On February 5th, 65438, the Red Star reporter learned that the Ministry of Natural Resources issued the Guiding Opinions of the Ministry of Natural Resources on Strengthening Planning and Land Security to Support the Development of the Aged Care Service Industry (Natural Resources Regulation [2019] No.3, hereinafter referred to as the Guiding Opinions), guiding all localities to rationally plan the spatial layout of the aged care service facilities, effectively guarantee the land for the aged care service facilities and support the development of the aged care service industry. According to the Guiding Opinions, new urban areas and residential areas need supporting facilities for the aged.

The Guiding Opinions require that the overall land planning of cities and counties compiled by various localities should put forward the scale, standards and layout principles of land for old-age service facilities. Newly-built urban areas and newly-built residential (small) areas shall build supporting facilities for the aged in accordance with corresponding national standards and norms. If the old-age service facilities in urban areas are insufficient, it should be combined with the overall planning of urban function optimization and organic renewal, support the transformation of existing resources into old-age service facilities, and ensure the needs of the elderly.

The Guiding Opinions clarified the annual construction land supply plan, the land allocated by non-profit pension institutions and the land supply mode of for-profit pension service facilities, fully guaranteed the land supply of pension service facilities and met the multi-level pension needs. The land price support policy was clarified. If the land for old-age service facilities is social welfare land, the reserve price can be determined by not less than 70% of the benchmark land price of public service land at the same level; If the existing land is used for the construction of old-age service facilities and used by non-profit old-age care institutions, the original paid land can be used without increasing the land price for changing the planning conditions.

According to reports, the "Guiding Opinions" have improved the land service and supervision policies for old-age service facilities. Support for-profit pension institutions to carry out mortgage financing with paid land, facilities and other assets, and actively handle real estate registration. In order to ensure that the land for old-age service facilities will be used for old-age service after supply, and strictly limit the change of use of the land for old-age service facilities, when the old-age service institutions no longer use the land for old-age service facilities for their own reasons, corresponding regulations have been made according to different situations. Promote the planning and land use of old-age service facilities into cross-departmental supervision, and at the same time incorporate the land use of old-age service institutions into the credit system of the land market, and implement trustworthy incentives and disciplinary actions against dishonesty.
