The draft for comments includes four parts: standardizing the setting of delivery model houses, standardizing the sales and promotion of commercial houses, implementing the house quality acceptance system before delivery, and compacting the main responsibility of development enterprises, and publicly soliciting opinions from the whole society. Among them, the "site open day" that set up the delivery model room and kept it until three months after the project delivery and carried out at least twice has a great influence.

Set up the delivery model room, "three consistency", and ensure "what you see is what you get"
In order to protect the rights and interests of property buyers, the exposure draft ensures the consistency of "buyers' show" and "sellers' show" from two aspects, namely, the "three consistences" and "authentic and well-founded" publicity materials among the models.
Under the pre-sale system of commercial housing, the model house is very important for buyers, and the intuitive experience of the model house often becomes an important basis for buyers to make decisions. However, when decorating the model room, the decoration scheme displayed by the developer is more advanced, and the brands of home appliances and doors used are also "high-end". However, in the actual delivery, buyers often find that the goods are not in the right version, and the distribution is seriously reduced.
In view of this situation, the "Draft for Comment" stipulates that enterprises should list the main materials and equipment in the pre-sale plan according to the decoration standards agreed in the transfer contract; Before the pre-sale of commercial housing, it should be delivered to the model room in accordance with the planning drawings and the pre-sale plan with clear huxing, area, standards and process settings, and the process model room should be arranged in the delivery model room.

However, the model house is reserved for three months after the project delivery, and the owner can compare the differences between the real house and the model house at any time when collecting the house, which is conducive to avoiding the developer's "tampering" in the model house.
In addition, Han Le believes that the setting of process model area is also very important. In the past, it was only a display of individual projects, which was not common. It is now mandatory to show the materials and techniques used in the decoration construction process, so as to play the role of "squeezing water" and ensure that the decoration is genuine.
Carrying out "on-site open day" is conducive to reducing conflicts and improving delivery quality.
In order to enable buyers to track the construction progress and quality standards of the purchased houses, the exposure draft makes it clear that under the premise of ensuring safety, enterprises should hold at least two "on-site open days" before the completion acceptance, organize buyers to enter the project site to understand the situation of the project site, and enterprises should repair, rectify and feedback the opinions or suggestions put forward by buyers. At the same time, it is encouraged to show the construction progress to buyers in real time through online video.
Han Le said that before the handover, the "site open day" was mostly operated by large enterprises or developers with good delivery quality, but many enterprises did not carry it out, mainly because they were worried that the owners would find fault at the site. Now, it is mandatory to communicate with the owners in a benign way before the delivery of the house. On the one hand, it can reduce the incentive conflict and safeguard rights after the delivery of the house. On the other hand, it can listen to the opinions of the owners and carry out maintenance and upgrading of the products in advance.
"It is a very good thing to force developers to conduct site open day activities through documents, which can improve the relationship between owners and developers and form a certain guide to the quality of final delivery." Han Le said.
In addition, in response to the problems of "less distribution" of fine decoration reflected by buyers, the Draft for Comment emphasizes that enterprises should organize buyers to inspect the quality of housing construction, and at the same time, they should also organize buyers to inspect the decoration quality standards listed in the pre-sale plan.
