Regulations of Sichuan Province on the Protection and Inheritance of Red Resources

Chapter I General Provisions Article 1 In order to strengthen the protection and utilization of red resources, inherit red genes, carry forward red culture and cultivate and practice socialist core values, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Heroes and Martyrs, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and other relevant laws and regulations, and in combination with the actual situation in Sichuan Province. Article 2 These Regulations shall apply to the investigation, identification, protection, management, inheritance, promotion and cooperation of red resources within the administrative area of Sichuan Province.

The term "red resources" as mentioned in these Regulations refers to the material and spiritual resources with historical value, commemorative significance and educational significance, which were formed by the people of all ethnic groups under the leadership of the Communist Party of China in the new democratic revolution, socialist revolution and construction period, the new period of reform, opening up and socialist modernization, and the new era of Socialism with Chinese characteristics.

Where laws and regulations have provisions on the protection and file management of heroic martyrs, cultural relics, historical and cultural blocks and historical buildings involved in red resources, such provisions shall prevail. Article 3 The protection and inheritance of red resources must adhere to the leadership of the Communist Party of China (CPC), adhere to the principles of respecting historical facts, scientific identification, classified protection, hierarchical management, rational utilization, strengthening education and continuous inheritance, and implement the working mechanism of party committee leadership, government responsibility, departmental cooperation and social participation to ensure historical authenticity, style integrity and cultural continuity. Fourth institutions at or above the county level shall undertake the work of guiding the protection and inheritance of red resources, and shall establish a work coordination mechanism to be responsible for coordinating, coordinating and promoting the protection and inheritance of red resources, and study and solve major problems in the work.

Institutions at or above the county level that undertake the guidance of the protection and inheritance of red resources shall establish an expert committee on the protection and inheritance of red resources to provide advice, demonstration and evaluation on matters such as the identification, protection, management and inheritance of red resources. Article 5 The local people's governments at or above the county level shall be responsible for the protection and inheritance of red resources within their respective administrative areas, and incorporate the protection and inheritance of red resources into the national economic and social development plan and the land and space plan, and the required funds shall be included in the fiscal budget at the corresponding level.

Township (town) people's governments and sub-district offices shall, in accordance with their duties, do a good job in the protection and inheritance of red resources within their respective jurisdictions.

The village (neighborhood) committee shall assist in the protection and inheritance of red resources. Article 6 The competent departments of the local people's governments at or above the county level, such as culture and tourism, veterans affairs, housing and urban and rural construction, natural resources and cultural relics, shall be responsible for the protection and inheritance of red resources according to their respective functions and duties.

Development and reform, information, education, public security, civil affairs, judicial administration, finance, human resources and social security, ecological environment, transportation, agriculture and rural areas, emergency management, forestry and grass, radio and television, press and publication, archives, local chronicles and other departments shall do a good job in the protection and inheritance of red resources within their respective functions and duties. Article 7 Any organization or individual has the obligation to protect red resources according to law, and has the right to dissuade, complain and report acts of destroying, damaging or occupying red material resources or distorting, vilifying, desecrating or denying red spiritual resources. The relevant departments shall accept complaints and reports by telephone, internet and other means, and deal with them in a timely manner according to law. Eighth to encourage and support organizations and individuals to participate in the protection and inheritance of red resources through donations, funding, voluntary service, literary and artistic creation and academic research. Ninth local people's governments at or above the county level shall, in accordance with the relevant provisions, commend and reward organizations and individuals that have made outstanding contributions to the protection and inheritance of red resources. The second chapter found that Article 10 established the red resource list system in this province. The list of red resources is divided into three levels: province, city and county.

The standards and methods for the identification of red resources shall be studied and formulated by the provincial institutions undertaking the guidance of red resources protection and inheritance in conjunction with relevant departments. Eleventh institutions at or above the county level shall undertake the guidance of the protection and inheritance of red resources, and carry out regular surveys of red resources in conjunction with relevant departments. Article 12 The institutions at or above the county level that undertake the guidance for the protection and inheritance of red resources shall, jointly with relevant departments, draw up a list of red resources at the corresponding level according to the investigation and the standards and methods for identification, and publish it to the public for comments, which shall be approved and published by the people's government at the corresponding level. Newly discovered red resources with important historical value, commemorative significance and educational significance shall be included in the list of red resources and published in time. If it is really necessary to adjust the list of red resources, it shall be adjusted after being approved and published by the people's government in accordance with the standards and methods of identification. Fourteenth immovable red resources listed in the list shall be protected by the local people's governments at or above the county level. Protection signs shall be set within six months from the date of publication of the catalogue.

Register the movable red resources listed in the list and properly manage them. Fifteenth local people's governments at or above the county level shall establish a database of red resources, strengthen digital construction and application of achievements, and promote the construction and enjoyment of * * *. Chapter III Protection and Management Article 16 Local people's governments at or above the county level shall reflect the requirements for the protection and inheritance of red resources when preparing special plans for historical and cultural cities, towns and villages, scenic spots, traditional villages, culture and tourism. Seventeenth local people's governments at or above the county level shall strengthen the protection of the following red resources:

(1) Sites, relics and representative objects that witnessed the Red Army's Long March, Sichuan-Shaanxi Soviet Area, Anti-Japanese Salvation, Sichuan Liberation, Sichuan-Tibet Highway Construction, Third Line Construction, Research and Development of Two Bombs and One Satellite, Earthquake Relief and Post-disaster Recovery and Reconstruction, and Poverty Alleviation;

(2) Sites, relics and representative articles related to important institutions, important meetings, important events and important people;

(3) Memorial facilities such as martyrs' cemeteries, memorial halls, memorial pavilions, memorial towers, memorial statues, martyrs' columbariums and martyrs' tombs;

(four) important documents, newspapers, archives, manuscripts, slogans and other documents, audio-visual materials;

(5) Other representative red resources.
