The first article is To ensure the safety of public security and the safety of citizens’ personal and property, and to prevent and control noise and air pollution, in accordance with the Law of the People’s Republic of China on the Prevention and Control of Air Pollution, the Law of the People’s Republic of China on the Prevention and Control of Environmental Noise Pollution, and the Law of the People’s Republic of China on the Prevention and Control of Environmental Noise Pollution. **The National Public Security Administration Punishment Law" and the State Council's "Regulations on the Safety Management of Fireworks and Firecrackers" and other relevant laws and regulations are formulated in conjunction with the actual situation of the county.

Article 2 Within the area managed by this county, any unit or individual is prohibited from producing, transporting, operating, storing, and setting off fireworks and firecrackers at all times throughout the year.

Article 3 It is prohibited to carry fireworks and firecrackers on public transportation. It is prohibited to mail fireworks and firecrackers, and it is prohibited to carry fireworks and firecrackers in checked baggage, packages, and mail.

Article 4: County supply and marketing cooperatives shall strengthen the management of the fireworks and firecrackers business activities of enterprises in their own system.

Article 5 News media such as radio, television, newspapers and periodicals shall do a good job in publicity work on the prohibition of setting off fireworks and firecrackers. Primary and secondary schools should educate students on the prohibition of setting off fireworks and firecrackers.

Article 6 Hotels, restaurants, wedding services and other operators that host celebrations and other activities shall inform consumers in writing of the regulations prohibiting the setting off of fireworks and firecrackers, and discourage illegal setting off of fireworks and firecrackers. If the dissuasion is ineffective, Should be reported to the public security organs.

Article 7 Electronic fireworks and firecrackers shall not be played in areas where noise-sensitive buildings are concentrated, such as hospitals, schools, institutions, residences, etc.; if they are played in other areas, the sound emitted shall not exceed the noise emissions from the social living environment. Standard; vehicles that modify electronic fireworks and firecrackers must apply to the public security and traffic police department for registration.

Article 8 Guardians of minors should educate minors on the prohibition of setting off fireworks and firecrackers, and prevent minors from setting off fireworks and firecrackers in areas where setting off fireworks and firecrackers is prohibited. If minors set off fireworks and firecrackers, the public security organs shall order their guardians to strictly discipline them; if they cause damage to the country, the collective or other people's personal property, their guardians shall bear the liability for compensation according to law.

Article 9: Any unit or individual has the right to dissuade and report any violation of this notice. The reporting hotline is 110. Those who retaliate against whistleblowers will be investigated and punished by the public security organs in accordance with the law.

Article 10 Anyone who sets off fireworks and firecrackers at a time or place where it is prohibited to set off fireworks or firecrackers, or sets off fireworks and firecrackers in a manner that endangers public safety, personal or property safety, shall be subject to the State Council’s Fireworks and Firecrackers Safety Management Penalties shall be imposed in accordance with Article 42 of the Regulations.

Article 11 For those who carry fireworks and firecrackers on public transportation, or mail fireworks and firecrackers, or carry fireworks and firecrackers in checked luggage, packages, and mail, according to the "Regulations on the Safety Management of Fireworks and Firecrackers" of the State Council 》Article 41 imposes punishment.

Article 12 Those who produce and operate fireworks and firecracker products without permission shall be punished in accordance with Article 36 of the "Regulations on the Safety Management of Fireworks and Firecrackers" of the State Council.

Article 13 Anyone who transports fireworks and firecrackers by road without permission shall be punished in accordance with Article 36 of the "Regulations on the Safety Management of Fireworks and Firecrackers" of the State Council.

Article 14 This notice is organized and implemented by the township people's government in the prohibited area. It will incorporate the ban on setting off fireworks and firecrackers into grid management, carry out publicity activities on the ban on setting off fireworks and firecrackers, educate, guide and supervise this notice. Units and individuals within the jurisdiction must comply with these regulations. The public security, emergency management, urban management, market supervision, environmental protection and other departments shall investigate and deal with illegal production, storage, operation, transportation and discharge of fireworks and firecrackers in accordance with their respective responsibilities and laws.

Article 15 This notice will come into effect on January 5, 2020.
