the municipal administrative department of city appearance and environmental sanitation is in charge of the city appearance and environmental sanitation work, and is responsible for the organization and implementation of these regulations.

under the leadership of the people's government at the same level, the district (county) city appearance and environmental sanitation management department is responsible for the city appearance and environmental sanitation management within its jurisdiction.

Street offices and town people's governments are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions, coordinate, supervise and inspect the city appearance and environmental sanitation within their respective regions, and urge units and individuals to fulfill their obligations of maintaining city appearance and environmental sanitation.

the municipal and district (county) urban management administrative law enforcement departments (hereinafter referred to as urban management law enforcement departments) shall impose administrative penalties on the illegal acts of city appearance and environmental sanitation stipulated in these regulations.

other relevant administrative departments of this municipality shall, according to their respective responsibilities, cooperate in the implementation of these regulations.

this municipality advocates and encourages residents' committees to organize residents to formulate conventions for maintaining city appearance and environmental sanitation, mobilize residents to actively participate in city appearance and environmental sanitation management activities, and create a clean, beautiful and civilized environment. The area of responsibility for city appearance and environmental sanitation refers to buildings, structures or other facilities and places owned, used or managed by relevant units and individuals and their areas within a certain range.

the specific scope of the city appearance and environmental sanitation responsibility area shall be determined by the city or district (county) city appearance and environmental sanitation management department according to the standards published by the city appearance and environmental sanitation management department. The person in charge of the city appearance and environmental sanitation responsibility area shall be determined in accordance with the following provisions:

(1) The residential area with property management shall be the responsibility of the property management enterprise, and the residential area without property management shall be the responsibility of the residents' committee;

(2) The coastal waters and sluices of the river course shall be the responsibility of the units using or managing the shoreline and sluices;

(3) subways, light rails, tunnels, elevated roads, highways and railways shall be the responsibility of the operating and management units;

(4) Public places such as culture, sports, entertainment, sightseeing, parks, public green spaces, airports, stations, docks, etc. shall be the responsibility of the business and management units;

(5) The business and management units shall be responsible for fairs, exhibition and sales places, shopping malls, restaurants and other places;

(6) The surrounding areas of organs, organizations, schools, military units, enterprises and institutions shall be the responsibility of the relevant units;

(7) The construction unit is responsible for the construction site, and the owner is responsible for the land to be built;

(8) The administrative units shall be responsible for the public areas in bonded areas, science parks, independent industrial zones and economic development zones.

in areas with unclear responsibilities according to the provisions of the preceding paragraph, the responsible person shall be determined by the local district (county) city appearance and environmental sanitation management department.

if the responsibilities of the urban-rural fringe or the border areas under administrative jurisdiction are unclear, and there are disputes about the determination of the responsible person, the municipal city appearance and environmental sanitation management department shall determine it. The responsibility requirements of the city appearance and environmental sanitation responsibility area are as follows:

(1) Keep the city appearance clean and tidy, and there are no behaviors such as setting up stalls, building structures, posting, scribbling, portraying, hanging and stacking;

(2) Keep the environment clean and tidy, free from exposed garbage, feces, sewage, stains, muck and breeding grounds for mosquitoes and flies;

(3) set up environmental sanitation facilities according to regulations and keep them clean and in good condition.

the person in charge of city appearance and environmental sanitation has the right to stop the acts that violate the regulations on city appearance and environmental sanitation management in the responsible area, and has the right to ask the city or district (county) city appearance and environmental sanitation management department and urban management law enforcement department to deal with them.

if the person responsible for city appearance and environmental sanitation fails to fulfill his obligations, the urban management law enforcement department shall order him to make corrections; Refuses to correct, give a warning, and may be fined fifty yuan to five hundred yuan, or suggest that the superior competent department deal with the directly responsible person in charge. The municipal administrative department of city appearance and environmental sanitation shall, jointly with relevant departments, formulate the city appearance standards of this Municipality according to the national city appearance standards and the actual situation of this Municipality, and report them to the Municipal People's Government for approval before promulgation and implementation.

the city appearance standard of this municipality shall include the requirements of architectural landscape, public facilities, environmental sanitation, landscaping, advertising signs and public places. Buildings, structures and other facilities should be kept clean, intact and beautiful, and in harmony with the surrounding environment.

