Chapter I General Provisions Article 1 In order to strengthen the protection and utilization of red resources, inherit red genes, carry forward red culture and cultivate and practice socialist core values, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Heroes and Martyrs, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and other relevant laws and regulations, and in combination with the actual situation in Sichuan Province. Article 2 These Regulations shall apply to the investigation, identification, protection, management, inheritance, promotion and cooperation of red resources within the administrative area of Sichuan Province.

Where laws and regulations have provisions on the protection and file management of heroic martyrs, cultural relics, historical and cultural blocks and historical buildings involved in red resources, such provisions shall prevail. Article 3 The protection and inheritance of red resources must adhere to the leadership of the Communist Party of China (CPC), adhere to the principles of respecting historical facts, scientific identification, classified protection, hierarchical management, rational utilization, strengthening education and continuous inheritance, and implement the working mechanism of party committee leadership, government responsibility, departmental cooperation and social participation to ensure historical authenticity, style integrity and cultural continuity. Chapter III Protection and Management Article 16 Local people's governments at or above the county level shall reflect the requirements for the protection and inheritance of red resources when preparing special plans for historical and cultural cities, towns and villages, scenic spots, traditional villages, culture and tourism. Seventeenth local people's governments at or above the county level shall strengthen the protection of the following red resources:

(1) Sites, relics and representative objects that witnessed the Red Army's Long March, Sichuan-Shaanxi Soviet Area, Anti-Japanese Salvation, Sichuan Liberation, Sichuan-Tibet Highway Construction, Third Line Construction, Research and Development of Two Bombs and One Satellite, Earthquake Relief and Post-disaster Recovery and Reconstruction, and Poverty Alleviation;

(2) Sites, relics and representative articles related to important institutions, important meetings, important events and important people;

(3) Memorial facilities such as martyrs' cemeteries, memorial halls, memorial pavilions, memorial towers, memorial statues, martyrs' columbariums and martyrs' tombs;

(four) important documents, newspapers, archives, manuscripts, slogans and other documents, audio-visual materials;

(5) Other representative red resources.
