People's courts at all levels shall set up a steering group for people's jurors to guide the management of people's jurors. The management of people's jurors includes the personnel management of people's jurors and the daily management of people's jurors participating in trial activities. Personnel management of people's jurors shall be the responsibility of the political work department of the people's court. The political work department shall set up a non-permanent institution or designate a person to be responsible for the personnel management of the people's jurors. The daily management of people's jurors' participation in trial activities shall be determined by the people's court according to the actual situation.

Paragraph 2 of Article 9 of the Organic Law of People's Republic of China (PRC) People's Courts (Amendment) stipulates that the people's courts shall try cases of first instance by judges or collegiate panels composed of judges and people's jurors.

The term of office of people's jurors is five years. According to the law, the cases that people's jurors can participate in the trial are cases of first instance, except for cases that are tried by summary procedure and cases that are otherwise stipulated by law, specifically: criminal, civil and administrative cases with great social impact; A case in which the defendant in a criminal case, the plaintiff in a civil case or the defendant and plaintiff in an administrative case apply for a collegial panel composed of people's jurors for trial.

People in seven categories can't serve as jurors.

According to the Supreme Law, the pilot reform of the people's jury system in China was launched in May, and will be carried out in five pilot courts in Beijing, Hebei, Heilongjiang, Jiangsu, Fujian, Shandong, Henan, Guangxi, Chongqing, Shaanxi and other provinces, autonomous regions and municipalities.

According to the contents of the above documents, citizens should meet the following conditions when they serve as people's jurors: supporting the people of China and the Constitution of China; Have the right to vote and stand for election; At least 23 years old; Good conduct, fairness and decency; Good health. As people's jurors, they should generally have a college degree or above, but those who are highly respected in rural areas and poor and remote areas are not subject to this restriction.

At the same time, the document also stipulates that three types of personnel cannot serve as people's jurors. First, members of the Standing Committee of the National People's Congress, staff of people's courts, people's procuratorates, public security organs, state security organs and judicial administrative organs. Second, practicing lawyers, grassroots legal service workers and other personnel engaged in legal services. Third, people who are not suitable for people's jurors for other reasons.

In addition, there are four types of people who are not allowed to serve as people's jurors: those who have been criminally punished for crimes; Being expelled from public office; Being listed by the people's court in the list of people who have lost their trust; Being removed from the post of people's juror due to punishment.