The buildings, structures and other facilities on both sides of the main roads and in the landscape area of this Municipality shall keep the fa? ade clean and intact, and shall be cleaned or painted according to the regulations of the Municipal People's Government; If the facade is damaged, it should be restored. In violation of the provisions, the law enforcement department shall order it to make corrections within a time limit; Those who refuse to make corrections shall be cleaned, painted or repaired on their behalf, and the expenses required shall be borne by the owners or agreed responsible persons of buildings, structures and other facilities. The municipal administrative department of city appearance and environmental sanitation shall, jointly with the relevant departments, organize the preparation of the city's landscape lighting facilities planning, which shall be implemented after being approved by the Municipal People's Government. Buildings, structures and other facilities in the planning area of landscape lighting facilities in this Municipality shall be set up in accordance with the planning of landscape lighting facilities and relevant technical specifications. Landscape lighting facilities planning and technical specifications shall be announced to the public.

if the setting of landscape lighting facilities does not meet the planning or relevant technical specifications, the urban management law enforcement department shall order it to make corrections within a time limit; If no correction is made within the time limit, those that do not conform to the plan may be forcibly removed, and those that do not conform to the relevant technical specifications may be forcibly stopped, and a fine of not less than 1, yuan but not more than 1, yuan may be imposed.

the owner, user or manager of landscape lighting facilities shall keep the landscape lighting facilities in good condition and turn them on at the time specified by the city appearance and environmental sanitation management department. In violation of the provisions, the law enforcement department shall order it to make corrections; Refuses to correct, at more than three hundred yuan to three thousand yuan fine. Outdoor advertising facilities shall conform to the outdoor advertising facilities planning and relevant technical specifications. The municipal administrative department of city appearance and environmental sanitation shall, jointly with relevant departments, prepare the plan for setting up outdoor advertising facilities, which shall be implemented after being approved by the Municipal People's Government; Outdoor advertising facilities planning and technical specifications shall be announced to the public.

outdoor advertising and outdoor facilities such as neon lights, slogans, signboards, signs, electronic display boards, light boxes, galleries, physical modeling, etc. (hereinafter referred to as outdoor facilities) shall be set up in accordance with the approved requirements. In violation of the provisions of the installation of outdoor facilities, urban management law enforcement departments or other relevant administrative departments shall be ordered to transform or dismantle; Those who fail to renovate or dismantle within the time limit will be forcibly demolished, and those who set up outdoor advertising facilities will be fined between 5, yuan and 5, yuan, and those who set up other outdoor facilities will be fined between 5 yuan and 5, yuan.

the setters of outdoor facilities should maintain the outdoor facilities. If the patterns, characters and lights are incomplete or damaged, dirty, corroded or obsolete, they should be restored to the original state. In violation of the provisions, the law enforcement department shall order it to make corrections within a time limit; Refuses to correct, at more than fifty yuan to five hundred yuan fine.

the setters of outdoor facilities should strengthen their daily management, and the facilities with potential safety hazards or no use value should be renovated or dismantled in time; During the flood season, typhoon or rainstorm, the safety inspection of outdoor facilities should be strengthened. For outdoor facilities that have potential safety hazards or lose their use value, the urban management law enforcement department shall order the setters to repair or dismantle them within a time limit; Overdue demolition, urban management law enforcement departments should be forced to dismantle.

if the relevant administrative departments make adjustments to the outdoor advertising facilities approved for public interests, they shall inform the setters of outdoor advertising facilities in advance, and compensate the setters for the losses caused by the adjustment of outdoor advertising facilities according to law. The street side of the newly-built buildings on both sides of the roads in this Municipality shall be divided by walls, fences, hedges, flower beds (pools) and lawns with transparent and semi-transparent views according to the planning requirements. In violation of the provisions, the administrative department of city appearance and environmental sanitation shall order it to be rebuilt or demolished within a time limit.

if the existing fence on the street side of buildings on both sides of roads in this city does not meet the requirements of the preceding paragraph, it shall be rebuilt in accordance with the planning requirements or relevant regulations.

the environment inside and outside the landscape wall should be kept clean and beautiful. No unit or individual may build temporary buildings, structures or other facilities that affect the city appearance and environmental sanitation on both sides of roads and other public places.

if temporary buildings, structures or other facilities are approved for construction and other special needs, the surrounding city appearance and environment should be kept clean and tidy. In violation of the provisions, the urban management law enforcement department shall order it to make corrections within a time limit and may impose a fine of not less than 5 yuan but not more than 5 yuan. No unit or individual may post or hang promotional materials or slogans on trees, buildings, structures or other facilities without authorization. If it is necessary to temporarily post or hang promotional materials or slogans on buildings, structures or other facilities due to special circumstances, it shall be posted or hung within the specified time and scope with the approval of the city appearance and environmental sanitation management department, and shall be removed in time after the expiration. Sub-district offices and Town People's governments shall choose appropriate places to set up public posters and be responsible for daily management. Sporadic posters should be posted in the public poster column.

