Does the village committee have the right to close roads?

According to the newly revised Organic Law of Villagers' Committees of the People's Republic of China (20 10), villagers' committees are grass-roots mass self-governing organizations with self-management, self-education and self-service, and democratic elections, decision-making, management and supervision are implemented.

Villagers' committees handle public affairs and public welfare undertakings in their villages, mediate civil disputes, help maintain social order, and reflect villagers' opinions, demands and suggestions to the people's governments.

The villagers' committee shall be responsible for the villagers' meeting and the villagers' representative meeting and report its work.

The rights of the village committee are as follows: Article 24 The following matters involving the interests of villagers can only be dealt with after discussion and decision by the villagers' meeting:

(a) the time and subsidy standards for the village to enjoy the subsidy for lost time;

The use of the village collective economic income;

(three) the establishment of public welfare undertakings in the village, fund-raising and labor-raising plans and construction contract plans;

(four) the land contract management plan;

(five) the project establishment and contracting scheme of the village collective economic project;

The use plan of the homestead;

(seven) the use and distribution plan of land acquisition compensation;

(eight) to dispose of the village collective property by borrowing, leasing or other means;

(nine) other matters involving the interests of the villagers shall be discussed and decided by the villagers' meeting.
