Chapter I General Principles

Article 1 In order to effectively prevent and put out forest and grassland fires, reduce the hazards of forest and grassland fires, and protect the safety of forest and grassland resources and people's lives and property, these Regulations are formulated in accordance with the relevant laws and regulations of the state and the actual situation of the autonomous region.

Article 2 These Regulations shall apply to the work of forest and grassland fire prevention within the administrative area of the autonomous region, unless otherwise stipulated by the urban areas and the state.

The term "forest and grassland fire prevention" as mentioned in these Regulations refers to the prevention and fighting of fires in forests, trees, woodlands, natural grasslands and artificial grasslands.

Article 3 The principle of giving priority to prevention, actively fighting and extinguishing, and combining prevention with elimination shall be applied in forest and grassland fire prevention.

Fourth forest and grassland fire prevention work to implement the administrative leadership responsibility system of the people's governments at all levels. All departments and units shall, under the leadership of the local people's government, implement the leadership responsibility system of departments and units.

It is the duty of every citizen to prevent and extinguish forest and grassland fires and protect forest and grassland resources. Citizens who live or work in forest and grassland fire prevention areas shall bear the responsibility for forest and grassland fire prevention in accordance with the requirements of the responsibility system for forest and grassland fire prevention.

Article 5 People's governments at all levels shall incorporate forest and grassland fire prevention planning into the overall plan of national economic and social development, the annual plan and the special development plan of agriculture, forestry and animal husbandry to ensure that forest and grassland fire prevention work is compatible with economic and social development.

People's governments at all levels shall, according to the actual needs of fire prevention and fighting, include the funds for forest and grassland fire prevention and fighting in the fiscal budget at the same level and make special arrangements, and gradually increase them according to the needs of economic development and work.

Article 6 The autonomous region shall encourage and support scientific research on forest and grassland fire prevention, popularize and apply advanced monitoring means, fire prevention technology and fire prevention facilities and equipment, and continuously improve the scientific and technological level of forest and grassland fire prevention.

Seventh people's governments at or above the county level shall commend and reward the units and individuals that have made remarkable achievements in preventing and fighting forest and grassland fires.

Chapter II Forest and Grassland Fire Prevention Organization

Article 8 People's governments at all levels shall, according to actual needs, organize relevant departments and local garrison and armed police forces to set up forest and grassland fire prevention headquarters to be responsible for forest and grassland fire prevention within their respective administrative areas. Entrusted by the people's government of the autonomous region or the people's government at the county level, the Daxinganling Forestry Administration and its state-owned forestry bureau set up a fire prevention headquarters to be responsible for the fire prevention work in the industrial zone. The people's governments at or above the county level shall set up offices in the forest and grassland fire prevention headquarters, which shall be responsible for handling the daily work of the headquarters.

The main responsibilities of the ninth levels of forest and grassland fire prevention headquarters are:

(a) to implement the laws, regulations, guidelines and policies of the state and the autonomous region on forest and grassland fire prevention;

(two) to formulate and implement plans and measures for forest and grassland fire prevention, and organize the prevention of forest and grassland fires;

(three) the organization of forest and grassland fire safety inspection, and urge the relevant regions, departments and units to strengthen the maintenance and management of fire prevention facilities and equipment;

(four) to carry out publicity and education on forest and grassland fire prevention, organize scientific research on forest and grassland fire prevention, popularize advanced technology, and cultivate forest and grassland fire prevention professionals;

(five) to master the fire dynamics, formulate fire preparedness plans, and organize and command the forest and grassland fire fighting in a unified way;

(six) timely report and download the forest and grassland fire information and related matters, statistics of forest and grassland fires, the establishment of fire files, in conjunction with the relevant departments to investigate and deal with forest and grassland fire cases;

(seven) to coordinate and solve major problems related to forest and grassland fire prevention between regions and departments.

Article 10 State-owned forestry bureaus, forest farms, farms, pastures, railways, other enterprises, institutions, troops and Gacha Village in forest and grassland fire prevention areas shall establish corresponding forest and grassland fire prevention organizations, which shall be responsible for the forest and grassland fire prevention work of their own systems, departments and units under the leadership of the local people's government.

Eleventh people's governments at the county level in forest and grassland fire prevention areas, as well as state-owned forestry bureaus and forest farms, farms, pastures, nature reserves, tourist areas and scenic spots, should establish professional teams for forest and grassland fire prevention; Sumu Township People's Government shall set up a forest and grassland fire brigade; Other units with forest and grassland fire prevention tasks and Gacha Village shall establish mass fire prevention teams.

All kinds of forest and grassland fire fighting teams at all levels shall accept the command, mobilization and operational guidance of the local forest and grassland fire prevention headquarters, and their institutions and personnel shall remain stable and conduct regular personnel training.

