Chapter II Safety Management

Article 9 The oil depot shall set up the safety instructions for foreign personnel entering the warehouse and the guard management system at the obvious place of the gate, with the contents as follows:
1. It is forbidden to bring inflammable and explosive articles such as matches, lighters and cigarettes into the warehouse;
2. It is forbidden for all personnel to put into storage or live in the warehouse for personal reasons;
3. Temporary construction personnel should receive safety education and wear temporary passes when entering the warehouse;
4. Foreign personnel should go through the warehousing formalities in the public library and be accompanied by relevant personnel in the library;
5. Anyone carrying goods in and out of the warehouse should be inspected and registered;
6. Non-explosion-proof mobile communication equipment is prohibited in explosive dangerous areas such as tank farm, loading and unloading operation area and pump room.
Article 10 Employees in oil depots shall abide by labor discipline and strictly observe personal safety.
Article 11 Management of vehicles in storage
1. The stored motor vehicles shall wear effective fire shields and small fire extinguishing equipment;

Article 12 Patrol inspection

Article 13 Labor protection

3. Welders and electricians in the oil depot should wear special labor protection articles at work. Aerial work shall be carried out in accordance with Safety Management Regulations for Aerial Work;
4. Smoke and dust removal devices should be installed in the chimneys of oil depot boilers, and the smoke and dust emission should meet the national standards; Sound insulation or noise elimination measures should be taken for equipment or places that produce noise, and the noise should not be greater than the national standard.
Chapter III Fire Prevention and Explosion Prevention
Fourteenth oil depot fire and explosion prevention should strictly implement the ten prohibitions of fire and explosion prevention.
Fifteenth tank farm, loading and unloading area, oil pump room, fire pump room, boiler room, power distribution room and other key parts set up safety signs and warning signs. The use of safety signs shall conform to the requirements of GB 2894 Safety Signs and CB 16 179 Safety Signs Guide.
Sixteenth warehouse fire should strictly implement the "hot work safety management regulations", apply for work permits, and implement safety measures.
Article 17 Combustible gas alarms shall be set in the storage tank area, pump room, loading and unloading operation and other workplaces where Class A, B and C flammable and combustible liquids and gases are stored and received, and the number shall meet the requirements of SH 3063 Code for Design of Combustible Gas Detection and Alarm in Petrochemical Enterprises, and shall be tested and verified regularly according to regulations.
Article 18 For oil depots and hidden warehouses built on the mountain, fire ditches, firewalls or fire barriers should be built around the reservoir area to prevent the invasion of mountain fires. Every autumn, the garbage and weeds in the firewall should be removed once.
Nineteenth fire dike volume meets the requirements, and should bear the static pressure of the oil without leakage. Crops or trees shall not be planted in the embankment, and the lawn height shall not exceed 0. 15m. Trees shall not be planted between the fire dike and the fire road, and there shall be no hay within 5m around the top attachment of the earth-covering tank. Article 20 The ventilation of Class A and Class B oil pump rooms should be strengthened, and the indoor oil vapor concentration in intermittent operation should be lower than 4% of the lower explosion limit; Continuous operation for more than 8 hours shall be less than 1% of the lower explosion limit. Semi-underground oil pump room should be equipped with mechanical ventilation and regular exhaust. The suction port shall be connected to the ground of the semi-underground pump house not more than 0.2m, the discharge port shall be 1.5m higher than the roof of the oil pump house, and the nozzle shall be equipped with a flame arrester. If there is a valve room or pump room at the lower part of the oil booth, it should be open and ventilated without fences.
Chapter IV Equipment Management
Article 21 The oil depot shall, in accordance with the principle of "whoever uses it shall maintain it", implement the management of "appointing personnel, equipment, responsibilities and objectives" to ensure that the equipment is in good condition and realize safe operation.