it is forbidden to depict or scribble on trees, buildings, structures or other facilities.

in violation of the provisions of this article, the urban management law enforcement department shall order it to be cleared within a time limit; Refuse to clear, on behalf of the removal, the cost borne by the violator, and impose a fine of fifty yuan to five hundred yuan. Among them, those who use or organize posting, characterization, graffiti, hanging or other forms to publish promotional materials and slogans for publicity can be fined from 1, yuan to 1, yuan.

the law enforcement department of urban management shall notify the violator who posts, depicts, doodles, hangs or publishes his communication tool number in other forms in violation of the regulations to accept the treatment within a time limit. If he fails to accept the treatment within the time limit, he shall notify the telecommunications department in writing to suspend the use of the communication tool number, and the relevant telecommunications department shall suspend its use after receiving the notice. After the violator is dealt with, the urban management law enforcement department shall promptly notify the telecommunications department to resume the use of its communication tool number.

the district (county) city appearance and environmental sanitation management department shall organize the removal of disorderly posting, portraying and scribbling within its jurisdiction. The municipal and district (county) people's governments shall rationally arrange commercial supporting facilities and determine the corresponding business places for operators of agricultural products and daily commodities to engage in business. The district (county) people's government shall formulate measures to encourage and guide the stalls to enter the business premises.

no unit or individual is allowed to occupy roads, bridges, footbridges, underpasses and other public places to set up stalls and sell goods, which will affect the city appearance and environmental sanitation. In violation of the provisions, the urban management law enforcement department shall order it to make corrections, and may impose a fine of not less than 5 yuan but not more than 5 yuan. Urban management law enforcement departments can temporarily detain the articles sold by the parties and the tools related to illegal acts, and ask them to go to the designated place for treatment. After the parties accept the treatment, urban management law enforcement departments shall promptly return the temporarily detained articles and related tools. If they are illegal articles, they shall be transferred to relevant departments for treatment. Urban management law enforcement departments shall properly keep the withheld items. For perishable, deteriorating and other items that should not be kept, the urban management law enforcement department can properly dispose of them according to the actual situation after retaining the evidence.

no unit or individual is allowed to occupy roads, bridges, footbridges, underground passages and other public places to pile up articles without authorization, which will affect the city appearance and environmental sanitation. In violation of the provisions, the urban management law enforcement department shall order it to make corrections, and may impose a fine of not less than five hundred yuan but not more than five thousand yuan.

those who are approved to temporarily occupy roads and other public places to pile up articles and set up stalls for business operations shall keep the surrounding city appearance and environment clean and tidy. In violation of the provisions, the urban management law enforcement department shall order it to make corrections, and may impose a fine of not less than fifty yuan but not more than five hundred yuan.

Operators in buildings and structures on both sides of roads and around squares in this city shall not operate beyond doors, windows and external walls. In violation of the provisions, the urban management law enforcement department shall order it to make corrections, and may impose a fine of not less than fifty yuan but not more than five hundred yuan. It is forbidden to hang or dry articles on trees, guardrails, road signs, telephone poles and other facilities in roads and other public places. In violation of the provisions, the urban management law enforcement department shall order it to make corrections; Refuses to correct, the individual can be fined twenty yuan, and the unit can be fined twenty yuan to two hundred yuan.

balconies, doors, windows and roofs of buildings facing the street on both sides of main roads and in landscape areas should be kept clean and beautiful, and articles that affect the city appearance should not be hung, aired or piled up outside balconies, windows and roofs.

when installing outdoor air conditioners and awnings on the external walls of buildings facing the street, they should be kept safe, clean and in good condition. Motor vehicles and ships driving in this city should keep their appearance clean and tidy. The use of vehicles and boats to post and set up advertisements or promotional materials shall be kept clean and in good condition; In case of obsolescence and defilement, it shall be cleaned, repaired and replaced in time. In violation of the provisions, the urban management law enforcement department shall order it to make corrections and impose a fine of not less than 2 yuan but not more than 2 yuan.

Vehicles and boats transporting cement, sand, mud, garbage, feces, muck, etc. shall be sealed or covered, and shall not leak, scatter or fly. In violation of the provisions, if no sealing or covering measures are taken, the urban management law enforcement department shall order it to make corrections within a time limit, and may impose a fine of not less than 1, yuan but not more than 1, yuan on the responsible unit. For leakage, scattering or flying, the public security traffic management department shall order it to stop driving, and the urban management law enforcement department shall order it to clear it immediately; Refuse to clear, to clear, the cost borne by the violator, and impose a fine of more than three hundred yuan and three thousand yuan.