Article 12 The Armed Police Forest Force stationed in the autonomous region shall, under the unified leadership of the people's government of the autonomous region and its authorized forest and grassland fire prevention headquarters, carry out forest and grassland fire prevention work. When accepting the task of preventing and fighting forest and grassland fires, they should obey the unified command and mobilization of the local people's governments at or above the county level and their authorized forest and grassland fire prevention headquarters.

The People's Liberation Army, armed police forces and public security frontier forces stationed in the autonomous region are under the unified leadership of the people's government of the autonomous region and its authorized forest and grassland fire prevention headquarters, and the local people's government shall provide necessary materials and equipment; Cross-regional tasks need transportation support.

Article 13 Units and Gacha Village with the task of forest and grassland fire prevention shall be equipped with forest and grassland fire patrol personnel, who shall be responsible for patrol in the fire prevention responsibility area with the fire patrol certificate uniformly printed and issued by the people's government at the county level, publicize fire prevention knowledge, manage and supervise the use of fire in the field, report the fire in time, and assist relevant departments to investigate and deal with forest and grassland fire cases.

Article 14 The people's government at the county level at the junction of an administrative region or a state-owned forestry industrial zone or the state-owned forestry bureau shall establish a joint defense organization for forest and grassland fire prevention, determine the joint defense area, define the joint defense responsibility, stipulate the joint defense system and measures, and inspect and supervise the fire prevention work of forest and grassland in the joint defense area.

The forest and grassland fire prevention headquarters of the people's Government of the autonomous region shall, according to the actual needs, establish aviation fire prevention sites in key fire prevention areas of forest and grassland and carry out aviation fire prevention work.

Chapter III Prevention of Forest and Grassland Fires

Fifteenth people's governments at all levels are responsible for organizing the delineation of forest and grassland fire prevention responsibility areas, determining forest and grassland fire prevention responsibility units, establishing and improving the forest and grassland fire prevention responsibility system, and conducting regular inspections. The implementation of fire prevention responsibility system should implement the principle of territorial management, and any unit or individual must accept the supervision of the local forest and grassland fire prevention headquarters when implementing fire prevention responsibility.

Units and Gacha Village that have the responsibility of forest and grassland fire prevention shall implement the responsibility of fire prevention step by step to individuals.

Gacha village in forest and grassland shall formulate village rules and regulations for forest and grassland fire prevention.

Guardians should strengthen the supervision of mental patients, demented people and minors to prevent them from causing fires.

Sixteenth units in forest areas, grasslands and Gacha Village shall perform the following responsibilities for forest and grassland fire safety:

(a) to formulate the fire safety system and operating rules for forest and grassland;

(two) to fulfill the responsibilities and obligations of forest and grassland fire safety, and to determine the person responsible for fire prevention and the responsible area;

(three) to organize and carry out publicity and education activities on forest and grassland fire safety;

(four) regular fire safety inspection of forests and grasslands, timely eliminate fire hazards;

(five) in accordance with the technical specifications for forest and grassland fire prevention, strengthen the construction of forest and grassland fire prevention infrastructure, equip with fire prevention equipment, set up fire prevention publicity signs, and regularly check and maintain them to ensure that the facilities and equipment are in good condition and effective.

Seventeenth people's governments at all levels shall organize relevant departments and units to regularly carry out publicity and education on forest and grassland fire prevention, and raise citizens' awareness of forest and grassland fire prevention.

Radio, television, newspapers and other media should often carry out public welfare publicity on forest and grassland fire prevention.

Schools at all levels and types located in forest and grassland should regularly carry out publicity and education on forest and grassland fire prevention.

Eighteenth every year from March 15 to June 15, September 15 to 16 for the autonomous region forest and grassland fire prevention period. The people's governments at or above the county level may, according to the actual situation, advance or postpone the start time of the local fire prevention period, delimit the martial law areas for forest and grassland fire prevention, stipulate the martial law period for fire prevention, issue martial law orders for forest and grassland fire prevention, and promptly announce them to the public and report them to the people's government at the next higher level for the record.

During the fire prevention, the forest and grassland fire prevention headquarters at all levels shall implement a 24-hour duty system to ensure the smooth flow of information. Fire personnel on duty must stick to their posts and perform their duties, and shall not leave their posts without permission.

Nineteenth during the fire prevention period, no unit or individual may enter the forest and grassland fire prevention area without authorization. Individuals who really need to enter must apply for a fire permit to the forest and grassland fire prevention headquarters of the people's government at or above the county level with an ID card or valid certificate; Because of production, construction, survey and other needs to enter, must hold the relevant documents, reported to the people's government at or above the county level forest and grassland fire prevention headquarters for approval, for fire permits, field fire permits, signed a letter of responsibility for fire prevention; Need to enter the state-owned key forest areas, but also must obtain the prior consent of the Forestry Bureau, forest management units.

