Article 24 No unit or individual may occupy agricultural irrigation water sources or farmland water conservancy project facilities without authorization.

Article 28 The management unit of the irrigation area shall formulate the water use plan and dispatch plan in the irrigation area based on the annual water withdrawal plan approved by the water administrative department of the people's government at or above the county level with jurisdiction, and sign a contract with the water users. Article 29 Farmland irrigation water shall comply with corresponding water quality standards.