Article 24 Storage tanks and accessories
1. Newly-built or rebuilt storage tanks shall conform to national codes and regulations, and can only be put into use after acceptance;
2. The above-ground oil tanks for storing Class A and Class B oil products shall adopt floating roof or internal floating roof oil tanks. The newly-built floating roof storage tank should adopt secondary sealing device;
3. The oil tank shall be equipped with high-low liquid level alarm, high-low liquid level alarm and automatic cut-off interlock device according to the specification requirements;
4. Inspect the storage tank and measure the thickness of the steel plate according to the regulations, and increase the inspection times depending on the corrosion severity of the storage tank in use;
5. The tank has no serious deformation and no leakage. The allowable deviation of storage tank plumb hammer is not more than 65438 0% of the design height (the maximum is not more than 9cm). 7. Two-stage dehydration device should be adopted for dehydration of liquefied hydrocarbon storage tanks, and the root valve of the storage tank cannot be opened normally, and the dehydration system should have heating pipelines;
8. When the storage tank enters and exits the material, the state of the on-site valve switch should be clearly marked or displayed in the control room to avoid misoperation, and measures such as detection and safety protection to prevent the material from overflowing;
9. When the high and low liquid level alarm occurs in the storage tank, it should be checked and confirmed on the spot, and measures should be taken. It is strictly forbidden to eliminate the alarm at will.
Article 25 LPG spherical tanks
1. The material selection of spherical tanks should have clear technical requirements. When using low-alloy high-strength steel, the appropriate concentration of corrosive medium should be marked, and the concentration of corrosive medium should be strictly controlled during the process, and it is not allowed to be used beyond the concentration;
2. The pressure grade of the first valve, flange and gasket connected to the bottom of the spherical tank should be one level higher than that of the spherical tank. Gaskets shall be wound gaskets with metal protection rings, and flanges shall be welded flanges;
3. The spherical tank should be equipped with two safety valves, each of which can meet the requirement of maximum release in accident state: the safety valve should be equipped with a manual cut-off valve with the same diameter as the safety valve and kept fully open with a lead seal;
4. The spherical tank should be equipped with high and low liquid level alarm and high liquid level alarm with interlock;
5. The population outlet pipeline at the bottom of the spherical tank should be equipped with emergency cut-off valve, and the population emergency cut-off valve should be interlocked with the high and low liquid level alarm of the spherical tank;
6. Liquefied gas released by safety valve and liquefied gas discharged in gas phase shall be led to a safe place for discharge;
7. Water cutting of spherical tanks should follow the principles of safety, reliability and simple operation, and reduce excessive facilities and valves. It is recommended to install the water shutoff valve behind emergency cut-off valve.
Article 26 the water pump
1. Strictly implement the operation procedures of the pump, check the operation situation regularly, and find out the reasons if any abnormal situation is found. It is forbidden to run with faults;
2. Strengthen the daily maintenance and maintenance of the water pump, and keep the running records of the water pump;
3. The newly installed pump and the overhauled pump should be put into trial operation and can be put into use only after passing the inspection;
4. The pump and pipeline group shall be marked with the name and flow direction of the transported liquid, and the process flow chart shall be provided in the pump room;
5. The pump coupling should be equipped with an easy-to-open protective cover.
Article 27 pipelines
1. Newly installed and overhauled pipelines can only be used after they are qualified according to relevant state regulations;
2. The pipeline in use should be combined with tank cleaning for strength test, and the pressure pipeline should be tested according to relevant national standards;
3. Strengthen the daily maintenance and regular inspection of pipelines, remove weeds and sundries, and eliminate water in ditches;
4. Pipes crossing highways, railways, fire dikes, etc. Should be protected by the shell;
5. Pipelines should have process flow charts and pipe network charts, and buried pipelines should not only have process flow charts, but also have buried trend maps, in which the pipeline trend, location and buried depth should be accurate;
6. Pipes shall be treated with anti-corrosion according to regulations. In low-lying and humid places for more than five years, buried pipelines should be excavated and inspected once a year.
7. The pipeline crossing the fire dike shall be tightly packed. The rainwater discharge valve in the tank farm should be set outside the dike and in a normally closed state. The switch of the valve should be clearly marked;
8. When the oil pipeline trench in the oil depot enters the oil pump room, the oil filling room and the fire dike of the oil tank group, a partition wall should be set. All pipes and ditches in the oil depot should be filled with sand.

