Article 1: In order to strengthen the protection of electric power facilities, maintain the order of electricity use, and ensure the safe operation of electric power production, in accordance with the "Electric Power Law of the People's Republic of China", "Liaoning Province Electric Power Facilities Protection Regulations" and relevant These regulations are formulated in accordance with laws and regulations and in light of the actual situation of this city. Article 2 These regulations shall apply to the protection of power generation, substation, power lines, power-specific communication facilities and their auxiliary facilities (hereinafter referred to as power facilities) within the administrative area of ??this city. Article 3: The protection of electric power facilities adheres to the principles of giving priority to prevention, combining prevention with treatment, and combining professional protection with mass protection. Article 4 The people's governments of municipalities and autonomous counties shall strengthen the organization and leadership of the protection of electric power facilities, and urge and inspect power supply and consumption units to establish and improve long-term mechanisms for the protection of electric power facilities. Article 5 The comprehensive economic departments of cities and autonomous counties are the power management departments within their respective administrative regions and are responsible for the supervision and management of the protection of electric power facilities. The power facility protection work agency of the municipal and autonomous county people's government is responsible for the daily work of power facility protection at the same level.

Public security, forestry, construction, transportation, land and resources, comprehensive law enforcement, work safety supervision and other departments and relevant units should do a good job in protecting electric power facilities in accordance with their respective responsibilities. Article 6 The people's governments of municipalities and autonomous counties shall organize and carry out publicity and education work on the protection of electric power facilities. Article 7: All units and individuals have the obligation to protect electric power facilities and have the right to stop and report behaviors that endanger electric power facilities.

The people's governments of municipalities and autonomous counties shall commend and reward units and individuals that have made outstanding contributions to the protection of electric power facilities. Article 8 The municipal electric power management department shall work with relevant departments to formulate an emergency plan for electric power emergencies and organize its implementation after approval by the Municipal People's Government.

Power enterprises should formulate their own emergency plans for power emergencies, conduct regular drills, and improve early warning mechanisms.

When a power emergency occurs, the municipal and autonomous county people's governments and power companies shall organize emergency repairs according to emergency plans and restore normal power operation in a timely manner. Article 9 The owner or manager of electric power facilities shall perform the following duties and accept supervision from relevant departments and society:

(1) Establish and improve the safety management system and internal security system;

(2) Implement technical precautions, equipment precautions, personnel precautions and other protective measures;

(3) Regularly maintain, inspect and update power facilities;

(4) Respond to hazards Any behavior that violates the safety of electric power facilities shall be stopped and reported to relevant departments. Article 10: Township (town) people's governments, sub-district offices, village (residents) committees and relevant units along power lines should cooperate with power companies to establish mass line protection organizations.

The electric power management department should conduct regular training for mass line protectors and require them to hold certificates. Article 11 The power facilities protection zone is determined in accordance with the relevant provisions of the "Liaoning Province Electric Power Facilities Protection Regulations". When overhead power lines pass through densely populated areas such as factories, mines, towns, villages, etc., as well as special geographical environment areas such as mining areas and forest areas, the actual protection area is determined based on the conductor's maximum calculated sag and maximum calculated windage that meet the minimum safety distance.

500 kV 7.0 meters Article 12 The electric power management department shall organize the property owners or managers of electric power facilities to Set up safety signs at the following places and locations in the power facilities protection zone, and indicate the setting scope and protection regulations of the protection zone:

(1) Overhead power line poles and towers in densely populated areas;

(3) Overhead power line towers in areas with frequent vehicles and self-propelled machinery;

(4) Transformer platforms or fences on power lines;

(5) Walls (rails) of substations, switching stations, and cable terminal stations;

(6) Power cables in prosperous areas of cities and towns Ditch covers;

(7) Pipe trenches (lines) for coal transportation, ash transportation, water transportation, heat supply, and steam supply attached to power facilities;

(8) Rivers Both sides of the cable.

The specifications of the signboard should comply with relevant national standards. No unit or individual is allowed to move or damage safety signs. Article 13 The following behaviors are prohibited within the protected area of ??electric power facilities: (1) Destruction, robbery, theft, and damage to electric facilities; (2) Piling garbage and debris, easily flammable and explosive items or burning objects;

(3) Climb the towers of power lines, and use towers, pillars, and guy wires to lift and pull ground anchors or suspended objects;

(4) Fishing under overhead power lines, releasing balloons and other floating objects, setting off fireworks, throwing objects, and spraying various colorful ribbons;

(5) Excavation or construction of buildings in areas marked with underground power facilities , structures;

(6) Extracting soil, piling, drilling, excavation or dumping acid, alkali, salt and other harmful chemicals within 10 meters of overhead power poles and cable foundations;

< p>(7) Conduct blasting operations within 300 meters around a 66 kV or above substation or set off fireworks and firecrackers within 100 meters around it;

(8) Other behaviors that are prohibited by laws and regulations that endanger electric power facilities.
