Enrollment principle

First, adhere to the principle that compulsory education should be admitted to the nearest school without examination;

Second, adhere to the principle of equal treatment and fair development of public and private schools;

Third, adhere to the principle of compulsory education according to grades and territorial management. Registration method

2. Enrollment scope

Private primary schools enroll students within the scope of examination and approval according to regulations, and primary schools affiliated to Hua Mao Foreign Language School, a municipal compulsory education school, can enroll students in our district. School-age children who meet the registration conditions of public primary schools in this district and have met the registration conditions before the start date of private primary school registration can participate in private primary school enrollment. Primary schools shall not set any restrictions, and refuse or refuse to recruit eligible school-age children in disguised form. The above private primary schools do not include primary schools that recruit children who move with them.

3. Registration arrangement

All primary schools should do a good job in the enrollment of their own schools in strict accordance with the "2022 Haishu District Primary School Enrollment Work Schedule" to ensure a stable and orderly enrollment work. 2. Do a good job in enrolling disabled children. School-age children with household registration, real estate or temporary residence in Yuehu Street, Ximen Street, Jiangxia Street, Nanmen Street, Gulou Street, Baiyun Street, Wangchun Street and Duantang Street; Household registration and real estate in Gu Lin Town and Gao Qiao Town belong to school-age children in the service area of Yao Feng Campus of Ai Ju Art School.

(2) Online registration

School-age children who meet the admission requirements and apply to attend primary schools directly under the district shall be admitted by their parents or legal guardians (hereinafter referred to as "guardians") at the time specified by the Municipal Education Bureau. After registering an account in Zhejiang Government Affairs Service Network, the guardian completes the basic information of school-age children through authorized login to the enrollment management system, selects "Haishu main city" according to the registration conditions, enters the registration channel, and carries out information and voluntary registration according to the identity category. When registering information, families with multiple properties can only choose to fill in one set of property information, and those registered in the local area can only choose the property shared by the same family, which is one of the bases for public primary school enrollment. Primary schools are not allowed to organize enrollment registration separately, and they are not allowed to forecast their names through online booking and information registration.

(3) Voluntary reporting

School-age children in this district can choose to report to a class in public or private primary schools, but not at the same time. Eligible children of migrant workers can apply for a "residence permit" or attend private primary schools, but not at the same time. Private primary schools in the enrollment management system do not include primary schools that recruit children of floating population.

If you choose to apply for private primary schools, private primary schools that enroll students in this area can fill in at most 2 volunteers at a time.

(4) On-site audit

The guardian should ensure that the information provided in the admission management system is true and effective. If the information is not true, it will directly affect the normal enrollment of school-age children. After the registration, the guardian can't change the information such as volunteers in the enrollment management system. The district education bureau and primary school organizations will conduct on-site inspection of the registration information, and the specific time and place will be notified separately.

If the information verification does not meet the requirements, the guardian shall attend the on-site registration at the place that meets the registration conditions within the specified time. School-age children who have passed the registration qualification verification at the registration place will no longer participate in the enrollment of compulsory education schools organized by the education administrative departments of other districts (counties and cities) in this Municipality.

(5) Basic procedures for admission to private primary schools.

The first stage: admission to both public and private schools.

1. Private primary school enrollment

(1) Admission principle: Admission follows the principle of voluntary priority, with the first voluntary priority over the second voluntary priority.

(2) Admission method: If the number of applicants does not exceed the number of enrollment plans, they will be admitted in full in principle; If the number of applicants exceeds the planned number, computer random allocation will be implemented, in which parents are allowed to apply for twins and multiple births for random allocation. The list of private primary schools randomly allocated by computer shall be approved and published by the administrative department of education. The computer random allocation admission must be attended by notaries, and the operating rules shall be formulated separately. Computer random allocation in municipal schools is organized by Ningbo Education Examinations Institute.

2. Admission to public primary schools

According to the household registration and family housing situation of school-age children, all primary schools will admit the following first batch of school-age children in accordance with the principle of "household consistency":

School-age children's household registration is the same as their parents' household registration and family residence (and the head of the household and the property owner are only parents), all of them are in the primary school service area, and no other family children are studying in the same house. If the batch of school-age children exceeds the enrollment plan of the primary school, they will be admitted in the order of household registration of school-age children.

The second stage: those who are not admitted in the first stage will automatically enter the enrollment process in this stage.

1. Public primary schools continue to classify and sort all school-age children entering this stage according to the principle of "consistent households and houses" and enter schools in turn.