Chapter V Electrical Equipment
Article 29 Establishment and management
1. The electrical equipment, components and lines located in the explosion danger area shall meet the explosion-proof grade requirements of this area; The electrical equipment located in the fire danger area shall meet the fire prevention requirements; Electrical equipment installed in general electricity-consuming areas should meet the requirements of long-term safe operation;
2. It is forbidden for overhead lines of any voltage level to cross dangerous areas such as oil tank area, barrel oil area, oil receiving and dispatching operation area and oil pump room. The lines leading to the above areas shall be wired with steel pipes meeting the requirements of fire and explosion prevention;
3. Cables crossing roads shall be protected by pipelines, and the ground of directly buried cables shall be marked with cable piles. Flexible cables should be used for the line leading to the barge, with sufficient water level variation margin;
4. The minimum horizontal distance between the pole base of the overhead line or the center line of the line and the edge of the dangerous area should be greater than 1.5 times the pole height;
5. The use of temporary power consumption devices (including mobile power consumption devices) in dangerous areas shall be implemented in accordance with the provisions on the safety management of temporary power consumption, and a temporary power consumption operation ticket shall be handled.
Article 30 Operation management
1. The oil depot should have a complete record of power cable distribution, power distribution, power generation facilities, transmission lines and other electrical equipment;
2, transformer and distribution station should establish electrician on duty system, and each class shall not be less than two people; When there is no full-time electrician on duty, check it regularly (at least twice a week);
3. The self-contained generator shall be started at least once a week, and the running time shall not be less than15min each time;
4. Transformers, high-voltage distribution devices, high-voltage cables, high-voltage electrical appliances and relay protection devices shall be tested in a preventive manner according to the requirements of local power supply departments. The insulation resistance of low-voltage cables should be measured once a year, and insulation analysis should be made. Oil-immersed cable should check the leakage of terminal head and handle it in time;
5. The operation of the high-voltage power distribution device shall be filled in according to the regulations, with one person in charge and the other in accordance with the procedures specified in the operation ticket. It is forbidden to open and close the isolating switch with load.
6. After sudden power failure of lines and equipment, immediately disconnect the power switch and find out the reason. It is forbidden to attempt to forcibly send electricity.
Article 31 Maintenance and management
1, overhead lines should be inspected regularly, pay attention to the environmental conditions along the line, and conduct special inspections in case of abnormal climate;
2. Before power outage maintenance, a power outage notice should be filled in and warning signs should be hung on the switch of the power outage line. The maintenance of high-voltage electrical equipment and lines shall be carried out according to the relevant requirements of the electric power department;
3. When there are other electrified equipment or bare electrified bodies near the maintenance power-off equipment, sufficient electrical spacing should be maintained or reliable insulation isolation and barrier protection measures should be taken;
4. In the explosion danger area, it is forbidden to carry out charged maintenance and overhaul of equipment and lines; In the non-explosion danger zone, when live maintenance is required due to work, it shall comply with relevant safety regulations.
Thirty-second lightning protection, anti-static
1. The lightning protection and anti-static facilities and devices of the oil depot shall meet the requirements of the design specifications;
2. The oil depot should draw the layout of lightning protection and anti-static devices and establish a ledger;
3. The lightning protection and anti-static grounding device of oil depot should be tested twice a year, and the test records should be made. The grounding wire shall be detachably connected;
4. Lightning protection and anti-static grounding devices shall be kept intact and effective. When grounding devices are installed for lightning protection grounding, anti-static grounding, working grounding of electrical equipment, protective grounding and information system grounding, the minimum grounding resistance should not be greater than 4Ω;
5. Track, oil pipeline, crane pipeline, steel trestle, etc. The railway oil loading and unloading facilities shall be equipotential bonded and grounded according to the specifications, and the grounding resistance shall not be greater than10Ω;
6. The pressure storage tank has no lightning rod (wire), so it is not suitable to install lightning arrester in the tank farm;
7. It is forbidden to fill or transport Class A and B oils in plastic barrels or containers made of insulating materials;
8. It is not allowed to use ruler, temperature measuring and sampling tools made of two different conductive materials for operation. When metal material is used, it should be bridged with the tank body, and it is not allowed to be yanked and lifted during operation;
9. Personnel in explosive dangerous places should wear anti-static work clothes, and it is forbidden to take off clothes and hats in explosive dangerous places.
10. It is forbidden to mop tools, equipment and the ground with chemical fiber fabrics in explosive dangerous places;
1 1. It is forbidden to purge pipelines and storage tanks of Class A and B oil products with compressed air, and it is forbidden to purge and clean equipment and appliances with flammable solvents such as gasoline and benzene;
12. There are no grounded conductive floating objects in containers such as oil tanks and tank cars and on the surface of flammable liquids; When an oil tanker is loading oil, it is not allowed to put conductors into the oil tank.
13. Grounding devices for eliminating human static electricity should be installed in the crowd area of the escalator for storing Class A, Class B and Class C oil tanks, outside the pump room and in the crowd area of the escalator for loading and unloading platforms.
Chapter VI Fire Control Management
Article 33 The oil depot shall conscientiously implement the Fire Protection Law of People's Republic of China (PRC), the Regulations on Fire Safety Management and the fire protection standards of the Group Company, implement the policy of "putting prevention first, combining fire prevention with fire elimination", adhere to the principle of combining full-time fire protection with voluntary fire protection, and do a good job in fire protection.
Article 34 Fire control organizations

