Article 11 Units and individuals engaged in the development and utilization of wild fish breeding, reproduction and other activities, who use waters and beaches owned by the whole people, shall apply to the agriculture and animal husbandry department of the county (district) where they are located, and the county (district) people's government shall issue a certificate of aquaculture use to confirm the right to use. Twelfth units and individuals engaged in wild fish breeding, breeding and other development and utilization activities, in the sale of wild fish products, should also carry the quarantine certificate issued by the county (District) agriculture and animal husbandry department.
