First, strictly implement the "eight prohibitions" of rural indiscriminate occupation of cultivated land for building houses. Since July 3, 2020, permanent basic farmland shall not be occupied for building houses; Do not occupy more cultivated land to build houses; Not to buy, sell or transfer cultivated land to build houses illegally; Shall not illegally build houses on contracted farmland; Do not illegally occupy cultivated land to build houses under various pretexts; Shall not violate the provisions of "one household, one house" to occupy cultivated land for building houses; Shall not illegally sell houses built on cultivated land; It is not allowed to illegally approve the occupation of cultivated land for building houses.

The second is to apply for the use of residential land according to law. Give priority to the use of land in Wuqi Kejia village, ensure the reasonable demand of rural villagers for housing construction, and prohibit unauthorized occupation of cultivated land, especially permanent basic farmland for self-built housing. Rural villagers' housing construction should strictly implement the requirements of "one household, one house" and provincial homestead standards, and construction can only start after approval according to law; If it is difficult to resettle in the village and it is really necessary to occupy farmland and other agricultural land, the examination and approval procedures for the conversion of agricultural land shall be handled according to law. Renovation, reconstruction and construction of new houses on construction land without approval or the approval of legal rights holders will be recognized as illegal land for new non-agricultural construction.

Three, according to the law and regulations to carry out the construction of protected agriculture. Strictly control the use of cultivated land, and it is strictly forbidden to add livestock and poultry breeding facilities, aquaculture facilities and planting facilities that occupy permanent basic farmland construction and destroy the arable layer. Strictly control the use of general cultivated land for newly-built agricultural facilities. If it is really necessary to use it, the annual "import and export balance" shall be implemented by the county as the unit. It is strictly forbidden to expand the scale of protected agricultural land without authorization, occupy land beyond the prescribed standards, engage in non-agricultural construction in the name of protected agriculture, and use protected agriculture for commercial operation. If the protected agricultural land is no longer used, the operator shall restore the original use of the land within 1 year.

Four, severely punish illegal occupation of cultivated land to build houses. Implement the strictest farmland protection system. Without approval, no unit or individual may build any project in any name. All kinds of illegal occupation of cultivated land will be severely punished according to the latest punishment standards, and those suspected of committing crimes will be resolutely transferred to judicial organs for criminal responsibility.
