What are the rules of procedure and voting procedures of the villagers' meeting?

According to the provisions of Articles 17 and 18 of the Organic Law of Villagers' Committees, the rules of procedure of villagers' meetings are mainly embodied in the following aspects:

(1) duration system of villagers' meetings. Although the law does not clearly stipulate how often villagers' meetings are held, it stipulates that "villagers' meetings review the work reports of villagers' committees every year and express their opinions on the work of villagers' committees", which requires villagers' meetings to be held at least once a year to review the work reports of villagers' committees. However, if there are more than110 villagers' proposals, villagers should be called to hold a villagers' meeting to solve special circumstances and matters involving villagers' interests.

(two) to convene and preside over the villagers' meeting. In general, the chairman of the village committee is responsible for convening and presiding over the village committee, but there is no specific provision in the law. If the discussion involves the interests of the participating members, the relevant parties should avoid it in order to maintain objectivity and fairness.

(3) the quorum and resolution of the villagers' meeting. The quorum of the villagers' meeting is more than half of the villagers in the village 18 years old or more than two thirds of the farmers' representatives in the village, so the villagers' meeting is effective and legal.

(4) The resolution adopted by the villagers' meeting must be adopted by more than half of the villagers' meeting.
