Article 1 These Measures are formulated in accordance with the relevant laws, regulations and rules of the state for the purpose of rewarding meritorious persons who report illegal acts of "eliminating pornography and illegal publications" (hereinafter referred to as "illegal acts"), standardizing the reward system for reporting illegal acts of "eliminating pornography and illegal publications" nationwide and promoting the in-depth development of the work of "eliminating pornography and illegal publications".

Article 2 These Measures shall apply to the office of the national working group for eliminating pornography and illegal publications and the office of the local leading group for eliminating pornography and illegal publications (hereinafter referred to as the "department for eliminating pornography and illegal publications"). Those who report illegal activities related to "eliminating pornography and illegal publications" in writing, visiting, telephone, e-mail, internet or other forms will be rewarded according to regulations after being verified and dealt with according to law.

Article 3 The meritorious personnel who provide clues to the departments at all levels to eliminate pornography and illegal publications and form the cases supervised by the departments to eliminate pornography and illegal publications shall be rewarded in accordance with these Measures.

Chapter II Scope and Standard of Reward for Reporting

Article 4 These Measures shall apply to reporting the following illegal acts:

(1) Publishing, producing, printing, copying, distributing, disseminating, posting, storing and transporting publications (including online publications) containing the following prohibited contents:

1. Opposing the basic principles stipulated in the Constitution;

2. Endangering national unity, sovereignty and territorial integrity;

3. Revealing state secrets, endangering national security or damaging national honor and interests;

4. Inciting national hatred and discrimination, undermining national unity and infringing on national customs and habits;

5. Advocating cults and superstitions;

6. Disrupting social order and undermining social stability;

7. Advocating gambling, violence or abetting crimes;

8. Insulting or slandering others and infringing upon their legitimate rights and interests;

9. Endangering social morality or national excellent cultural traditions;

10. Other contents prohibited by laws, administrative regulations and state regulations.

(2) The act of publishing, making, printing, copying, distributing, spreading, posting, storing and transporting obscene publications (including online publications), printed matter and related information;

(3) Reproduction and distribution of works such as writing, music, movies, television, video products, computer software, etc. without the permission of the copyright owner, and at the same time harming the public interests.

(4) printing, copying, publishing, mailing, storing or transporting publications with exclusive publishing rights enjoyed by others and relevant enterprises and units without authorization.

(five) without approval, to set up a publishing unit or engage in the publication, printing, reproduction and distribution of publications, and to engage in the editing and distribution of internal information publications without authorization.

(6) Forging or faking the name of a publishing entity or newspaper to publish a publication or set up a website.

(7) printing, copying and distributing overseas publications without authorization, illegally importing overseas publications, and illegally bringing into the country overseas publications containing prohibited contents or exceeding the quantity for personal use.

(8) Buying and selling book numbers, serial numbers, edition numbers and relevant license certificates.

(nine) pornographic websites, clients and other online obscene information; Making, copying, publishing, selling or disseminating pornographic information by means of online social platforms, instant messaging tools and online storage media.

(ten) making, copying, publishing, selling and disseminating publications, online publications, printed materials and related information that endanger the physical and mental health of minors.

(eleven) making, copying, publishing, selling and disseminating vulgar, vulgar and kitsch publications, online publications and related information that endanger social morality, public order and good customs, and violate the core values of socialism.

(12) Clues that may affect ideological security or cause social instability due to the content problems of publications (including online publications) and printed matter.

(thirteen) the illegal acts of fake newspapers, fake journalist stations, fake journalists and the production and dissemination of fake news. Fake news media, news websites and journalists on the Internet, and conduct fraud and extortion in the name of public opinion supervision.

(sixteen) other issues that may affect ideological security and cultural security.

Article 5 The reward for reporting shall meet the following conditions at the same time:

(a) there are clear objects, facts and relevant evidence.

(two) the contents of the report were verified by the relevant "anti-pornography and illegal publications" departments and belonged to the first reporter.

(three) to verify the contents of the report and deal with it according to law.

Article 6 Under any of the following circumstances, it does not belong to the scope of reward for reporting:

(a) the report of the staff of the department of "eliminating pornography and illegal publications" and their entrusted agents or interested parties.

(2) Reporting of complaints.

(three) the report of the direct interested party of infringement and piracy or its entrusted agent.

(four) other circumstances that do not meet the provisions of laws and regulations.

Seventh reward standards for reporting meritorious personnel are as follows:

(4) Reporting the production, reproduction, publication, trafficking, dissemination of obscene, murder, violence and other prohibited contents, as well as other websites, clients, online social platforms, instant messaging tools, online storage media, etc. that endanger minors' physical and mental health and social morality, such as school bullying, suicide and self-mutilation, and child abuse violence. , and give the whistleblower a reward of 1 000 yuan after the reported object is dealt with according to law or the harmful information is deleted; The formation of administrative punishment cases, giving informants 1000 yuan to 5000 yuan reward; If it constitutes a criminal case, the whistleblower will be rewarded from 5,000 yuan to 1000 yuan; Those who provide clues to major illegal cases and make important contributions to cracking down on cyber crimes will be rewarded with 20,000 yuan to 50,000 yuan each.

