Although the number of developers in China ranks among the top, the number of developers engaged in basic software is very limited, and the key talents who master core technologies are very scarce. According to the Data Report on Talents in Key Basic Software Fields, the growth rate of talents in key basic software fields has been very fast in the past three years, especially for R&D posts and technical support posts, both exceeding 50%. The demand for talents in new first-tier cities is also increasing substantially.

With the rapid development of the industry and the sharp increase in the demand for talents, the supply of talents in the industry is seriously insufficient, and the mechanism of talent introduction and education is still not perfect. It is urgent to establish a "healthy system of personnel training in cooperation between government and Industry-University-Research". In this context, in 2020, the Ministry of Education and the Ministry of Industry and Information Technology launched the construction of characteristic demonstration software colleges, focusing on five key areas of national software industry development, and put forward clear overall goals, guiding universities to actively serve the national software development strategy and guiding enterprises to deeply integrate into the talent training system.

Zhang Na pointed out that in order to better realize this talent training goal, the training mode of featured software talents must realize three changes: one is driven by market demand, and the other is driven by strategic demand; Second, the training of standardized software talents in the past has changed into the training of compound software talents to meet the requirements of characteristics; Third, from the simple talent training in the past to the combination of talent training and technical research needed by the national strategy, it not only cultivated talents, but also solved the problem of "sticking the neck".
