Trial Measures for the Protection of Oil and Gas Pipeline Facilities in Guangzhou

article 1 in order to strengthen the management of oil and gas pipeline facilities in this municipality and ensure the safe operation, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this municipality. Article 2 These Measures shall apply to the protection and management activities of oil (including crude oil and refined oil) and gas (including natural gas, substitute natural gas, artificial gas and liquefied petroleum gas) pipelines and their ancillary facilities (hereinafter referred to as pipeline facilities) within the administrative area of this Municipality.

these measures are not applicable to the protection of oil and gas pipeline facilities in petrochemical enterprises, gas production enterprises, port and dock enterprises and liquefied petroleum gas stations. Article 3 the oil and gas pipeline facilities mentioned in these measures include:

(1) pipelines for transporting oil and gas;

(2) Oil and gas pipeline facilities such as pressure regulating equipment, valves (wells), condensate tanks (wells), meters, compensators, radiation pipes, venting facilities, monitoring and data acquisition base stations and ancillary buildings;

(3) pipeline anticorrosion protection facilities, including sacrificial anode blocks, cathodic protection stations, cathodic protection test piles, anode beds and stray current discharge stations;

(4) pipeline signs, signs and leak detection devices for crossing public (railway) roads, such as marker piles (belts), mileage piles and warning signs;

(5) hydraulic protective structures for pipelines, seismic facilities, pipe trenches, dikes, pipe bridges and culverts and tunnels dedicated for pipelines;

(6) Other ancillary facilities and devices as stipulated by laws and regulations. Article 4 This Municipality shall establish a joint meeting system for the protection of oil pipeline facilities to coordinate the supervision and management of the protection of oil pipeline facilities in the whole city. The specific work shall be organized and implemented by the municipal economic and trade administrative department in conjunction with the municipal administrative departments of development and reform, safety supervision, construction, planning and public security.

the municipal economic and trade administrative department is responsible for the daily work of the joint meeting, and mainly performs the following duties:

(1) accepting reports of acts of destruction, theft and looting of oil pipeline facilities, and handing them over to the relevant administrative departments in a timely manner;

(2) Organize joint meetings on a regular basis to inform relevant administrative departments of their daily performance of duties and handling of reports, and strengthen information communication and collaborative work;

(3) coordinate and organize the publicity work on the protection of oil pipeline facilities in the whole city;

(4) Take the lead in organizing special rectification and investigation actions for the protection of oil pipeline facilities in the whole city when necessary;

(5) coordinate with relevant administrative departments to urge oil pipeline facilities operators to formulate emergency rescue plans;

(6) to organize and coordinate the protection and management of other oil pipeline facilities according to the requirements of the municipal government.

The relevant administrative departments are responsible according to the division of responsibilities:

(1) The municipal administrative department of development and reform is responsible for coordinating and cooperating with the national and provincial oil pipeline facilities construction projects;

(2) The municipal administrative department of safety supervision is responsible for urging oil pipeline facilities operators to implement laws, regulations and standards on safety in production, and investigate and deal with violations of safety in production according to law;

(3) the municipal administrative department of urban and rural planning is responsible for ensuring the implementation of the regional system for the safety protection of oil pipeline facilities in the process of implementing urban and rural planning management;

(4) The public security organs are responsible for investigating and handling cases of destruction, theft, looting of oil pipeline facilities and other cases endangering oil pipeline facilities according to law.

if the relevant administrative departments have disputes over the coordination and handling opinions of the municipal economic and trade administrative departments, and no agreement can be reached after the joint meeting, the municipal economic and trade administrative departments shall submit them to the municipal government for decision. the municipal administrative departments of districts and county-level cities are respectively responsible for the supervision and management of the protection of gas pipeline facilities within their respective jurisdictions, and are guided by the municipal administrative departments in business. The municipal administrative department of the district has no function of city gas administration, and the municipal administrative department is responsible for the supervision and management of the protection of gas pipeline facilities. Article 6 The relevant municipal administrative departments shall, in accordance with their respective responsibilities, coordinate the implementation of these Measures.

municipal governments at various districts and counties should cooperate with each other in the management of oil and gas pipeline facilities protection within their respective jurisdictions. Article 7 Any unit or individual has the right to stop acts that endanger oil and gas pipelines and facilities, and report to the economic, trade, municipal or other relevant administrative departments. Municipal, public security and other relevant administrative departments shall announce the telephone number and other reporting channels, and announce the investigation results. Eighth users or real estate development enterprises to build * * * gas pipeline facilities, should be put into operation before the operation, maintenance, conservation and other management responsibilities and related files to the gas pipeline facilities operating enterprises, and signed a transfer management agreement.

Article 9 The safety protection area of oil and gas pipeline facilities is divided into safety protection scope and safety control scope.

the scope of safety protection is:

(1) oil pipelines, areas within 5 meters on both sides of the outer edge of the pipe wall of sub-high-pressure, high-pressure and ultra-high-pressure gas pipelines;

(2) ? The area within 7 meters.

the safety control scope is:

(1) the oil pipeline, the area between 5 meters and 5 meters on both sides of the outer edge of the pipe wall of the sub-high-pressure, high-pressure and ultra-high-pressure gas pipeline;

(2) ? The area within 7 meters to 5 meters.

the municipal economic and trade administrative department and the municipal administrative department shall, in accordance with the requirements of the municipal urban and rural planning administrative department, organize oil and gas pipeline facilities operating enterprises to demarcate the regional control line for the safety protection of oil and gas pipeline facilities, put forward control requirements, and send them to the municipal urban and rural planning administrative department for review, and the urban and rural planning administrative department shall implement them in the planning management according to the provisions of Item (1) of Paragraph 1 of Article 1 of these Measures.
