State organs and units at all levels shall, in accordance with the relevant state secrecy provisions, determine the classification and duration of state secrets. Article 9 of Chapter II of the Law of People's Republic of China (PRC) on Guarding State Secrets clearly stipulates: "Top secret is the most important state secret, and once leaked, it will cause particularly serious damage to national security and economic interests." National security and national economy are directly related to the life and death of the country and whether the vital interests of every citizen can be guaranteed. Therefore, keeping state secrets, consciously observing confidentiality provisions and safeguarding national security and interests are the obligations that every citizen must earnestly perform.

What should you do if you find a document marked "Top Secret" on your way home or to school? When receiving "top secret" documents, we should pay attention to keeping the documents intact and never lose them. Do not open the seal unless it is opened. Keep it properly, and do not read or circulate it privately, make it privately, copy it or extract it. "Top secret" documents and materials can only be accessed by approved personnel.
