The work of letters and visits is an important work of the party and the government and the basic work of building a harmonious socialist society. Doing a good job of letters and visits in the new period is of great significance to fully implement Scientific Outlook on Development, develop socialist democratic politics, safeguard the legitimate rights and interests of the people, strengthen the construction of party style, especially the construction of cadres' style, close the flesh-and-blood ties between the party and the government and the people, and build a well-off society and a harmonious society in an all-round way. In order to thoroughly implement the spirit of the Sixth Plenary Session of the Sixteenth CPC Central Committee, we hereby put forward the following opinions on further strengthening the petition work in the new period.

First, fully understand the important role of letters and visits in building a harmonious socialist society, and further strengthen the political responsibility of doing a good job in letters and visits in the new period.

Correctly understand the new situation faced by the current petition work. The CPC Central Committee and the State Council attached great importance to letters and visits. Since the 16th National Congress of the Communist Party of China, the CPC Central Committee, with Comrade Hu Jintao as the general secretary, has made a series of major decision-making arrangements for letters and visits from a global and strategic perspective. Party committees and governments at all levels have conscientiously implemented the spirit of the Central Committee, actively unblocked the channels of letters and visits, standardized the order of letters and visits according to law, effectively solved the reasonable demands of the masses, properly handled outstanding problems and mass incidents in letters and visits, and comprehensively strengthened the construction of letters and visits, and achieved remarkable results. At present, our society is harmonious and stable on the whole. However, as China enters the critical period of reform and development, industrialization, urbanization, marketization and internationalization are accelerated, and profound changes in the economic system, social structure, interest pattern and ideas have brought great vitality to China's development and progress, but also inevitably brought such contradictions and problems. Among them, a large number of contradictions and problems are reflected through letters and visits. In addition, the work of some localities and departments is not in place, the work style of some cadres is not solid, and the legal concept of some people is relatively weak, which further highlights the problem of letters and visits, and the tasks faced by letters and visits are very heavy. Party committees and governments at all levels should correctly grasp the stage characteristics of China's development, scientifically analyze the causes and background of the petition problems, deeply understand the long-term and arduous nature of doing a good job in the petition work in the new period, and further strengthen the petition work in the new period to better adapt the petition work to the requirements of the new situation and new tasks.

(2) Effectively enhance the sense of responsibility for doing a good job in letters and visits in the new era. Our party comes from the people and is rooted in the people. Always representing the fundamental interests of the overwhelming majority of the people and maintaining flesh-and-blood ties with the people are the fundamental guarantee for our party to overcome all kinds of difficulties and risks and continuously achieve career success. As an important part of the Party's mass work, the petition work is a bridge between the Party and the government, a window to listen to the voices of the masses and an important way to observe their sufferings. It has played an important role in correctly handling contradictions among the people, maintaining social harmony and stability, strengthening the building of a clean and honest party style and fighting corruption. Party committees and governments at all levels should deeply understand the importance of doing a good job in letters and visits in the new period from the height of persisting in building the Party for the public and governing for the people, from the height of comprehensively implementing Scientific Outlook on Development, promoting sound and rapid economic and social development, and from the height of improving the Party's ruling ability and consolidating its ruling position, further enhance the sense of responsibility and mission in doing a good job in letters and visits, consciously put letters and visits in an important position in building a harmonious socialist society, and earnestly do all the work.

Two, clear the guiding ideology and objectives and tasks of letters and visits in the new period. Grasp the correct direction of petition work

(3) The guiding ideology of letters and visits in the new period. Under the guidance of Deng Xiaoping Theory and Theory of Three Represents, we should fully implement Scientific Outlook on Development, conscientiously implement a series of major decision-making arrangements made by the CPC Central Committee and the State Council on strengthening letters and visits in the new period, closely focus on the overall situation of the work of the whole party and the whole country, keep in mind the purpose of serving the people, carry forward the style of seeking truth and being pragmatic, persist in handling affairs according to law and policies, earnestly safeguard social fairness and justice, maximize harmonious factors and reduce disharmonious factors, and make new and greater contributions to building a well-off society in an all-round way and building a harmonious socialist society.

