Notice of Tangshan Harbor on Prohibiting the Use of High-emission Off-road Mobile Machinery in Jingtang Port Area of Tangshan Port

Notice of the Management Committee of Tangshan Harbor Economic Development Zone, Hebei Province on Delineating the Area of Jingtang Port Area in Tangshan Port

In order to further strengthen the prevention and control of mobile source pollution and continuously improve the atmospheric environment, according to the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Regulations on the Prevention and Control of Motor Vehicles and Non-road Mobile Machinery Emission in Hebei Province, the Action Plan for Fighting Hard the Pollution Control of Diesel Trucks and Several Provisions on the Prevention and Control of Air Pollution in Tangshan City. The relevant matters are hereby notified as follows:

1. Scope of forbidden zone

Jingtang Port area of Tangshan Port surrounded by Shugang Road, Gangxing Street and Haibin Road of Jingtang Port Shougang Ore Terminal Co., Ltd.

II. Scope of high-emission off-road mobile machinery

The high-emission off-road mobile machinery in this notice refers to construction machinery that fails to meet the national emission standards of Grade III and above, such as excavators, loaders, bulldozers, forklifts, diesel generator sets, etc.

iii. control measures for prohibited areas

it is forbidden to use high-emission off-road mobile machinery in prohibited areas, and the construction machinery used in this area should meet the emission standards.

the construction machinery in the forbidden area must use vehicle diesel oil that meets the national standard 6.

the relevant administrative departments should urge the owners or users of machinery to register the used off-road mobile machinery in the information management platform of the ecological environment department, and do a good job in publicity.

off-road mobile machinery used in emergency rescue projects is not restricted by the above-mentioned use areas.

iv. non-road mobile machinery that violates the provisions of this circular shall be punished by the ecological and environmental department in accordance with the relevant provisions on the prevention and control of air pollution.

v. this circular shall come into force as of January 1, 222.