Article 35 Configuration of fire control facilities
1. Fire control facilities, equipment and equipment shall meet the requirements of relevant national fire control laws, standards and specifications, and organize regular inspection and maintenance to ensure that fire control facilities and equipment are in good condition and effective;
2. All workplaces and auxiliary production areas shall be equipped with fire safety signs and fire-fighting equipment as required. Portable fire extinguishers set in the open air should be placed in hooks, brackets or special boxes, and should be waterproof, dustproof and moisture-proof. Article 37 Water supply system

5. The fire pump should rotate every day and run once a week, and the running time of system equipment should not be less than15min;
6. The valves in the pump room are clearly marked and can be opened and closed flexibly;
7. Fire hose should be neatly coiled, stored in a dry special box, and thoroughly checked once every six months;
8. The fixed cooling system should check the nozzle once every quarter to remove rust and prevent nozzle blockage. The main cooling water pipe of the storage tank should be provided with a slag outlet at the lower part.
Article 38 the foam fire extinguishing system

6. The anti-corrosion of the foam pipe should be strengthened, and it should be washed with clear water after each use to remove rust residue; The foam branch control valve should be lubricated regularly and turned on and off once a week.
Article 39 The main components of the fire control system shall be painted.
1. Fire pumps and water supply pipes are painted red;
2. Paint the foam pump, foam pipeline, foam storage tank, foam proportional mixer and foam generator yellow;

Chapter VII Loading and Unloading Operations
Article 40 Loading and unloading operations refer to oil receiving and dispatching operations in oil depots, docks, railways and highways.
Article 41 The construction and equipment of loading and unloading facilities shall conform to relevant standards and norms.
Article 42 Preparation for loading and unloading
1. Prepare loading and unloading instructions and check whether the facilities and equipment are in good condition;
2. After the railway tank car is put into storage, iron shoes should be placed in time to prevent the car from slipping;
3. Carefully check the vehicle number, product name, brand and quality inspection certificate. Check the technical condition and lead sealing of vehicles and boats. Timely sampling, testing, measurement, found that the problem should find out the reason, according to the relevant provisions.
Article 43 Loading and unloading operations
1. In case of strong thunderstorm, the receiving, sending and transferring operations shall be suspended;
2. Work in strict accordance with the operating procedures. During operation, operators should wear anti-static work clothes, use tools that meet explosion-proof requirements, and strictly observe their posts to prevent accidents such as oil leakage, oil spill and mixed oil;