In order to effectively safeguard the legitimate rights and interests of the masses, timely reflect social conditions and public opinions, and strive to promote social harmony, we will build a new pattern of letters and visits with unified leadership, departmental coordination, overall consideration, tackling both the symptoms and root causes, and taking responsibility for each other, establish a smooth, orderly, pragmatic and efficient new order of letters and visits, form a new mechanism of letters and visits that is compatible with the goal and task of building a socialist harmonious society, and promote the institutionalization, standardization and legalization of letters and visits.

Third, persist in solving problems according to law and policies, and earnestly safeguard the legitimate rights and interests of the masses.

(6) Seriously solve the reasonable demands of the masses. For the problems reflected by the people's letters and visits, we must do "everything is settled and everything is echoed." Laws, regulations and policies have clear provisions, which shall be resolved according to laws and policies; If the requirements for the masses are reasonable, but the provisions of laws, regulations and policies are unclear or imperfect, we should pay close attention to studying and formulating and perfecting laws and policies; For problems that should be solved by the masses, but are difficult to solve due to objective conditions, we should take the initiative to explain the situation, explain it clearly to the masses, gain their understanding and support, and actively create conditions to solve them in time; Unreasonable demands put forward by the masses should be persuaded, educated and actively guided. We must persist in handling affairs according to law and policies, and we must not break through laws, regulations and policies, and we must not create comparisons and new contradictions in order to solve temporary problems.

(seven) focus on solving the outstanding problems of letters and visits. Efforts should be made to solve the outstanding problems of letters and visits, follow the principles of "territorial management, graded responsibility", "who is in charge, who is responsible" and "combining timely and on-the-spot settlement with guidance and education according to law", effectively handle the outstanding problems of letters and visits by local departments and grassroots units, and cannot push contradictions and problems to superiors and society. At present, it is particularly necessary to focus on solving the problems strongly reflected by the masses in land acquisition, urban construction and demolition, environmental protection, enterprise restructuring and bankruptcy, and law-related litigation. It is necessary to organize the responsible departments with the right to handle letters and visits to actively carry out joint visits and promote the solution of major outstanding problems. We should attach great importance to solving the problem of letters and visits involving law and litigation. Judicial departments and administrative law enforcement departments at all levels should earnestly perform their duties, strictly and fairly enforce the law, and properly solve the reasonable demands of petitioners. Political and legal committees of party committees at all levels should strengthen coordination, guidance, supervision and inspection, and seriously solve problems such as non-compliance with laws and unfair law enforcement that are strongly reflected by the masses.

(8) Insist on solving practical problems and strengthening ideological and political work. We should give full play to the advantages of the Party's ideological and political work, strengthen targeted ideological education while solving the problems reflected by the masses in accordance with laws, regulations and policies, and earnestly do a good job in solving doubts, dispelling doubts, dispelling emotions and resolving contradictions. We should seriously study and grasp the characteristics and laws of mass ideological and political work under the new situation, regard the process of handling letters and visits from the masses as the process of ideological education and policy and legal propaganda, help the masses understand the actual situation, the principles and policies of the party and the state, laws and regulations and the efforts made by all parties to solve problems, and guide the masses to correctly handle the relationship between individual interests and collective interests, local interests and overall interests, current interests and long-term interests, and consciously safeguard the overall situation of reform, development and stability.

Four, further unblock the channels of letters and visits, and standardize the order of letters and visits according to law.

