Article 22: The installation or maintenance units shall be responsible for the maintenance of inspection wells, box covers and ancillary facilities of urban roads for various pipelines installed on urban roads. If inspection wells, box covers and urban road ancillary facilities are damaged, displaced or lost, the installation or maintenance unit shall promptly repair, straighten or fill the gaps.

Article 23 The urban construction administrative department shall take measures to ensure the normal operation of the facilities of the completed urban sewage treatment plants, and the quality of the treated sewage must meet the standards specified by the state.

Relevant procedures for discharging sewage into urban discharge pipe networks and other facilities must be completed in accordance with national regulations, and the quality of sewage discharged must comply with sewage discharge standards stipulated by the state.

It is strictly prohibited to discharge toxic, harmful, flammable, explosive or easily clogged pipes into drainage facilities.

Article 24 The urban construction administrative department shall strengthen the maintenance of urban flood control facilities, clear water blocking obstacles in flood discharge rivers in a planned manner, ensure the normal operation of pumping stations, and ensure the safety of urban flood seasons.

Article 25 Production and operation units engaged in municipal public utilities such as urban water supply, gas supply, heat supply, public transport and passenger transportation, sewage treatment, garbage disposal, etc. must obtain a business license in accordance with the law. before engaging in business activities.

Article 26 Urban water supply, gas supply, heat supply and other production and business units shall provide their products to users on time in accordance with the standards prescribed by the state. Article 27 If a public passenger transport vehicle that operates on a fixed schedule, on a fixed route or at a fixed point needs to change the specified operating time, route or parking site, it must be approved by the urban construction administrative department in conjunction with the public security department. The property owners and users of the buildings or individuals are responsible for the broken walls and dangerous houses and structures that affect the city's appearance. Article 36 Construction units and individuals within urban planning areas must clear and transport construction waste to prescribed waste disposal sites in accordance with the regulations of the urban construction administrative department.
