In order to speed up the construction of a new agricultural management system and develop moderate-scale operations, with the consent of the Provincial People's Government, we will now accelerate the cultivation The following opinions are put forward on the development of family farms:

1. Grasp the basic characteristics

Family farms refer to farmers’ families as the basic production and operation units, family members as the main labor force, and agriculture as the main force. The source of income is a new agricultural business entity that is engaged in intensive, commercialized and moderately large-scale production and operations, and has reached a certain scale of operation and is relatively stable. The industries operated by family farms must comply with the overall plan for local regional economic development. The land output rate, resource utilization rate, and labor productivity are more than 1/4 higher than the local average. The net agricultural income accounts for more than 80% of the total household income. The income of family members The level is close to that of local urban residents, and the number of hired workers throughout the year does not exceed the number of family farmers. At this stage, those who are mainly engaged in planting, the land management area should be about 150 acres; those who are mainly engaged in pig breeding, the annual stockings should be about 500; those who are engaged in other breeding or a combination of planting and breeding should proceed from reality and adhere to moderate scale. The land transfer period is longer, and the contract period of the newly transferred land is not less than 7 years; if it is converted from a large household to a family farm, the remaining transfer period is not less than 5 years; in principle, the area of ??concentrated contiguous land is not less than 70% of the operating area. Standardize production and operation management and implement standardized production. Have agricultural machinery that matches the business scale, or sign an agricultural machinery service contract with an agricultural machinery cooperative to receive socialized agricultural services.

2. Clarify the overall requirements

(1) Guiding ideology. Guided by the spirit of the 18th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee, we must focus on developing modern agriculture, improving the level of intensive agricultural management, promoting agricultural efficiency and farmers' income, and stabilizing On the premise of improving the basic rural management system and strengthening the basic status of family management, we should actively cultivate and develop family farms by standardizing management services, carrying out demonstration projects, and strengthening policy support, and gradually improve the intensification, specialization, organization, and socialization of agricultural production and operation. level and promote the continuous development of modern agriculture.

(2) Basic principles.

--Adhere to planning and guidance. According to the agriculture, forestry, animal husbandry and fishery industry planning, develop suitable family farms within the advantageous industry or characteristic industry layout area to produce agricultural products with market demand, focus on the development of family farms with grain production as the main industry, and encourage the development of planting and breeding, social and agricultural integration complex family farm.

--Adhere to classified guidance. Based on natural economic and social conditions, differences in crop varieties, and local conditions, we will formulate different work plans and specific measures for mountain, hill, and Pinghu areas, provide classified guidance, and steadily advance without imposing administrative enforcement, setting targets, or one-size-fits-all.

--Adhere to appropriate scale. Pay attention to grasping the degree of transfer of land management rights and large-scale operations, so as to be compatible with the scale of rural labor transfer and the operating capacity of family farms, prevent one-sided pursuit of quantity and scale, and maximize land output, labor productivity and resources Utilization.

--Insist on agricultural land use. Strengthen the management of land use on family farms, protect cultivated land resources to the maximum extent, implement the protection of basic farmland, and strictly prohibit unauthorized or disguised non-agricultural construction of agricultural land in the name of family farms.

(3) Development goals. By 2020, we will strive to cultivate and develop about 50,000 family farms in the province, including 30,000 family farms focusing on grain planting, 10,000 family farms focusing on forestry and forest fruit production, and a combination of breeding and planting. There are 10,000 family farms in various types and other forms. Starting from 2016, 1,000 provincial-level model family farms will be created every year; 10 provincial-level family farm model counties will be created in the province.

3. Strengthen management services

(1) Implement certification registration management.

The finances of cities, states, counties and cities must also increase their support to promote the development of family farms.

(2) Financial support. Innovate the mechanism for using financial funds and flexibly adopt loan discounts, risk compensation, venture capital funds and other methods to help family farms expand financing channels and reduce financing costs. Guide banking institutions to provide credit enhancement for family farms and innovate family farm credit loan products. We will steadily advance the pilot projects for mortgage loans on property rights such as rural land contract management rights, forest rights, and farmers’ housing property rights, and expand the scope of mortgage guarantees for agriculture-related loans. Promote new payment services such as POS machines, online banking, and telephone banking, and provide convenient payment and settlement services for family farms through multiple channels. Promote the establishment and improvement of a compensation and sharing mechanism for agricultural credit risks, and provide family farms with loan interest discounts, loan and guarantee loss compensation and other preferential treatment. Encourage local governments to set up financing guarantee companies with government funding to provide guarantee services to qualified family farms. Launch a pilot program of comprehensive insurance for family farms. Improve the family farm insurance system that combines government subsidies and commercial insurance, and encourage insurance companies to develop insurance products that meet the risk needs of family farms.

(3) Land support. Agricultural land for family farm facilities is managed as agricultural land. For construction land such as agricultural product processing sites required for family farms, on the premise of complying with land use planning, urban construction planning and agriculture-related planning, the policies on land use for agricultural production supporting facilities of the Ministry of Land and Resources and the Ministry of Agriculture shall be conscientiously implemented and prioritized. It is necessary to actively guide the rational location selection of facility construction, encourage the centralized construction of public facilities, and regulate the use of agricultural land for facilities. Due to the needs of forestry production, family farms use land for building engineering facilities that directly serve forestry production within the scope of the forest land they manage, and must handle relevant land use procedures in accordance with the relevant provisions of the "Regulations on the Implementation of the Forest Law".

(4) Tax support. The preferential tax and fee policies enjoyed by farmers' professional cooperatives are equally enjoyed by family farms that meet relevant conditions. Family farms selling self-produced agricultural products are exempt from value-added tax in accordance with the policies and regulations for agricultural producers selling self-produced agricultural products. Family farms enjoy administrative fee reduction and exemption policies in accordance with regulations. The tax authorities should provide convenience and guidance for family farms to handle tax registration, tax exemption declaration, invoice collection and other matters. All types of operating entities may apply for tax incentives if their income from providing labor services to family farms complies with relevant national tax policies. The transportation of fresh agricultural products produced on family farms enjoys the "green channel" policy in accordance with regulations.

5. Strengthen organizational guidance

Relevant departments at all levels must further deepen their understanding of family farms and truly regard the cultivation and development of family farms as the basic organizational form and role of modern agricultural development. We will take important measures to innovate agricultural management systems and mechanisms and transform agricultural development methods, effectively strengthen organizational guidance, improve working mechanisms, and implement specific measures. Agricultural (economic and management) departments at all levels must effectively perform their duties and formulate family farm development plans and policies and measures to promote the development of family farms in their regions. In particular, rural operation and management departments must conscientiously provide guidance, management and services to family farms, perform regulatory duties, promptly correct and investigate and punish in accordance with the law any behavior that infringes upon the legitimate rights and interests of family farms, such as arbitrary fees, fines, and apportionments. Departments and units such as development and reform, finance, land and resources, industry and commerce, taxation, and finance must combine their own department responsibilities, actively cooperate, strengthen support, optimize services, and promote the sustained, stable and healthy development of family farms in our province.
