1. Basic situation
In 2016, Jiajiang County was identified as the second batch of counties in Leshan City with basically balanced development of compulsory education. There are 44 compulsory education public schools in the county, including 17 junior high schools, 1 nine-year school, 1 complete middle school, and 25 primary schools. 2. Main practices and results
(1) Strengthen leadership and implement work responsibilities. The first is to strengthen leadership. (2) Strengthen training and clarify target requirements. In October 2016, at a training meeting on promoting the balanced development of compulsory education in the education system, the head of the Municipal *** Education Supervision Office gave a comprehensive interpretation of "Leshan City's Work Manual for Supervision and Evaluation of Balanced Development of Compulsory Education. Since March 2017, business training has been carried out in Mucheng Town and the County Teachers' Training School. (4) Improve quality and pay close attention to team building. Focusing on building the comprehensive quality of principals and teachers, we have basically achieved a balance of teachers across the county. The first is strict cadre management. We should insist on improving the quality of school leaders as an important means to promote the balanced development of urban and rural education, and fully implement the competitive recruitment system for school leaders. In July, the assessment and evaluation work for leading cadres of all schools and directly affiliated units was completed. The second is to promote reasonable communication among teachers. Establish a principal-teacher exchange system and a system for urban teachers to support rural schools. 3. Main existing problems
Our county still has the following problems in promoting the balanced development of compulsory education: First, the growth rate of high-quality educational resources is out of sync with urban expansion and population agglomeration; Serious regional and structural imbalances have formed. County schools are overcrowded and have large class sizes, while rural schools have insufficient students and are desolate. Second, school funding is unbalanced. According to the county financial management system, the number of students directly determines school funding. Many rural schools have lost students and reduced the number of students, resulting in even tighter school funding. Third, the structural contradictions in the teaching team are relatively prominent, the total number of high-quality teachers is insufficient, and the task of improving teacher quality is heavy.
4. Some suggestions
(1) Strengthen organizational leadership.

Third, we must support the development of private education, effectively alleviate the burden on public education, and make it a useful supplement to public education. Fourth, we must accelerate the advancement of school construction projects that have been included in the planning and entering the process, and strive to solve the practical problems of relevant schools as soon as possible.
(3) Policies are tilted and support the strong and the weak. Adhere to "grasping with both hands".
