Article 1 In order to strengthen the safety management of liquefied petroleum gas and ensure the national economic construction and the safety of people's lives and property, these Provisions are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this province.

Article 2 All units that design, manufacture, install, sell, inspect and maintain liquefied petroleum gas appliances and containers (tankers, storage tanks and steel cylinders) within the territory of this province, as well as units and individuals that operate, store, transport and use liquefied petroleum gas, must abide by the Fire Protection Law of People's Republic of China (PRC), the Regulations on the Safety Management of Chemical Dangerous Goods and the Provisional Regulations on the Safety Supervision of Boilers and Pressure Vessels.

Article 3 These Provisions shall be administered and implemented by economic and trade commissions, public security, construction, labor departments and other relevant competent departments at all levels in accordance with the principle of "whoever is in charge is responsible" and their respective terms of reference.

Article 4 LPG storage and distribution stations and supply points must be located in safe places, and all technical requirements must conform to the Code for Design of Urban Gas and the Code for Fire Protection Design of Buildings.

Article 5 Any new construction, expansion or reconstruction of liquefied petroleum gas storage and distribution stations and supply points must first obtain the consent of the local city (county) construction department, and the engineering drawings shall be designed by qualified design units in accordance with relevant specifications, and shall be approved by the construction, labor, public security and fire control supervision departments at or above the municipal level, and then constructed by units recognized by the Provincial Construction Department. Article 8 Units that produce liquefied petroleum gas containers and appliances must hold pressure vessel manufacturing licenses and liquefied petroleum gas appliance manufacturing licenses, and strictly implement operating procedures and quality standards to ensure product quality. Unqualified products are prohibited from being sold; The technical data and certificate of conformity of ex-factory products shall be complete.

Ninth liquefied petroleum gas tanks, tankers and cylinders should be regularly sent to the inspection unit approved by the provincial labor department for inspection according to the relevant provisions. Offenders may not continue to use it.

Tenth units that purchase liquefied petroleum gas shall go through the purchase procedures with the local and municipal public security fire supervision departments and obtain the purchase vouchers; Foreign units in our province to buy liquefied petroleum gas, must hold the certificate issued by the local and municipal public security organs, according to the gas purchase contract to the gas supply location, the municipal public security fire supervision department for transfer procedures.

It is strictly forbidden to buy liquefied petroleum gas without a license.

Article 11 Units that transport liquefied petroleum gas shall apply to the labor, public security and fire departments at or above the prefecture level for the license of tanker, driver's license of tanker, courier certificate and transportation license, and the gas supply unit shall supply gas with the purchase certificate and the above-mentioned documents.

Twelfth drivers and escorts transporting liquefied petroleum gas should be familiar with the relevant safety knowledge of liquefied petroleum gas, and the public security fire supervision, labor and other departments can regularly assess them.

Article 13 When transporting gas-filled liquefied petroleum gas cylinders, the stacking shall not exceed two layers, and there shall be spacers between layers, and the cylinders shall have rubber retainers; It is forbidden to mix people and goods. Do not drag, roll, drop or smash the loading and unloading cylinders.

Fourteenth vehicles and ships transporting liquefied petroleum gas must be equipped with fire fighting equipment and have obvious dangerous goods marks and numbers; When passing through large bridges, docks, culverts and other buildings, structures and urban areas, you must drive and park (park) in accordance with the time, route and speed stipulated by the relevant local departments; When stopping (parking) midway, drivers and escorts are not allowed to leave vehicles and ships.

Fifteenth tank trucks, steel cylinders before filling, should carry out safety inspection. Anyone who exceeds the maintenance period, is seriously damaged, deformed, lacks safety accessories, nameplates and signs, does not meet the requirements or is difficult to identify, and is not allowed to be filled. Sixteenth when storing liquefied petroleum gas, tank trucks are not allowed to replace storage tanks. Units without storage tanks and filling equipment must go to the reserve stations recognized by local and municipal public security fire departments for storage and filling.

