Article 2 These regulations apply to urban built-up areas and other areas subject to urbanization management within the administrative region of this city. The specific scope shall be delimited and announced by the municipal, county (district) people's government. Article 3: Urban city appearance and environmental sanitation management work adheres to the principles of unified leadership, hierarchical responsibility, territorial management, public participation, and social supervision. Article 4 The city appearance and environmental sanitation departments of the people's governments of cities and counties (districts) are responsible for the management of city appearance and environmental sanitation within their respective administrative regions.

Natural resources, housing and urban-rural construction, ecological environment, development and reform, economy and informatization, public security, market supervision, transportation, water conservancy, culture, radio, television and tourism, health, education, finance, commerce and other relevant departments and agencies, according to their respective scope of responsibilities, are responsible for urban appearance and environmental sanitation management.

The township (town) people's governments and sub-district offices are responsible for the management of urban appearance and environmental sanitation within their respective jurisdictions. Article 5: City appearance and environmental sanitation management shall implement a responsible area management system, and the person responsible for the responsible area shall be determined in accordance with relevant regulations.

Article 7 The municipal and county (district) people's governments shall promote the use of advanced technological equipment and management methods, incorporate urban appearance and environmental sanitation work into the urban intelligent management system, promote grid management, and improve the level of intelligent management. Article 8 The city appearance and environmental sanitation departments of the municipal and county (district) people's governments and the relevant departments of culture, radio, television, tourism, education, and health, media such as radio, television, newspapers, and the Internet, as well as public places such as stations, airports, and tourist attractions, etc. *Business managers of places should strengthen the publicity of urban appearance and environmental sanitation, and enhance citizens' awareness of maintaining urban appearance and environmental sanitation. Article 9 The city appearance and environmental sanitation departments of the municipal and county (district) people's governments may establish a joint law enforcement mechanism with the public security, natural resources, housing and urban-rural development, ecological environment, market supervision and other departments. Article 10 City appearance and environmental sanitation staff should standardize their operations and abide by professional ethics.

Any unit or individual should respect the work of city appearance and environmental sanitation staff, and must not hinder or obstruct the work of city appearance and environmental sanitation staff. Article 11: Units and individuals shall consciously maintain the city's appearance and environmental sanitation, and have the right to stop and report any behavior that damages the city's appearance and environmental sanitation or damages environmental sanitation facilities.

City, county (district) people's governments should establish a reporting, complaint, handling and feedback system for urban appearance and environmental sanitation. Article 12: Units and individuals that have made outstanding achievements in urban appearance and environmental sanitation shall be commended and rewarded in accordance with relevant national regulations. Chapter 2 City Appearance Management Article 13 The construction and renovation of buildings (structures) shall comply with urban and rural planning and urban appearance standards.

No unit or individual may construct buildings (structures) or other facilities on urban roads, squares and other public places, as well as on house roofs, platforms and other areas without authorization. Article 14 Buildings (structures) should be kept in good condition and clean in appearance. If they are incomplete or stained and affect the city appearance, they should be repaired and cleaned in a timely manner. The renovations must not change the original planning and design requirements.

Public and exclusive areas such as public green spaces, roofs, balconies, platforms, exterior corridors, lighting (ventilation) passages and windows are not allowed to be illegally built, stacked or hung to affect the city appearance. items; various ancillary facilities should be set up in a standardized manner.

Article 15 No unit or individual may engage in the following acts:

(1) Occupy urban roads, squares, green spaces and other public spaces without authorization to engage in construction operations, erect buildings (structures), Stacking materials;

(2) Unauthorized occupation of urban roads, squares, green spaces and other public places to set up parking lots (spots), designate parking spaces or set up vehicle access control facilities;

(3) Unauthorized occupation of roads, squares, bridges, green spaces and other public venues to set up stalls, engage in business activities and hold cultural and entertainment activities;

(4) Street shopping malls, shops, restaurants Wait for operators to place business facilities and products beyond doors, windows, and exterior walls to engage in business activities;

(5) Place drying, Hanging clothes and other items;

(6) Occupying parking spots for motor vehicles and non-motor vehicles, and dismantling, moving, covering, damaging or altering parking facilities, equipment and signs without authorization;< /p>
