Border management and border inspection are centralized under the direct control of the Border Bureau of the Ministry of Public Security. They are only in the name of local departments and bureaus, and local authorities do not lead them at all. The promotion of division-level posts in active public security forces is approved by the Minister of Public Security, but the difference is that the approval documents of fire and security forces personnel are sent to the local public security department, while the approval documents of border guards are sent to the border management bureau.
