Since the orderly implementation of the ban on fishing in the Yangtze River in 2020, all parts of the country have responded positively, and the effect brought by the ban on fishing is also extremely remarkable. In about 1 year, we can feel that there are more fish in the water, and we can often see big fish fluttering in the water, and some originally rare fish species also appear frequently in our field of vision. While the fishing ban is carried out in an orderly manner, the regulations and measures for leisure fishing in various places are gradually being implemented in detail. On July 23rd, 20021year, Chongqing Agriculture and Rural Committee issued "Administrative Measures for Fishing Prohibition in the Yangtze River Basin of Chongqing (Trial)" (draft for comments). From this management method, the forbidden fishing area and the forbidden fishing area are clearly divided, the fishing gear and bait that are forbidden to be used are specified, the fishing target fish and the catch that can be taken away are specified, and the punishment for illegal fishing is also given. I. Defining the No-fishing Zone From the management measures, it can be found that aquatic nature reserves and aquatic germplasm conservation zone are no-fishing zones, including:

5. Protected areas, national aquatic germplasm of four major fishes in Chongqing section of the Yangtze River,

6, Jiupanhe municipal aquatic germplasm conservation zone. All districts and counties (autonomous counties) may, in accordance with the relevant provisions, comprehensively consider the protection of aquatic biological resources and the needs of public leisure fishing, scientifically delimit the no-fishing areas, and report to the Municipal Agriculture and Rural Committee for the record. Adjacent districts and counties (autonomous counties) shall coordinate the delineation of fishing areas in border waters. No fishing area should be clearly marked, indicating the scope of the no fishing area. Every year from 0: 00 on March 1 day to 24: 00 on June 30, fishing is prohibited in the waters of the Yangtze River Basin no-fishing area in this city. From the above regulations, we can feel great humanization. Except in the closed fishing areas and closed fishing periods, we can fish for leisure. At the same time, taking into account the needs of our fishermen, after comprehensive consideration, we will divide the fishing areas, and the no-fishing areas will set up signs, so we will not worry about whether we are in the wrong place when fishing.

Second, the fishing method was clarified. From this management method, we can find that one person can only use one fishing rod (fishing line), and the number of hooks (single hooks) does not exceed two. At the same time, it is forbidden to use the following tools and methods for fishing:

Only recreational fishing is allowed, and harmful substances and some illegal fishing methods are not allowed. If live loach, fish and shrimp are used for hole fishing, or a large amount of catches are traded, they will be treated as productive fishing in accordance with the provisions of the Law on the Protection of the Yangtze River in People's Republic of China (PRC), and the catches, illegal income, fishing boats, fishing gear and other tools used for illegal activities will be confiscated, and a fine of 1 10,000 yuan but not more than 50,000 yuan will be imposed. The notice also clearly pointed out that anglers who accidentally catch aquatic wild animals under special state and municipal protection, or whose catch by mistake is lower than the minimum allowable catch specification, should be immediately released to the original water body. At the same time, the total catch per person per day shall not exceed 2 kg, and the excess shall be immediately returned to the original water body. If the weight of a single catch exceeds 2kg, only 1 catch can be kept, and other catches should be immediately returned to the original water body. Species listed in the List of Alien Invasive Species in China are not included in the fishing management. It is forbidden to buy or sell catches or enter commercial catering places.

The fourth is to clarify the punishment standard. Before the promulgation of this notice, for those illegal anglers, netizens felt that the punishment was too light because there was no relevant legal basis. Now that this notice has been clearly stipulated, there will be laws to follow in the future. Among them, we found that anglers should not destroy the tree environment in the waterfront, do not litter, and should take away the garbage collection or put it in the garbage collection place when leaving. Those who use more than one fishing rod (fishing line) or more than two fishing hooks (single hook) shall be criticized and educated and ordered to make corrections; Those who refuse to make corrections shall have their fishing gear and catches confiscated and may be fined 200-500 yuan.
