Article 1: In order to strengthen urban environmental management, improve urban environmental quality, and build a civilized city, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. Article 2 The term “urban environmental management” as mentioned in these regulations refers to urban appearance and environmental sanitation management. Urban environmental management follows the principles of unified planning, territorial management, integration of sectors, and national participation. Article 3 The Suzhou Municipal Environmental Management Committee is the competent department of urban environmental management in the city and is responsible for organizing, coordinating, inspecting, supervising, and assessing urban environmental management work.
Departments of construction, planning, municipal administration, public security, industry and commerce, traffic sanitation, gardening, environmental protection, construction management, housing management and other departments should do a good job in urban environmental management in accordance with their respective responsibilities.
The urban environmental management departments of each county-level city, district people's government, and Suzhou Industrial Park and Suzhou New Area Management Committee are responsible for urban environmental management within their jurisdiction. Article 4: All units and individuals have the obligation to improve the urban environment and have the right to supervise, report and accuse violations of these regulations. Article 5 The decorative shapes of buildings and structures should be neat in appearance and coordinated with the surrounding environment. The property owner or user should clean, paint, renovate, transform or demolish any dirty or incomplete walls that affect the city appearance. Article 6 The property rights units or management departments of urban water supply, drainage, gas supply, power supply, post and telecommunications, street lights, sanitation, public transportation and other public facilities shall regularly inspect and maintain them to ensure that their functions are intact and their appearance is clean and tidy. .
If the new public facilities mentioned in the preceding paragraph on primary and secondary arterial roads involve the city appearance and environment, the relevant departments shall obtain the consent of the environmental management department before handling the approval procedures. Article 7 All types of commodity transactions on both sides of the main and secondary arterial roads must be entered into the store. No stalls may be set up on the road or outside the store.
No banners, slogans or other items may be hung on primary or secondary arterial roads without approval.
Vehicles of units along the street should be parked inside the unit. If there is no parking space for vehicles, they should be parked neatly at the location where vehicles are allowed to be parked. Domestic waste from units and residents on both sides of primary and secondary arterial roads, scenic tourist areas, new residential villages and other areas should be bagged and placed in accordance with regulations. Article 12 Bulletin boards and publicity windows along the street should be planned and set up in a unified manner. It is prohibited to graffiti or post in public places. Article 13 No sheds shall be built next to the secondary water supply water tank (pool) on the roof to pollute the water quality. The property ownership unit or property management unit shall clean and disinfect at least once a year. Article 14 Urban residents shall not engage in the following behaviors that hinder the environment of residential areas:
(1) Stacking debris on public passages and window brackets;
(2) Living in Random construction and stalls in the area;
(3) Damage to green flowers and trees;
(4) Raising poultry and livestock.
Both the property owner of a private rental house and the lessee of a rental house have the obligation to maintain the living environment. Article 15: All types of construction sites must be fenced in accordance with regulations. Temporarily idle plots must be fenced in accordance with building regulations to maintain a harmonious and tidy environment.
After the completion of the construction project, the construction and construction units shall promptly dismantle the temporary buildings, remove the debris and materials, level the site, and repair damaged roads and public facilities. Article 16 The loading and unloading areas, parking areas, farmers' markets and other units on both sides of waterways and rivers shall maintain the cleanliness of the environment in waterways, river water surfaces and coastal areas.
Article 17 Smoking is prohibited in waiting rooms (ships, planes), shopping malls, theaters, gymnasiums, libraries, museums, hospitals, kindergartens, nurseries, youth activity venues and public transportation.
Places where smoking is prohibited should have eye-catching no-smoking signs, and dedicated smoking rooms should have exhaust and ventilation devices. Article 18 Agencies, groups, troops, enterprises, institutions and individual industrial and commercial households along the street shall sign a "Door Hygiene Responsibility Letter" with the street office (town) where they are located, implement the front door sanitation responsibility system, and maintain the environment of the responsible area tidy. Article 19: Urban environmental management involving planning, greening, municipal facilities, environmental protection, road traffic and other management shall be carried out by the relevant administrative departments in accordance with the responsibilities prescribed by laws and regulations.
Anyone who violates Article 10 (1), (2) and Article 11 (1) of these Regulations shall be fined not more than one hundred yuan; violates Article 14 (1) of these Regulations Anyone who pays the amount shall be fined from RMB 20 to RMB 200. Article 20 Anyone who violates these regulations, in addition to being punished in accordance with relevant laws and regulations, will be educated by the municipal, county-level city, or district environmental management departments for the following behaviors, ordered to make corrections, and punished in accordance with the following provisions:
(1) Anyone who violates the provisions of the second paragraph of Article 7 shall be fined from ten yuan to one hundred yuan for each violation;
(2) Those who violate the provisions of the first paragraph of Article 17 shall be fined from ten yuan to one hundred yuan. A fine of one hundred yuan;
(3) Anyone who violates the provisions of Article 18 and the environment in the responsible area is dirty and messy shall be fined from five yuan to twenty yuan per square meter according to the responsible environmental area;
(4) Anyone who violates the provisions of Article 12 for graffiti and pasting will be fined from 20 yuan to 200 yuan for each piece (piece);
(5) Violation of the provisions of Article 8 of the store. Those whose appearance is unclean will be fined from RMB 100 to RMB 1,000; those whose store names or signs are damaged, with missing, broken or typographical characters will be fined from RMB 50 to RMB 500.
(6) Anyone who violates the provisions of Article 9 by setting up outdoor advertisements without authorization and affecting the city appearance shall be fined from RMB 500 to RMB 2,000;