Twentieth approved by the people's Government of the autonomous region or its authorized units, can set up forest and grassland fire prevention checkpoints. The fire inspection station has the right to conduct fire inspection on vehicles and personnel entering the forest and grassland fire prevention zone, correct violations of fire prevention regulations, and have the responsibility to publicize fire prevention knowledge.

Units and individuals entering the forest and grassland fire prevention zone must accept fire prevention supervision and inspection.

Twenty-first during the fire prevention period, smoking, burning graves and paper, outdoor heating and picnics are prohibited in forest and grassland fire prevention areas. Due to special circumstances in production and life, when it is really necessary to use fire on site, the following provisions must be strictly observed:

(a) lighting fire isolation belt and production fire, must be approved by the people's government at the county level or its authorized units, and obtain a license for production fire; If the productive use of fire is approved, a special person shall be responsible. Open fire isolation zones in advance, arrange fire-fighting personnel, prepare fire-fighting tools, report the time of fire use to the local forest and grassland fire prevention headquarters in advance, and inform the adjacent areas. On the premise of taking preventive measures, fire should be used in the weather below the third wind to ensure the safety of fire use.

(two) the need for outdoor life with fire, should choose a safe place, set up a fire isolation zone, or take fire isolation measures, after the fire must be completely extinguished.

Twenty-second during the fire prevention period, all kinds of motor vehicles running and passing through the forest and grassland fire prevention area must be equipped with fire prevention devices, and effective measures should be taken to prevent fire leakage, fire and locomotive brake shoes from falling off. Trains, operating buses and buses running in forest and grassland fire prevention areas shall educate and manage the drivers and passengers to prevent them from discarding fire. Personnel operating machinery and equipment on site must abide by fire safety operation procedures to prevent fire.

Railway, highway, electric power, oil and gas pipelines, industrial and mining enterprises and other management units. Must set up fire isolation belt, set up fire prevention publicity signs, equipped with patrol personnel, do a good job in patrol and fire prevention.

Twenty-third fire prevention period, the need for live-fire drills, blasting, survey and construction activities, must be approved by the people's governments at or above the county level, and take necessary fire prevention measures, make good preparations for fire fighting before implementation.

During the fire prevention period, hunting with guns is prohibited in forest and grassland fire prevention areas.

Twenty-fourth during the fire martial law, all outdoor use of fire is strictly prohibited in the forest and grassland fire martial law control area. Take necessary control measures for vehicles and machinery that may cause fire, and strictly manage indoor production and domestic fire.

Article 25 During the fire prevention period, the forest and grassland fire prevention headquarters of the people's governments at all levels shall organize relevant departments and personnel to regularly inspect the forest and grassland fire prevention areas, and eliminate the fire hazards in time if they are found. Units and personnel who enter without authorization or fail to implement fire prevention measures after approval shall clear out the forest and grassland fire prevention areas.

During the fire prevention period, collective economic organizations or individual operators engaged in agriculture, animal husbandry, fishery and other production in forest and grassland fire prevention areas shall strengthen the education and management of fire safety for employees and abide by various fire prevention systems.

Twenty-sixth in the construction of engineering facilities in forest and grassland fire prevention areas, it should be in accordance with the provisions of the requirements to open a fire isolation belt or build a fire forest belt. After the completion of the engineering facilities, they can only be used after the forest and grassland fire prevention headquarters of the people's government at or above the county level has passed the fire safety inspection of the forest and grassland. Forest and grassland fire isolation belt or fire belt does not meet the specified requirements, the forest and grassland fire prevention headquarters of the people's government at or above the county level shall order it to make rectification within a time limit.

Engineering facilities for the production, storage, loading and unloading of inflammable and explosive dangerous goods must be located in the fire safety zone. If the original engineering facilities do not meet the fire safety requirements, the relevant administrative departments of the people's governments at or above the county level shall order them to move within a time limit or take safety and fire prevention measures.

Ecological construction should be matched with fire prevention infrastructure construction.

The establishment of tourist attractions and tourism projects in forest and grassland fire prevention areas shall obtain the consent of the relevant administrative departments of the people's governments at or above the county level, and implement fire safety measures.

Twenty-seventh people's governments at all levels of forest and grassland fire prevention headquarters is responsible for the preparation of forest and grassland fire prevention planning within their respective administrative areas. Forest and grassland fire prevention planning should include overall objectives and measures, infrastructure construction, equipment and maintenance, institutional setup, staffing and training, funding guarantee, system construction and so on.

