Article 1: In order to strengthen the management of rivers, improve the urban environment, and give full play to the comprehensive benefits of rivers, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. Article 2 The rivers mentioned in these regulations refer to natural rivers (except the main stream of the Pearl River and Liuxi River), artificial waterways, and artificial lakes used for flood control, drainage, drainage, and navigation.

The term "river ancillary facilities" as mentioned in these regulations refers to facilities such as sluice gates, sewage intercepting rails, guardrails, ditch boxes, and pumping stations. Article 4 The municipal water administrative department is the department in charge of rivers in this city.

The municipal administration department, based on the division of labor of the municipal government, conducts inspections of Liwan Chung, Simao Kou Chung, Shaji Chung, Ma Chung, Xinhe Pu Chung, Donghao Chung, Liede Chung and The Shaheyong River (the section from Tianping Bridge to the Pearl River) and artificial lakes are managed on behalf of others.

The district water administrative department and the municipal management department are responsible for the specific management of rivers within their jurisdiction according to the division of labor.

Urban planning, city appearance and sanitation, environmental protection, comprehensive urban management law enforcement and other departments shall, in accordance with their respective division of responsibilities, coordinate with the water administrative departments and municipal management departments to implement these regulations. Article 5 The city’s professional river planning shall comply with the requirements of the regional flood control and drainage master plan and the city master plan, and shall be prepared by the municipal water administrative department in conjunction with the municipal administrative department and the municipal planning department and submitted to the municipal government for approval.

Rivers should be rectified in a planned manner, and the rectification plan should be in accordance with the flood control, drainage and water pollution prevention and control requirements stipulated by the country, province and city. It shall be formulated by the municipal water administrative department and the municipal municipal management department respectively, and shall be organized and implemented after being submitted to the municipal government for approval. Article 6: The scope of river surge management is determined according to the red lines delineated by the urban planning authorities.

(6) Soak bamboo and other items in the water.

(7) Other behaviors prohibited by laws and regulations. Article 8 If it is really necessary to blast, dig wells, dredge sand, retrieve soil, plant cultivation, stack materials, mine underground resources, or conduct archaeological excavations within the scope of river management, it must be reported to the water administrative department or the municipal management department for approval.

The water administrative department and the municipal management department shall issue a reply within 20 days; if other departments are involved, the water administrative department or the municipal management department shall jointly approve the relevant departments. Article 9 Within the scope of river management, build dams and cofferdams, build bridges and roads, lay underground pipelines and cables, construct gatehouses, docks and other buildings (structures), and construction projects that require breaking and crossing embankments. The unit should submit an application to the water administrative department or the municipal management department. After review and approval, the construction unit can apply to the planning department for project approval.

If the construction project really needs to temporarily occupy the river, it must be approved by the water administrative department or the municipal management department.

The water administrative department and the municipal management department shall issue a reply within 20 days. Article 10 The municipal water administrative department and the municipal management department shall conduct regular inspections of river ancillary facilities as well as embankment pipes and cables within the management scope. If they do not meet the river safety requirements, the property rights unit shall be ordered to make rectifications within a time limit. Article 11 The water administrative department and the municipal management department shall formulate plans to regularly organize river clearings and dredges to keep rivers smooth and clean.

Article 12 Urban domestic sewage should be planned to be gradually incorporated into the urban sewage system for centralized treatment. Only after it reaches the sewage discharge standards set by the country and the province can it be discharged into rivers. Article 13 Drainage directly into rivers without going through the municipal drainage pipe network must be reviewed and approved by the water administrative department or the municipal management department.

Before the implementation of these regulations, units or individuals that directly drain water into rivers without the municipal drainage network should go to the water administrative department or municipal management department within 6 months from the date of implementation of these regulations. (1) Discharging into rivers untreated production wastewater and domestic sewage that meets standards.

(2) Dumping or discharging garbage, slag, feces and other wastes.

(4) Discharge of oil, acid and alkali liquids and other toxic and harmful liquids.

(5) Discharge of pathogen-containing sewage that has not been disinfected.

(6) Other behaviors that pollute rivers. Article 15 Whoever violates these regulations and commits any of the following acts, the water administrative department or the municipal management department, in addition to ordering him to stop the illegal act, remove obstacles within a time limit, take remedial measures, and compensate for losses, may also impose a fine of not more than 20,000 yuan.