We must fully respect and protect the people's right to petition, adhere to the civilized and enthusiastic reception of people's visits, handle letters from the people seriously, resolutely correct the wrong practices that restrict and interfere with the normal petition activities of the people, and ensure the smooth channels of letters and visits. It is necessary to guide the masses to express their demands in more written forms, such as letters, faxes and emails, by opening various channels for letters and visits, such as green post stations, special telephone lines and online letters and visits, so as to ensure the smooth flow of people's feelings, opinions and wisdom. Establish a national petition information system, set up a national complaint acceptance center, provide convenient conditions for the masses to reflect problems, put forward opinions and suggestions, and inquire about the handling situation, provide a working platform for petition supervision, and ensure that the demands of the masses are timely reflected and effectively handled.

(ten) to solicit opinions and suggestions from the people. Establish and improve the system of people's suggestions and suggestions, effectively protect citizens' right to know, participate, express and supervise, guide people to actively make suggestions and suggestions for the work of the party and the government, and encourage and support people to participate in the management of state affairs in various ways. We should carefully collect and analyze people's suggestions, thoroughly study and demonstrate important opinions and suggestions, fully affirm and adopt correct and reasonable opinions, find problems in time, improve work, improve policies, and accept supervision.

(eleven) vigorously promote the system of leading cadres visiting the masses. We will improve the system of letters and visits between leading cadres of the Party and government, deputies to the Party Congress, deputies to the National People's Congress and members of the CPPCC, and broaden the channels for expressing social conditions and public opinion. Leading cadres at all levels should always go deep into the grassroots and the masses, carry out investigations and studies, listen to the opinions of the masses, understand their wishes, care about their sufferings, and solve problems for them in time.

It is necessary to improve and perfect scientific and standardized working rules and systems for accepting, assigning, supervising and responding to mass letters and visits, and ensure that letters and visits are properly handled in a timely manner. The responsible department that has the right to handle letters and visits shall handle letters and visits seriously and responsibly in strict accordance with the relevant provisions of the Regulations on Letters and Visits, and shall not prevaricate or delay. It is necessary to establish a long-term mechanism to solve the problem of repeated petitions and repeated letters and visits, and strive to resolve long-term accumulated contradictions and disputes. It is necessary to take whether the handling of letters and visits in accordance with the law and policies is in place as the main criterion to measure the quality of letters and visits, so as to be realistic, objective and fair and stand the test of practice and history.

(thirteen) standardize the behavior of letters and visits according to law. It is necessary to further strengthen legal publicity and education, grasp the correct direction of public opinion, guide the masses to correctly perform their civil rights and obligations, express their interests in a rational and legal form, resolve conflicts of interests, and consciously safeguard social stability and unity. Acts of a few people that violate relevant laws and regulations and harm the interests of the state, society, collective and other citizens' legitimate rights and interests should be dealt with severely according to law. We should be highly vigilant against a very small number of people with ulterior motives and hostile forces outside China interfering in contradictions among the people, and severely crack down on their acts of infiltration and sabotage by letters and visits according to law.

Five, establish and improve the long-term working mechanism, and strive to improve the efficiency and management level of letters and visits.

Party committees and governments at all levels should give full play to their leading role, strengthen organization and coordination, integrate social management resources, and form a strong joint force to do a good job in letters and visits. It is necessary to comprehensively use policy, legal, economic, administrative and other means, as well as education, consultation, mediation, persuasion and hearing, to mobilize and organize all sectors of society to properly handle letters and visits in a timely manner. It is necessary to strengthen the cooperation and close cooperation among localities, departments and departments, and handle the problem of cross-regional and cross-departmental letters and visits. It is necessary to give full play to the comprehensive coordination and guidance role of the joint meeting and the petition department, and form a working mechanism of up-and-down linkage, left-right coordination, efficient operation and comprehensive management.

(fifteen) to establish and improve the investigation and resolution mechanism of letters and visits. It is necessary to shift the focus of the petition work from post-processing to pre-investigation and resolution, so as to achieve early detection, early resolution, early control and good handling. It is necessary to adhere to the combination of regular investigation and centralized investigation, find the signs and tendencies of letters and visits as soon as possible, especially the hot and difficult issues that the masses have strongly reflected, and conduct key investigations. For the problems identified, it is necessary to strictly implement the responsibility to resolve, clarify the main responsible persons, responsible units and responsible personnel, properly solve them within a time limit, effectively solve the problems at the grassroots level, and resolve the contradictions in the bud.

