Ningbo City Road Parking Space Setup and Usage Management Measures
Article 1: To strengthen road traffic management in our city, rationally utilize road resources, regulate vehicle parking, and ensure orderly, safe and smooth traffic, according to the "Road Traffic Safety Law of the People's Republic of China" These measures are formulated based on the relevant laws and regulations and the actual situation of this city. Article 2 These Measures shall apply to the establishment and use management of road parking spaces within this city. Article 3 Roads as mentioned in these Measures refer to urban roads within the central areas of cities, counties (cities), districts and organized towns, as well as squares that allow the passage of motor vehicles.
The scope of the central area shall be delimited by the city, county (city) and district people's governments and announced to the public. Article 4 The traffic management department of the public security organ is responsible for the establishment and use management of vehicle road parking spaces within this city.
Urban law enforcement (municipal facilities), planning, construction, pricing, finance and other departments are responsible for the establishment and use management of road vehicle parking spaces according to their respective responsibilities. Article 5 Road parking spaces shall be set up in accordance with urban planning and in compliance with the principles of vehicle traffic conditions and road carrying capacity, vehicle traffic safety and smooth roads without affecting the passage of pedestrians and vehicles.
On-street parking spaces should be provided to facilitate parking for disabled people and the elderly. Article 6 The traffic management department of the public security organ shall, in conjunction with the municipal facilities department, set up and remove road parking spaces based on the actual conditions of the road.
When setting up or removing road parking spaces, obvious signs should be set up and announced to the public.
The setting of parking spaces, signs, and markings should comply with national standards and be kept clear and intact. Article 7 If automatic toll parking facilities need to be deactivated, removed or relocated due to urban infrastructure construction or project renovation or maintenance, or if parking spaces need to be stopped due to large-scale public welfare activities or other emergencies, the relevant departments shall report to the public Notice. Article 8: No unit or individual may set up, destroy or remove road parking spaces and markings without authorization, or set up obstacles to affect vehicle parking.
Illegal occupation of parking spaces for non-traffic activities is prohibited. Article 9 The traffic management department of the public security organ shall, in conjunction with the municipal facilities administrative department, evaluate the establishment and use of road parking spaces at least once a year, and make timely adjustments based on the evaluation. Article 10 If any of the following circumstances occurs, the traffic management department of the public security organ shall promptly remove the parking space on the road:
(1) Parking on the road affects the normal passage of vehicles;
(2) Road parking The surrounding public parking lots can meet the parking needs;
(3) Other situations that should be removed.
After the road parking spaces are removed, the traffic signs and markings where the vehicles are parked should be removed in a timely manner and the road facilities should be restored to their original condition. Article 11 There are two types of road parking spaces: paid and free. If charging is implemented for road parking spaces, parking fees shall be collected according to the standards approved by the price department, and shall be unified into a special financial account and managed according to the two lines of revenue and expenditure. Article 12 Vehicle parking charging methods and standards shall be formulated by the price department in conjunction with relevant departments, and shall be reported to the people's government at the same level for approval before being announced to the public. Article 13: When setting up road parking spaces and formulating charging standards, opinions from all walks of life shall be solicited through hearings and other forms. Article 14 When motor vehicles enter or exit parking spaces on roads, they must do so slowly. If they encounter non-motor vehicles or pedestrians passing by, they must give way or stop to give way. Article 15 When parking on the road, you must park in the prescribed parking space and comply with the following regulations:
(1) Park in the on-road parking space in the forward direction;
(2) ) The vehicle body shall not exceed the parking space line;
(3) Turn off the power of the vehicle, tighten the handbrake, and lock the windows and doors;
(4) Pay the fee as required. Article 16 It is prohibited to park vehicles carrying flammable, explosive, toxic, harmful and other dangerous or prohibited items in road parking spaces. Article 17 If a vehicle needs to stop temporarily because of people getting on or off, it must not obstruct the passage of other vehicles and pedestrians, and the driver is not allowed to leave the vehicle. He should leave immediately after getting on and off people.
Article 18 No unit or individual shall engage in the following acts:
(1) Damage or steal automatic toll collection equipment for road parking spaces;
(2) Post unauthorized information on automatic toll collection equipment Or hang advertisements, signboards, slogans or other items, or scribble or scratch on automatic toll collection equipment;
(3) Remove, relocate or modify automatic toll collection equipment without authorization;
( 4) Forging, altering, or trading or using forged or altered payment cards;
(5) Violating other relevant laws and regulations. Article 19 The traffic management, urban management law enforcement and price authorities of the public security organs shall, in accordance with their respective responsibilities, establish and improve supervision mechanisms, strengthen the management of road vehicle parking, and conduct supervision and inspection of road parking spaces and charging matters in accordance with the law. Article 20 The traffic management and urban management law enforcement departments of the public security organs should strengthen communication and cooperation, establish and improve the information network of illegal vehicles, update information data in a timely manner, provide an inquiry platform, and publish the inquiry telephone number to the public. Article 21: Any unit or individual has the right to report violations to the relevant administrative departments. The unit that accepts the report shall organize an investigation according to its duties and promptly respond to the investigation status and handling results; if the report does not fall within the scope of the department's responsibilities, it shall promptly transfer it to the competent department and notify the whistleblower.
