Report on the balanced development of compulsory education in counties

The balanced development of compulsory education is not only an educational concept

but also a scientific concept of educational development

and an ideal educational practice. The following is a report on the balanced development of county compulsory education in 2017 that I compiled. I hope it will be helpful to everyone!

According to the work arrangement of the County People’s Congress Standing Committee in 2017, the County People’s Congress Standing Committee recently organized some members of the Standing Committee and the heads of relevant departments conducted a survey on the balanced development of compulsory education in our county. The research team visited Jiajiang Primary School, Huangtu Middle School, and Tumen Primary School, held a symposium, and listened to the county ***'s report on promoting the balanced development of compulsory education. The participating researchers fully expressed their suggestions and opinions. The investigation situation is now reported as follows:

1. Basic situation

In 2016, Jiajiang County was identified as the second batch of counties in Leshan City with basically balanced development of compulsory education. By 2017, the balanced development of compulsory education within the county will be basically achieved and a county with basically balanced development of compulsory education will be created.

There are 44 compulsory education public schools in the county, including 17 junior high schools, 1 nine-year school, 1 complete middle school, and 25 primary schools. There are 1,719 active volunteer teachers in the county, including 748 in junior high schools and 971 in primary schools; there are 17,551 volunteer students, including 11,488 in primary schools and 6,063 in junior high schools. It covers an area of ??236,600 square meters for the junior high school and 225,600 square meters for the primary school; the school building area is 98,600 square meters for the junior high school and 84,900 square meters for the primary school. Up to now, according to the national standards for compulsory education, 42 schools have self-scored scores of 85 or above, basically meeting the standards.

2. Main practices and results

(1) Strengthen leadership and implement work responsibilities. The first is to strengthen leadership. In 2016, after our county was identified as the Yingping County, Geng immediately held a meeting to promote the balanced development of compulsory education and issued the "Implementation Opinions on Deeply Promoting the Balanced Development of Compulsory Education in Jiajiang County" and "Jiajiang County's Promoting the Balanced Development of Compulsory Education". "Development Work Plan", a leading group was established with Zhang Jianhong, deputy secretary of the county party committee and county magistrate, as the team leader, Zhang Jinrui, member of the Standing Committee of the county party committee and director of the Propaganda Department, and deputy county magistrate in charge as deputy team leaders, to clarify work arrangements, department and township responsibilities, and accountability Wait for the request. The second is to implement responsibilities. County *** signed target responsibility letters with 22 towns and 23 departments, and incorporated the creation work into the department's year-end target assessment, with a score of 3 points. In mid-July, detailed work evaluation rules were formulated, and the evaluation scores will be included in the year-end target evaluation, accounting for 30%. The evaluation results will be used as the basis for the evaluation of the school and the principal. An accountability mechanism will be launched for school teams with evaluation scores below 85 points. The third is to create an atmosphere. More than 60 copies of the "Leshan City Compulsory Education Balanced Development Supervision and Evaluation Work Manual" and more than 2,000 copies of promotional materials were issued. Prepared and distributed 3 issues of work briefings. "Leshan Daily", "Jiajiang Information", "Jiajiang Political Situation", etc. used more than 10 pieces of created information and 2 interviews with the director. The school strengthens the publicity of the establishment work through rolling broadcasts on electronic screens and hanging slogans. The fourth is to comprehensively advance. We held 4 work promotion meetings successively to continuously identify gaps, refine measures, coordinate and promote work progress. At present, basic work such as "Document Compilation", information collection, and data collection have been completed.

(2) Strengthen training and clarify target requirements. In October 2016, at a training meeting on promoting the balanced development of compulsory education in the education system, the head of the Municipal *** Education Supervision Office gave a comprehensive interpretation of "Leshan City's Work Manual for Supervision and Evaluation of Balanced Development of Compulsory Education. Since March 2017, business training has been carried out in Mucheng Town and the County Teachers' Training School. The heads of the Planning and Finance Section, the Personnel Section, the Education Section, and the Educational Ceremony Station of the County Education Bureau have guided more than 40 business backbones in the county to clean up, verify, fill in and run schools. 10 conditions indicators. In December last year and March this year, relevant departments of the Education Bureau and schools went to Shawan District and Emeishan City respectively to learn the indicator system and filing requirements. At the beginning of July, the leadership team of the Education Bureau once again conducted a thorough investigation of the implementation of relevant index coefficients in six areas, and staff of the implementation agency conducted regular inspections of the contact schools.

