Measures for the administration of pig slaughtering certificates, seals and signs

Article 1 In order to regulate the management of certificates, seals and signs of pig slaughtering, these Measures are formulated in accordance with the Regulations on the Administration of Pig Slaughtering and its implementation measures and relevant provisions. Article 2 The certificates, seals and signs of pig slaughtering mentioned in these Measures include:

(a) "slaughter law enforcement supervision and inspection certificate", "slaughter technical personnel qualification certificate" and "meat inspection personnel qualification certificate";

(two) meat storage inspection, harmless treatment of storage;

(three) designated slaughtering plant (field) logo;

(four) other documents, seals and signs as prescribed by the administrative department of commodity circulation in the State Council. Article 3 The administrative department in charge of commodity circulation in the State Council shall be responsible for the management of certificates, seals and signs of pig slaughter throughout the country. Responsible for the unified provisions of the certificate, seal, logo format, the production of "pig slaughtering law enforcement supervision and inspection certificate". Article 4 The administrative department of commodity circulation of the people's government at the provincial level shall be responsible for the management of certificates, seals and signs within their respective administrative areas. Responsible for making the qualification certificates of slaughter technicians and meat inspectors in accordance with the format uniformly prescribed by the administrative department in charge of circulation in the State Council, responsible for the unified numbering of the signs of designated slaughterhouses (fields), and responsible for issuing the certificates of law enforcement supervision and inspection of pig slaughter and the qualification certificates of meat inspectors. Article 5 The administrative department of commodity circulation of the people's governments of cities and counties shall be responsible for the management of certificates, seals and signs of pig slaughter within their respective administrative areas. Responsible for the production and distribution of meat inspection qualified seal, harmless treatment seal, slaughter mark; Responsible for issuing the qualification certificate of slaughter technician. Article 6 The commodity circulation administrative departments of the people's governments at all levels shall establish and improve the management system of pig slaughtering certificates, seals and signs, and strictly perform the procedures of production, storage, examination and issuance. The issuance of certificates, seals and signs shall be filed with the superior commodity circulation administrative department. Seventh by the city and county people's government to review and determine the designated slaughtering plant (field) signs, should be hung in front of the enterprise in a prominent position, in order to accept supervision and inspection. Eighth slaughter technician qualification certificate, meat inspection personnel qualification certificate and slaughter law enforcement supervision and inspection certificate must be stamped with the seal of the issuing unit to be effective. Ninth pig slaughter law enforcement, slaughter technology, meat inspection personnel certificate must be filled in with a pen or brush. Article 10 It is strictly forbidden to forge, alter, buy, sell, lease or lend certificates, seals and signs of pig slaughtering. Article 11 The administrative department in charge of commodity circulation of the people's government of the city or county shall regularly review the designated slaughtering plant (field), and if it is found that it violates the Regulations on the Administration of Pig Slaughtering and its implementation measures, the issuing unit shall withdraw its certificate, seal and signboard. Twelfth the issuance of pig slaughtering certificates, seals and signs, can be charged in accordance with relevant laws and regulations. Thirteenth these Measures shall come into force as of the date of promulgation.
