Article 10 Anyone who applies for operating an online carpooling platform shall apply to the local district and county transportation authorities and submit the relevant materials stipulated in Articles 8 and 9 of these Measures. After receiving the relevant application materials, the district transportation department shall complete the preliminary examination within 5 working days and send it to the municipal transportation department for examination and approval. Section 2: Vehicles and drivers of the network car
Article 14 A vehicle that intends to engage in online rental car business shall meet the following conditions in addition to the conditions stipulated in the Interim Measures for the Administration of Online Rental Car Business Services:

Article 17 The district transportation department shall complete the preliminary examination within 3 working days after receiving the application materials for the transportation license of the network car, and send them to the municipal transportation department; The municipal transportation department shall review the materials submitted by the district transportation department within 5 working days, and send the vehicle information to the municipal public security organ for review after the review; After receiving the vehicle information copied by the municipal transportation department, the municipal public security organ shall complete the audit within 8 working days and give feedback to the municipal transportation department. (a) where the owner of a motor vehicle is changed into an enterprise, the applicant shall comply with the provisions of the first paragraph of Article 15 of these Measures, and after changing the motor vehicle driving license, apply to the municipal transportation department for the change procedures.
(two) if the owner of a motor vehicle is changed to an individual, it shall comply with the provisions of the second paragraph of Article 15 of these Measures, and apply to the municipal transportation department for change after changing the motor vehicle driver's license.

Twenty-fourth network car drivers should apply for qualification registration according to the "Regulations on the Administration of Taxi Drivers' Qualification".
Before the implementation of these measures, the online taxi driver's license obtained according to law will continue to be valid. Before the expiration of the validity period of the original certificate, you can apply to the municipal transportation department for a new certificate and register it according to the regulations.
Twenty-fifth municipal transportation departments shall, in conjunction with the municipal public security organs and other departments, establish an online joint audit mechanism for vehicles and drivers. The municipal public security organ shall check the taxi driver and vehicle information on the interactive network of the municipal transportation department, and feed back the driver's criminal record, driver's license information, traffic violation records and vehicles and other related information to the municipal transportation department. The municipal transportation department shall make a decision on whether to approve or not according to the information feedback from the municipal public security organ and the audit results of other conditions.
Chapter III Commercial Service Management
Article 26. Article 32 The online car platform can organize and implement the qualification examination and training for online car drivers by itself, and can apply for the qualification examination center for online car drivers in accordance with relevant regulations.
No enterprise or individual may provide information docking to vehicles and drivers who have not obtained legal qualifications to carry out network car service. It is not allowed to provide online car service in the name of private car sharing.
Chapter IV Supervision and Administration
Article 33 The departments of transportation, public security, industry and information technology, commerce, market supervision, human resources and social security, taxation, online information and the People's Bank of China at all levels in this Municipality shall establish and improve a joint supervision mechanism to jointly supervise illegal acts such as engaging in online carpooling business without obtaining the online carpooling business license, inconsistent online and offline vehicles or personnel, information disclosure, failure to pay taxes according to law, unfair competition, and payment and settlement of illegal operating funds.

Article 35 When exercising the statutory powers such as administrative inspection and administrative law enforcement according to law, the municipal transportation department may retrieve and consult the relevant data and materials of the registration, operation and transaction of the car-hailing platform companies within its jurisdiction, compare and evaluate the reliability with the data of the municipal supervision platform, ensure the reliability of the data, and identify the illegal facts according to the traffic monitoring video data, car driving recorder, satellite positioning system and the information of the car-hailing platform companies retrieved according to law.