(3) Increase investment to ensure that hardware meets standards. The first is to strengthen school infrastructure. Since 2008, nearly 200 million yuan has been invested in building approximately 60,000 square meters of new school buildings and repairing and reinforcing 50,000 square meters.

This year, 7 million yuan has been allocated for balanced construction to meet standards, involving 14 schools, mainly for the purchase of equipment, canteen renovation, sports ground construction, etc. The second is to adjust the layout of urban schools. In September 2016, Qingzhou primary and secondary schools were merged into a nine-year consistent school, and Jiajiang No. 1 Middle School and Jiajiang No. 2 Middle School sent outstanding teachers to help build an elite team. Actively explore the school-running model of "relying on Jiazhong and revitalizing Yizhong". Focusing on the relocation of the Jiajiang Foreign School, the entire original school property will be transferred to Jiajiang Primary School. The third is to accelerate the informatization process of basic education. At present, nearly 46 million yuan has been invested in popularizing information technology education in rural primary and secondary schools, including 6.61 million yuan for information construction, 16 million yuan for class communication, and more than 18 million yuan for instruments and equipment (3.38 million yuan for primary school science, 2.72 million yuan for middle school science, and 18 million yuan for primary school science). 6.86 million yuan for Yinti Mei, 5.18 million yuan for middle school Yinti Mei), and 5 million yuan for library construction. The number of information technology computers in the county has reached the standard of 100℅, the electronic whiteboard has reached the "school-to-school" and "class-to-class" standards, and the instruments and equipment have basically reached the standard. Since July, schools across the county have accelerated the process of putting book codes on shelves, and a group of schools have completed preliminary work. The fourth is to actively create campus culture. Schools across the county focus on the balanced development of compulsory education, explore their own characteristics, shape cultural themes, and build campus culture.

(4) Improve quality and pay close attention to team building. Focusing on building the comprehensive quality of principals and teachers, we have basically achieved a balance of teachers across the county. The first is strict cadre management. We should insist on improving the quality of school leaders as an important means to promote the balanced development of urban and rural education, and fully implement the competitive recruitment system for school leaders. In July, the assessment and evaluation work for leading cadres of all schools and directly affiliated units was completed. The second is to promote reasonable communication among teachers. Establish a principal-teacher exchange system and a system for urban teachers to support rural schools. It requires male teachers under the age of 53 and female teachers under the age of 48 in the compulsory education stage to have served in the same school for more than 9 years and implement regular exchanges. The proportion of annual exchanges is the total number of full-time teachers. 10%. The third is to improve the recruitment mechanism for new teachers. In accordance with the principles of "openness, fairness and impartiality", primary and secondary school teachers are recruited from recent university graduates every year to solve the problem of structural shortages and lack of art and sports teachers. In 2015, 2016 and 2017, 18, 22 and 20 people were recruited respectively. The fourth is to strengthen teacher training. Strengthen the construction of teacher ethics, establish 16 famous teacher studios, strengthen regular training of school leaders and all primary and secondary school teachers, and continuously improve the overall quality of the two teams.

(5) Scientific management and strict control of class capacity. In order to solve the problem of large class sizes in urban schools, our county has strict enrollment policies. Primary and secondary school enrollment follows the principle of "strict procedures, batch admission, strict standards, strict entrance control, total volume control, and sunshine operation" to further standardize class formation and the number of students in each class. No more than 50 people. This year, urban junior high school enrollment has dropped by more than 200 students, and primary school enrollment has dropped by more than 120 students. Starting from September 2017, all grades in urban schools will accept transfer students in principle according to the "one out, one in" method.

(6) Strengthen accountability and strictly supervise and supervise. Since the beginning of this year, there have been 5 special inspections on schools and units promoting the balanced development of compulsory education, and members of the Education Bureau team have been divided into districts to work on-site at schools nearly 20 times. Based on the inspection results and the strict accountability mechanism, by the end of June, two principals were dismissed from their posts for "inaction" and "disorderly behavior" in promoting the work, and six principals whose progress was lagging behind and slow to act were given admonitions and rectifications within a time limit. Starting from August, the County Target Office, County *** Inspection Office, and County Education Inspection Office will conduct comprehensive inspections of relevant county-level departments and compulsory education schools, and the inspection results will be reported throughout the county.