(1) School-age children with household registration in Haishu District are enrolled in primary schools in the following order according to the household registration and family housing situation of school-age children and the principle of "consistent households and houses":

① The household registration of school-age children is the same as their parents' household registration and family residence (and the household registration owner and property owner are only their parents), all of them are in the service area of the primary school, and no other family children attend the school in the same house. If the batch of school-age children exceeds the enrollment plan of the primary school, they will be admitted in the chronological order of school-age children's household registration;

(2) The household registration of school-age children is the same as that of their parents and family residence (and the head of the household and the owner of the property are only parents), but there are other family children studying in the primary school in the same house;

③ Both parents have never owned their own houses in Haishu District, Jiangbei District, Yinzhou District, High-tech Zone and zhenhai district, and the household registration of school-age children and their parents is attached to their grandparents, and their houses are in the service area of this primary school;

(4) School-age children and their parents have been living with their grandparents since the birth of school-age children, and their houses are in the service area of the primary school.

According to the above admission order, when enrolling a group of school-age children, if the enrollment plan has been overfulfilled, primary schools should formulate admission methods in accordance with the principle of fairness and justice and report them to the District Education Bureau for approval before implementation. School-age children who are not enrolled in this batch and after this batch will be arranged by the District Education Bureau.

(2) In any of the following circumstances, the school-age children with household registration in Haishu District shall be arranged by the District Education Bureau:

(a) the domicile is the property (including state-owned public houses) owned and rented by parents of school-age children and others, and both parents have their own houses in Haishu District, Jiangbei District, Yinzhou District, High-tech Zone and zhenhai district;

(2) Family residential houses have been sold or demolished, but the household registration is still in place and has not moved out (empty household registration);

③ The household registration is the collective household registration in Haishu District;

(4) separation of households due to temporary refuge of relatives and friends;

(5) children who moved to our district after going through the formalities of delaying admission outside the district before entering school; Children whose household registration has changed in the counterpart primary school after the delay in the district before enrollment.

(3) School-age children who have no household registration in Haishu District, but whose father (mother) has a residential house (the property owner is only the father or mother), will be enrolled by the District Education Bureau according to the actual situation.

(4) Children of special care recipients are enrolled according to the requirements of their superiors and the relevant policies of this district. Admission of children of foreigners shall be handled in accordance with relevant regulations.

2. Admission method for accompanying children

(1) Admission requirements. Suiqian children applying for admission to primary schools directly under the district shall meet the following conditions:

① Both parents have relatively fixed residences in Haishu District. As of June 30, 2022, he has lived in Haishu District for more than half a year and holds a valid residence permit. The inspection day is still in accordance with the regulations, without interruption;

② One parent has paid the basic old-age insurance for employees of enterprises in Ningbo according to law. As of June 30, 2022, it has been paid monthly for more than half a year, and it is still insured on the inspection day. If there is no interruption in the current month, it will be invalid if you don't pay back the money or owe money.

(2) Registration and admission regulations. At the same time, the children who meet the above conditions can go to the registration point designated by the District Education Bureau for on-site audit with the household registration book and relevant supporting materials. Those who meet the requirements after examination shall be arranged by the District Education Bureau according to this year's enrollment plan.

(3) Suiqian children who have bought their own houses in Haishu District, Jiangbei District, Yinzhou District, High-tech Zone and zhenhai district no longer enjoy the policy of enrolling Suiqian children, and other school-age children are no longer enrolled except those whose real estate is in Haishu District.

School-age children who have been admitted to public primary schools will no longer be re-recorded by private primary schools.

(6) Other explanations.

1. Ai Ju Art School, Suixi Campus, Haishu Second Foreign Language School, Haishu and Weiss School were transformed into public schools. Tuxi Campus of Ai Ju Art School will continue to stop enrolling students, and Haishu Second Foreign Language School, Haishu and Weiss School will stop enrolling students in 2022.

2. Xinzhi Relocation Plot School (tentative name) (No.88 Xinzhi Road, Haishu District) was completed and put into use in September this year. It is a public school directly under the district, and the primary school is managed by Haishu Central Primary School Education Group, which recruits school-age children who have reached the age of 6 in the service area of the former Haishu Central Primary School West Campus.

4. Since 2022, Ningbo Experimental Primary School has borrowed the address of Suixi Campus of Ai Ju Art School (No.66 Suixi Lane, Haishu District) to recruit first-year students.

5. Liyuan South Road Nine-year Compulsory Education School (tentative name) is planned to be put into use in 2023, and it is a nine-year compulsory education public school directly under the district. (4) School-age children's household registration is consistent with their parents' household registration and family residence (and the head of household registration and property rights are both fathers or mothers), but children from other families who have already enrolled in the same house are no longer regarded as students in this school district, and all teaching auxiliary rooms make overall arrangements for enrollment.
