Article 3 The company shall not only implement the relevant regulations of the local construction administrative department, but also supervise and manage the construction enterprises engaged in the new construction, reconstruction and expansion activities of civil engineering, pipeline laying and equipment installation, building decoration and renovation projects, as well as the units and individuals providing design, survey, components, equipment and raw materials for the above activities. Article 4 The Engineering Department of the Company encourages the construction unit to carry out scientific and technological research on construction safety, popularize and apply advanced technologies, improve safety protection facilities, improve civilized construction measures, implement scientific and standardized management of construction safety, and improve the level of construction safety production. Article 5 These Measures include six parts: management responsibilities, management measures, civilized construction management, project site management measures, project completion settlement management system, supplementary provisions and appendices (i.e. construction electricity safety inspection standards, "three treasures and four mouths" protection, tower crane, hanging basket scaffold, material hoist, foundation pit support, formwork engineering, lifting and hoisting, and construction machines). Management responsibilities Article 6 The company shall perform the following safety responsibilities: 1. According to the characteristics, scale and technical requirements of the project, contract the project to a construction enterprise with corresponding qualifications; 2. Provide accurate hydrogeology, underground pipeline facilities and other necessary conditions for the construction unit; 3, supervise the survey, design, construction, supervision and other units to perform safety duties and inspect and supervise their implementation. 4. Do a good job in site protection of work-related casualties, assist in accident investigation and supervise the implementation of various preventive measures. Article 7 The construction unit shall perform the following safety duties: 1. According to different construction stages and the changes of surrounding environment, season and climate, corresponding safety measures are taken at the construction site; 2. Take special protection measures for adjacent buildings, structures and underground pipelines that may be damaged due to construction projects; 3. Entrust qualified units to undertake the installation and disassembly of hoisting machinery on the construction site and the overall hoisting of jack-up erection facilities such as scaffolding and templates; 4. Formulate construction safety management objectives and measures, and improve the working environment and conditions of operators in a planned and step-by-step manner; 5. Establish a safety production management organization, set up full-time safety management personnel, improve various safety production rules and regulations, establish a construction safety guarantee system, and implement the post responsibility system for construction safety; 6. Establish employee safety education and training system. Management personnel, special operations personnel and other relevant personnel must receive safety education and training, and can only engage in related work after passing the examination of relevant departments. 7, establish safety technology and safety operation disclosure system. Safety technical measures should be formulated according to engineering characteristics, construction technology, working conditions and team quality. , and according to the construction site, list the dangerous points of construction, formulate specific protective measures and safety operation precautions for each dangerous point, and incorporate the material plan of various protective measures into the construction organization design or special safety construction plan. Eighth construction supervision units should include construction safety in the scope of supervision, and organize the implementation in synchronization with the project quality, progress and cost control. When potential safety accidents are discovered, the construction unit shall be required to rectify or temporarily stop construction in time. If the construction unit refuses to rectify or stop the construction, it shall report to the relevant competent department in time. Ninth survey and design units shall perform the following safety duties: survey and design documents must meet the national safety standards and the safety requirements of construction personnel; 2. Management Measures Article 10 For the following dangerous operations, the engineering department of the company issues the Task Book on Prevention of Safety Construction Accidents to the construction and supervision units before the project starts, as shown in the attached table 1, requiring the construction units to prepare special construction plans and formulate special safety technical measures: 1, underground engineering construction; 2, scaffolding (including hanging, picking, hanging, hanging basket and other special scaffolding) erection, use and demolition; 3. Article 12 For important parts and equipment such as formwork support system, foundation pit support, tower crane foundation design and self-made material hoist, the engineering department of the company must require the construction unit to organize relevant units and personnel to form an expert group with rich experience and theoretical knowledge to conduct special safety joint review, and the construction or use can only be carried out after the review is passed. Article 13 The site representative shall organize relevant units and personnel to inspect unsafe behaviors of people, unsafe conditions of materials and unsafe factors in the working environment during the construction every week, and fill in the weekly safety and civilized construction inspection record, as shown in Table 2. Article 14 When the on-site representative discovers potential safety hazards in his daily work, he shall promptly issue a rectification notice to the construction unit, requiring the construction unit to answer relevant questions in a timely manner. Fifteenth winter construction is the prone stage of safety accidents. In order to ensure the safety of winter engineering construction and prevent accidents such as collapse, fire, poisoning, mechanical injury and electric shock, the site representative must strengthen the engineering safety inspection once a week, and carry out the inspection according to the Inspection Record of Safe and Civilized Construction in Winter. During the construction of high-rise buildings, mobile simple toilets can be set up every few floors, which can effectively solve the practical problems of construction workers. 3, canteen building, canteen hygiene must comply with the relevant health requirements. For example, cooks must have a medical certificate issued by the health and epidemic prevention department, and raw and cooked food should be stored separately. Cooks in canteens should wear white work clothes and regularly check the hygiene of canteens. 4, the canteen should be hung in the obvious health responsibility system and implement it to people. Workers on the construction site should be able to drink boiled water that meets the hygiene requirements. There are fixed water containers, which are managed by special personnel. 6, the construction site should be set up according to the number of workers enough shower facilities, cold season shower room should have heating, hot water, shower room should have a management system, and management by designated personnel. 7. Domestic garbage should be cleaned up in time, transported in containers, and not mixed with construction garbage, and managed by designated personnel. Article 29 medical first aid 1. In order to adapt to temporary accidental injuries, first aid equipment (such as stretchers, etc. ) should be able to rescue in time at the scene, without expanding the damage. 2, the construction site should be trained and qualified first aid personnel, know the general knowledge of first aid. When Party A subcontracts into the site, it must sign a tripartite security agreement with the general contractor. 2.