Seventeenth storage, inflatable places and storage equipment must be equipped with facilities that meet the requirements of fire prevention, explosion prevention, static elimination and heatstroke prevention and cooling.

Eighteenth any unit shall not set up a temporary warehouse (station) for storing and supplying liquefied petroleum gas without authorization, and shall not store liquefied petroleum gas in offices, classrooms, warehouses, basements, air-raid shelters and public places.

Nineteenth liquefied petroleum gas must use rooms that meet the requirements of relevant departments, and comply with the following provisions:

1. Equipped with portable fire extinguishing equipment and appliances;

2. It is not allowed to be used in the same room with an open flame stove;

3. It is not allowed to take dangerous methods such as heating steel cylinders and pouring steel cylinders to get gas;

4. Do not pour liquefied petroleum gas in one cylinder into another cylinder;

5. It is not allowed to disassemble and repair the cylinder angle valve and pressure regulator without permission;

6. Do not dump or discharge liquefied petroleum gas residue at will;

7 LPG cylinders and appliances must be inspected and maintained by professional units.

Article 20 Units engaged in inspection and maintenance of liquefied petroleum gas cylinders and containers must be examined and approved by the provincial labor department, and units engaged in appliance maintenance must be examined and approved by the municipal construction and public security fire department.

Twenty-first public security fire control, construction, labor and other relevant departments should regularly carry out safety education for managers and operators of liquefied petroleum gas storage and distribution stations and supply points, and establish the idea of "prevention first, safety first". Managers must undergo learning and evaluation; Operators must pass the training examination and on-site operation examination, and obtain the operation certificate of liquefied petroleum gas filling personnel in the local labor department before taking up their posts. Adventure, illegal operation and illegal command are strictly prohibited. Storage and distribution stations and supply points must establish complete LPG operation records and equipment files.

Twenty-second in the liquefied petroleum gas storage and distribution stations, supply points, should be set aside fire exits. The fire source shall be eliminated in the restricted area, and the following provisions shall be observed:

1. Set up eye-catching "No Fireworks" warning signs;

2. It is not allowed to wear spikes or bring matches or lighters.

3. Motorcycles and tractors are not allowed in. When the car enters, the exhaust pipe must wear a fire cap;

4. Operators shall not wear clothes that are easy to generate static electricity;

5. It is forbidden to use tools that are easy to generate sparks during operation.

Twenty-third in the liquefied petroleum gas storage and distribution stations, supply points, hot maintenance of containers, pipelines and equipment, there should be special care, and equipped with sufficient fire fighting equipment, to take reliable safety measures.

Twenty-fourth liquefied petroleum gas storage and distribution stations, supply points, there must be a person responsible for safety work, to develop strict safety operation procedures, post responsibility system and fire and explosion safety system, and have special fire equipment and tools. In case of fire and leakage accidents, measures must be taken immediately to prevent the occurrence of fire accidents and report to the local public security fire supervision department in time.

Twenty-fifth units and individuals that strictly abide by these provisions and have made remarkable achievements in the safe operation, storage, transportation and use of liquefied petroleum gas shall be commended and rewarded by their competent units and public security, construction, labor and other departments.

In violation of the provisions of the units and individuals, give criticism and education; If there are hidden dangers of accidents that may seriously affect safety, measures such as stopping the supply of liquefied petroleum gas can be taken to urge them to make corrections within a time limit; After education is still not correct or safety accidents, given administrative sanctions; If the circumstances are serious, the public security department shall be punished in accordance with the relevant provisions of the Regulations of the People's Republic of China on Administrative Penalties for Public Security and the Measures for Reporting Accidents of Boilers and Pressure Vessels; The person in charge and the main person in charge of the unit that caused the accident and constituted a crime shall be dealt with by the judicial organs according to law.

Twenty-sixth problems in the specific application of these Provisions shall be interpreted by the Provincial Public Security Department and the Provincial Construction Department.

Article 27 These Provisions shall come into force as of the date of promulgation.
