Does tap water inspection have law enforcement powers?

Legal analysis: Users who have been in arrears with their water bills for a long time have the right to stop water supply. This is not a law enforcement power, but more akin to business conduct.

Legal basis: "Organic Law of the Local People's Congresses and Local People's Governments at All Levels of the People's Republic of China" Article 59 Local people's governments at or above the county level shall exercise the following functions and powers :

(1) Implement the resolutions of the people’s congress at the same level and its standing committee, as well as the decisions and orders of the superior state administrative agencies, stipulate administrative measures, and issue decisions and orders;

(2) Lead the work of subordinate work departments and lower-level people's governments;

(3) Change or cancel inappropriate orders and instructions of subordinate work departments and inappropriate decisions and orders of lower-level people's governments ;

(4) Appoint, remove, train, assess, reward and punish staff of state administrative agencies in accordance with the provisions of the law;

(5) Implement national economic and social development plans and budgets, and manage this Economics, education, science, culture, health, sports, environment and resource protection, urban and rural construction and finance, civil affairs, public security, ethnic affairs, judicial administration, supervision, family planning and other administrative work within the administrative region;

(6) Protect the socialist property owned by the whole people and the property collectively owned by the working people, protect the legal property privately owned by citizens, maintain social order, and protect citizens’ personal rights, democratic rights and other rights;

(7) Protect the legitimate rights and interests of various economic organizations;

(8) Protect the rights of ethnic minorities and respect the customs and habits of ethnic minorities, and help places where ethnic minorities live in concentrated communities within the administrative region to comply with the laws and regulations. The Constitution and laws implement regional autonomy and help ethnic minorities develop political, economic and cultural construction undertakings;

(9) Protect women's rights such as equality between men and women, equal pay for equal work and freedom of marriage as given by the Constitution and laws;

(10) Handle other matters assigned by superior state administrative agencies.