(sixteen) establish and improve the information collection and analysis mechanism of letters and visits. It is necessary to improve and perfect the multi-level and all-round information reporting network to ensure smooth information transmission channels. To timely, accurately, comprehensively and effectively submit the petition information, especially the information that may lead to the symptoms and tendentiousness of large-scale collective petitions and mass incidents, it must be reported in time according to the regulations and do a good job in advance, and it is not allowed to report late, fail to report or conceal. It is necessary to comprehensively develop and utilize information resources, further improve the level of analysis and judgment, enhance the predictability and pertinence of work, and firmly grasp the initiative of work.

(seventeen) establish and improve the working mechanism of letters and visits supervision. It is necessary to establish and improve the supervision mechanism of letters and visits under the unified leadership of Party committees and governments, organized and implemented by letters and visits departments, and participated by all functional departments. It is necessary to fully equip and strengthen the supervision force, establish and improve the supervision system for letters and visits, continuously increase the supervision work, ensure that the decision-making arrangements for letters and visits are implemented, and promote the people's letters and visits to be properly solved. Six, focus on strengthening the basic work at the grassroots level, improve the ability of grassroots to prevent and properly handle letters and visits.

We should attach great importance to and seriously solve the problems reflected by the people's initial letters and visits. To strengthen the construction of grass-roots petition work institutions, township (street) and village (neighborhood) committees should have corresponding institutions or personnel responsible for the petition work, and county (city, district) governments and relevant departments should send receptionists to the community to form a grass-roots petition work network with people at all levels. Large and medium-sized state-owned enterprises and institutions should set up petition offices according to the actual situation, or be equipped with full-time (part-time) petition staff.

(nineteen) to strengthen the county petition work. County level is the key to prevent and solve the problem of grass-roots letters and visits. We should attach great importance to the petition work at the county level, earnestly strengthen guidance, especially in places where there are many petition problems, a large number of petitions from the masses and weak work, help solve existing problems, and continuously improve the overall level of petition work. It is necessary to establish and improve the system of studying letters and visits by the standing committees of county-level party committees and government offices, study letters and visits in a timely manner, and put forward measures to strengthen and improve the work. Leading cadres at the county level, especially the principal responsible persons, should solve the problem of letters and visits, go deep into the front line to command and handle major collective petitions and mass incidents, effectively solve the problems locally, and shoulder the responsibility of ensuring harmony and stability of one party.

Seven, to further strengthen the leadership of the petition work, to build a new pattern of petition work.

The State Bureau for Letters and Calls should strengthen the coordination and guidance of letters and visits throughout the country.

Those with good political quality, strong professional ability and outstanding work performance should be reused, and those who have been engaged in letters and visits for a long time and made outstanding contributions should be commended and rewarded; The advanced deeds of the petition system should be summarized and popularized in time, set a good example and advocate a good style. It is necessary to further explore the system of establishing reserve cadres and newly promoted cadres to exercise in the petition department, and regard the petition department as an important base for training and exercising cadres. The central petition work organization should study and formulate the training plan for the petition work talent team. It is necessary to attach great importance to the infrastructure construction of the petition department, further increase investment in the petition work, build a reception place for people's petitions, and include the office expenses of the petition department and the business expenses for handling petitions in the fiscal budget to ensure it. The majority of petition cadres should earnestly enhance their sense of the purpose of serving the people, continue to carry forward the fine tradition of petition, do a good job in petition work in the new period, and contribute to building a well-off society in an all-round way and building a harmonious socialist society.

The petition work of the military system shall be stipulated separately by the General Political Department of the People's Liberation Army according to the spirit of this opinion.
