming" or "data network", which makes it impossible to receive short messages. When using a data network, make sure that these options are turned on.

2. Operator's network failure or poor coverage: Operator's network failure, base station overload or poor coverage may all lead to SMS reception failure. You can wait a while, or switch to better network coverage.
