The theme of the 2023 Constitution Publicity Week is to vigorously promote the spirit of the Constitution and build a socialist legal culture.

According to a notice recently issued jointly by the Propaganda Department of the Central Committee of the Communist Party of China, the Ministry of Justice, and the National Legal Popularization Office. The key propaganda content is: socialist rule of law culture and achievements in comprehensively governing the country according to law. Arrangement of key activities: The General Office of the Standing Committee of the National People's Congress will take the lead in organizing activities related to the 10th National Constitution Day, and the National Legal Popularization Office will release a lecture video. The Ministry of Education and the Ministry of Justice held the opening ceremony of the National Legal Education Practice Demonstration Base for Young Students in Beijing.

The Ministry of Justice supports the Ministry of Education in organizing the National Constitution Day Education System’s “Morning Reading of the Constitution” activities, the singing of the song “The Constitution Grows with Us”, and other themed activities on constitutional and legal education for young students. The Ministry of Culture and Tourism, the Ministry of Justice, and the National Legal Popularization Office held a special exhibition on socialism and rule of law culture and a series of lectures at the National Library. The Ministry of Agriculture and Rural Affairs and the Ministry of Justice held the "Constitution into Rural Areas" home event in Kangbo Village, Guli Town, Changshu City, Jiangsu Province.

Notice requirements

All localities and departments must earnestly shoulder new cultural missions, vigorously build a socialist legal culture, and improve citizens’ legal literacy. Seize the "critical minority" of leading cadres and conscientiously implement the party's regulations and national legal list that leading cadres should know and understand. We will seize key groups such as young people and netizens and continue to carry out in-depth constitutional publicity and education. Promote the widespread coverage of the Constitution in public places such as subway stations, airports, and railway stations to create a strong atmosphere.

Further give full play to the role of demonstration villages (communities) of democratic rule of law, rural model households of learning and using laws, and people who understand the law in resolving conflicts and disputes at the grassroots level. Educate and guide the masses to safeguard their rights and interests in accordance with the law through people's mediation, administrative reconsideration, litigation and other channels. We must act in accordance with the law, find methods when encountering problems, use methods to solve problems, and resolve conflicts by relying on the law.