(5) A reward of 1000 yuan will be given to those who report news extortion, fake news, fake media, fake journalist stations, fake journalists, or set up or forge or fake publishing units without authorization; The formation of administrative punishment cases, giving informants 1000 yuan to 5000 yuan reward; If it constitutes a criminal case, the whistleblower will be rewarded from 5,000 yuan to 1000 yuan.

(7) printing or reproducing overseas publications without permission, illegally importing overseas publications, illegally carrying prohibited contents or entering the country in excess of the amount for personal use; A reward of 1 000 yuan will be given to whistleblowers who use online platforms and related channels to promote and disseminate overseas publications and related information containing prohibited content in China, and a reward of 1 000 yuan to 1 000 yuan will be given to those who form administrative penalties and criminal cases.

(eight) to report the problems in publications (including online publications), printed materials and related information that may affect ideological security or cause social instability, and give the whistleblower a reward of 1000 yuan; If an administrative penalty or criminal case is formed, the whistleblower will be awarded RMB 1 1,000 to RMB 1 1,000 per case.

(nine) report other problems and clues that affect the ideological and cultural safety, play an important role in proper disposal, and achieve good social effects, and reward the whistleblower 1 000 yuan to 1 000 yuan.

(10) If the reported illegal acts are listed as cases supervised by the Office of the National Working Group for Combating Pornography and Illegal Publications, or there are other special and significant contributions, the bonus may be appropriately increased after being reported to the National Working Group for Combating Pornography and Illegal Publications for examination and approval, and the maximum amount shall not exceed the upper limit of the reward amount stipulated in the present Measures.

(eleven) a person can only get one reward for reporting the same illegal act to different departments; If two or more people report the same illegal act continuously, the first informant will be rewarded; If two people * * * or more report the same illegal act, the informer will negotiate and the reward amount will be issued after being determined by the "anti-pornography and pornography" department that accepts the report. If the negotiation fails, the reward will be evenly distributed.

Chapter III Reporting Reward Procedures and Supervision

Article 8 The reporting and reward department shall, within 30 working days after the case is verified, the case is subject to administrative punishment or criminal filing, and harmful information is deleted, inform the whistleblower who meets the provisions of these Measures whether to accept the reward and accept the reward procedure.

Informants shall, within 30 working days from the date of receiving the reward notice, fill in the report bonus payment form according to the report bonus payment procedure, and after signing by myself, send it back to the bonus payment implementation department with a copy of my ID card and my bank account number. The relevant information of bonus payment shall be kept by the office of "Combating pornography and illegal publications" and kept strictly confidential. The financial verification procedures shall keep copies of relevant signature reports and corresponding bonus payment vouchers.

Article 10 Informants shall be kept strictly confidential. Without the consent of the informant and the approval of the competent leader, the name, identity, residence and other information of the informant shall not be disclosed. Offenders shall be investigated for the responsibility of relevant units and responsible persons according to law and discipline.

No unit or individual may retaliate against informants, and offenders shall be investigated for responsibility according to law and discipline.

Article 11 Grassroots "anti-pornography and illegal publications" grid members and volunteers report relevant clues of this grid, which are included in the reporting reward scope. The specific requirements and reward standards are formulated by the local "anti-pornography and illegal publications" work (leadership) group office.

Twelfth rewards for reporting to legal persons or other organizations shall be implemented in accordance with these measures. In the case of the sixth provisions of these measures, no reward will be given.

Thirteenth provinces, autonomous regions and municipalities directly under the central government "anti pornography and illegal publications" work (leadership) group office in accordance with these measures, in conjunction with the Department of Finance (bureau) and relevant departments to develop local reporting incentives, arrange funds to reward meritorious personnel. Relevant measures should be reported to the national office for the record.

Fourteenth "anti pornography and illegal publications" departments at all levels shall, in conjunction with the financial department, formulate measures for the use of incentive funds to ensure that the special person is responsible, earmarking and special account accounting. The financial department at the same level shall be responsible for supervising the use of incentive funds, and the auditing department shall audit them.

(5) A reward of 1000 yuan will be given to those who report news extortion, fake news, fake media, fake journalist stations, fake journalists, or set up or forge or fake publishing units without authorization; The formation of administrative punishment cases, giving informants 1000 yuan to 5000 yuan reward; If it constitutes a criminal case, the whistleblower will be rewarded from 5,000 yuan to 1000 yuan.