3. Main existing problems

Our county still has the following problems in promoting the balanced development of compulsory education: First, the growth rate of high-quality educational resources is out of sync with urban expansion and population agglomeration; Serious regional and structural imbalances have formed. County schools are overcrowded and have large class sizes, while rural schools have insufficient students and are desolate. Second, school funding is unbalanced. According to the county financial management system, the number of students directly determines school funding. Many rural schools have lost students and reduced the number of students, resulting in even tighter school funding. Third, the structural contradictions in the teaching team are relatively prominent, the total number of high-quality teachers is insufficient, and the task of improving teacher quality is heavy.

4. Some suggestions

(1) Strengthen organizational leadership.

The development of compulsory education in our county is basically balanced. The county creation work has entered the countdown to supervision, evaluation and acceptance. The county *** and relevant departments should further strengthen organizational leadership, strengthen work supervision, check for omissions and improve information according to the inspection and acceptance standards to ensure provincial education supervision The group's supervision and evaluation passed.

(2) Optimize the allocation of educational resources. First, we must adhere to the concept of high-level balanced development, continue to increase investment in education, and on the basis of ensuring the continued development of high-quality schools, increase investment in weak schools and staffing of teachers, so as to create good conditions for the development of weak schools. Second, we must optimize and integrate existing educational resources, actively adjust the school-running model on the basis of optimized layout, and take boarding schools as the direction of rural school construction to solve the problem of rural students living in scattered places and having difficulty traveling to and from school, and leaving behind unattended children. Third, we must support the development of private education, effectively alleviate the burden on public education, and make it a useful supplement to public education. Fourth, we must accelerate the advancement of school construction projects that have been included in the planning and entering the process, and strive to solve the practical problems of relevant schools as soon as possible.

(3) Policies are tilted and support the strong and the weak. Adhere to "grasping with both hands". On the one hand, we will continue to focus on the construction of brand schools, build on the "long board", give full play to our advantages, and cultivate models; on the other hand, we will continue to focus on supporting remote and weak schools, make up for the "weak links", and achieve common progress and balanced development. . Adhere to the appropriate tilt of public education funds to remote and weak schools and rural schools; governments and education departments should formulate incentive mechanisms in terms of introduction, deployment, training, professional title benefits, performance salary distribution, etc., and explore the establishment of principals and teachers exchange rounds The post mechanism has led to an improvement in the overall level of teachers in remote and disadvantaged schools.

(4) Strengthen the construction of teaching staff. First, we must increase teacher training, further improve the teacher training system, make full use of high-quality training resources, institutionalize the training model of going out and inviting in, and form a long-term mechanism. Second, we must give full play to the guiding and leading role of the "Famous Teacher Studio", strengthen education and teaching research, vigorously carry out teaching and scientific research practice activities, accelerate the pace of training famous teachers, and further improve the quality of teaching. Third, we must improve the quantity and quality of new teacher recruitment. In the process of recruiting new teachers, we must pay more attention to the examination of actual teaching abilities, and at the same time, we must actively introduce outstanding teachers from outside the county. Fourth, we must accelerate the regular rotation and exchange of teachers

Further improve relevant systems, implement alliances between advantaged schools and weak schools, and accelerate the radiation of high-quality educational resources. It is necessary to scientifically and rationally select outstanding teachers to teach in weak schools and teachers from weak schools to work in high-quality schools. It is necessary to ensure that the advantages of high-quality schools are not reduced, but also to ensure that weak schools are substantially strengthened and to accelerate the balanced development of teachers. Fifth, it is necessary to carry out job transfer training and adjustments in response to the current situation of "overstaffing and shortage" of teachers in the county and in response to situations where the teacher base in schools is large due to mergers or shrinking student resources.

In order to accelerate the balanced development of compulsory education in our county, promote educational equity, improve the quality of compulsory education, meet the needs of the people, and ensure that our county creates a basic balance of compulsory education and the county successfully passes the provincial evaluation and acceptance at the end of the year, In accordance with the main work arrangements of the County People's Congress Standing Committee in 2017 and according to the decision of the Directors' Meeting, in early April, the County People's Congress Standing Committee formed 5 investigation teams to conduct on-site inspections in 15 towns and some schools in the county. , housing construction, land, planning and other departments held a symposium to listen to work reports, and conducted an investigation on the balanced development of compulsory education in the county.
