Measures for the implementation of radio management fees in Jiangsu Province

Article 1 In order to strengthen radio management, effectively utilize radio spectrum resources, and meet the needs of national economic and social development, these Measures are formulated in accordance with the Interim Provisions of the State on Radio Management Fees and combined with the actual situation in our province. Article 2 Radio spectrum resources belong to the state. All units and individuals who use, develop, produce, sell and import radio equipment in Jiangsu Province must abide by these measures. Article 3 The offices of provincial and municipal radio management committees are the legal institutions for radio management fees. Article 4 Radio management fees include registration fees, frequency occupation fees and equipment inspection fees.

To set up and use all kinds of radio stations, registration fees, frequency occupation fees and equipment testing fees must be paid. Article 5 Collection of radio management fees:

(a) Registration fees (establishment, production, sales and import) are charged at the time of registration.

(two) the frequency occupation fee (including the frequency allocated to the relevant departments by the office of the State Radio Regulatory Commission) is charged annually. Less than three months shall be counted as a quarter of a year, more than three months and less than half a year shall be counted as half a year, and more than half a year and less than one year shall be counted as one year. The calculation time is calculated from the date of issuing the certificate.

The frequency occupation fee for the development and production of radio transmitting equipment for efficiency test shall be charged at one time according to the above provisions.

(three) to collect equipment inspection fees when testing radio equipment. Newly-built and newly-added radio equipment (fixed radio equipment shall be determined as the case may be) shall undergo technical inspection before going through the formalities of setting up a station; Installed radio equipment is subject to technical inspection once a year. Those who fail to check at the expiration date will be punished according to the relevant regulations on radio management.

The production, sale and import of radio equipment shall be sampled and measured according to 3-5% of the total amount, and the corresponding fees shall be charged.

See Annex I for the radio management fee .. Article 6 According to the development of the radio industry in our province and the frequency usage, the related business fees are calculated according to the following provisions.

(1) both the area correction coefficient e and the frequency correction coefficient f are 1.5 (except for multi-channel public communication networks).

(2) The frequency of microwave station refers to the number of channels actually allocated, and the number of devices is calculated as 1.

(3) Multi-channel public communication network (referring to more than 6 frequency points), each unit is calculated as 2 frequency points, and the frequency correction coefficient f is 1 and the area correction coefficient e is 1.5.

(four) the assignment of duplex frequency and different frequencies are calculated according to two frequency points.

(5) 900MHZ centerless multi-channel equipment is charged by department, and each department is calculated by 2 frequency points.

(6) Ship radio stations collect data by ship, and ultrashort wave and shortwave equipment are calculated by 1 frequency point.

(seven) standby communication equipment, according to the frequency occupation fee base of 1/2.

(eight) directional walkie-talkies with more than two frequency points are allocated, which are calculated as half frequency points. Article 7 The following radio stations (stations) are exempt from frequency occupation fees:

(a) the State Council and the provincial government approved the special radio station for combat readiness.

(two) the radio station set up by the water conservancy department during the flood control period from May to 10 every year.

(3) Fire-fighting radio stations set up by public security departments at all levels and fire-fighting radio stations set up by forestry departments, from 1 1 month to April of the following year.

(four) the experimental platform built by broadcasting departments and foreign radio stations.

(5) Amateur radio stations.

Radio stations for inter-regional communication or service in the province, radio stations set up in Jiangsu by units directly under the province and other provinces (cities) shall be examined and approved by the Office of the Provincial Radio Management Committee, and radio management fees shall be charged.

Municipal units set up radio stations for communication or service in urban areas, which shall be examined and approved by the office of the Municipal Radio Management Committee, issue licenses and collect radio management fees.

The office of the Provincial Radio Management Committee may entrust the office of the Municipal Radio Management Committee where the radio station is located to issue licenses to individual radio stations that are inconvenient to manage and collect radio management fees. The office of the Municipal Radio Management Committee will charge 60% of the total frequency occupation fee and turn it over to the office of the Provincial Radio Management Committee.
