How did the representative come into being?

According to the Constitution of China, the Electoral Law and other relevant laws, all citizens of People's Republic of China (PRC) (China) who have reached the age of 18 have the right to vote and stand for election, regardless of nationality, race, sex, occupation, family background, religious belief, education level, property status and residence period. Deputies to people's congresses at all levels are democratically elected. Among them, deputies to the people's congresses at the county and township levels are directly elected by voters according to their constituencies. The constituencies are divided according to the living conditions or production units, institutions and work units, and the size of each constituency is divided according to the election 1-3 representatives. Deputies to the people's congresses of the whole country, provinces and cities divided into districts are elected by the people's congresses at the next lower level, which is usually called indirect election. In direct elections, candidates for deputies are nominated by constituencies; In indirect elections, candidates for deputies are nominated by the electoral units, that is, at the people's congresses at the corresponding levels.

Political parties and people's organizations may jointly or independently recommend candidates for deputies. Voters or deputies 10 or above may also recommend candidates for deputies. The number of candidates for deputies should be more than the number of deputies, and differential elections should be implemented. In direct elections, the number of candidates for deputies should be more than 1/3 to 1 times the number of deputies to be elected; In indirect elections, the number of candidates for deputies should be more than one-fifth to one-half of the number of deputies to be elected. Elections shall be held by secret ballot. An elector may vote for or against a candidate, vote for any other voter or abstain from voting. In direct elections, more than half of all voters in the constituency vote, and the election is valid; A representative candidate can only be elected if he gets more than half of the votes. In indirect elections, a candidate must obtain more than half of the votes of all the deputies to be elected. NPC representatives come from all walks of life.