Twenty-eighth people's governments at all levels shall, according to the requirements of forest and grassland fire prevention planning, organize relevant departments and units to carry out the following forest and grassland fire prevention infrastructure and equipment construction in a planned way:

(a) in the forest and grassland fire prevention areas within the national boundaries and the surrounding forest and pastoral areas such as concentrated settlements, industrial and mining enterprises, warehouses, schools, military camps, important facilities, places of historic interest, revolutionary memorial sites, etc., set up fire isolation belts or build fire forest belts;

(two) equipped with fire transportation, fire detection and fire fighting, lookout and communication equipment;

(three) the construction of fire roads, aircraft landing sites, the establishment of fire prevention materials storage in key areas of fire prevention, storage of necessary fire prevention materials;

(four) the establishment of fire monitoring and forecasting sites in key fire prevention areas of forest and grassland;

(five) the establishment of forest and grassland fire information network, to ensure the smooth flow of fire information;

(six) the establishment of the autonomous region unified forest and grassland fire alarm telephone number.

Twenty-ninth fire isolation zones must meet the requirements of technical specifications and standards.

The establishment of fire isolation belt should be carried out within the administrative area in principle. If cross-border opening is really necessary, it shall be settled through consultation by the people's government of the relevant region or decided by the people's government at the next higher level.

It is forbidden to engage in planting activities on the fire isolation belt.

Thirtieth people's governments at all levels of forest and grassland fire prevention headquarters shall establish a system for the management and use of special vehicles, equipment, equipment and facilities for fire prevention, and conduct regular inspections to ensure the needs of fire prevention.

Special vehicles for forest and grassland fire prevention are equipped with special licenses, and are exempt from car purchase surcharges, road maintenance fees, bridge crossing fees, tunnel crossing fees, parking fees and other fees. Vehicles temporarily mobilized and requisitioned for fire fighting tasks are exempted from paying tolls, bridge tolls, tunnel fees, parking fees and other related expenses during the fire fighting.

Article 31 Meteorological departments shall, according to the requirements of forest and grassland fire prevention and fighting, do a good job in monitoring and forecasting the fire weather in forest and grassland, provide fire monitoring information to forest and grassland fire prevention headquarters at all levels and local armed police forest forces in a timely manner, release fire weather monitoring and forecasting in forest and grassland, monitor and forecast fire trends outside neighboring autonomous regions, and carry out artificial precipitation enhancement operations. The relevant radio stations, television stations and newspapers shall broadcast the published forecasts in a timely and free manner.

Article 32 No unit or individual may steal, destroy, misappropriate or dismantle forest and grassland fire prevention facilities and equipment, block fire prevention roads, hinder the opening of fire isolation zones, occupy the frequency of forest and grassland fire prevention radio stations assigned by local radio management agencies, or interfere with and affect the normal use of radio stations.

Chapter IV Fire Fighting in Forest and Grassland

Thirty-third any unit or individual who finds a forest and grassland fire must immediately put out the fire and report to the local people's government or the forest and grassland fire prevention headquarters in time. Any unit or individual shall provide convenience for the alarm free of charge. It is forbidden to lie about forest and grassland fires.

Forest and grassland fire prevention headquarters at all levels must immediately verify the fire, organize local soldiers and civilians to put out the fire, and report it step by step according to regulations.

When a fire breaks out at the junction of an administrative area or a state-owned forestry application area, the principle of who finds it first, who reports it first and who puts it out first shall be implemented, and it is not limited by the boundaries of the administrative area or the state-owned forestry application area.

Forest and grassland fire information shall be reported step by step by the forest and grassland fire prevention headquarters at all levels, verified by the forest and grassland fire prevention headquarters of the autonomous region and reported to the people's government of the autonomous region for examination and approval, and released by the people's government of the autonomous region or its authorized departments and units in accordance with relevant regulations.

Thirty-fourth forest and grassland fire fighting by the local people's government or the forest and grassland fire prevention headquarters unified organization and command. Units and individuals who have received fire fighting orders must rush to the designated place in accordance with the prescribed time and requirements and put them into fighting.

When fighting forest and grassland fires, the local people's government may, according to actual needs, establish a front-line headquarters for fire fighting. To put out major forest and grassland fires in cross-flag county-level administrative areas or state-owned forest industry areas, the administrative office of the Union, the municipal people's government divided into districts or the Daxinganling Forestry Bureau shall organize the frontline firefighting headquarters. The frontline command of firefighting is responsible for the unified dispatch and command of firefighting scene. According to the urgent needs of firefighting, it decides to requisition and mobilize the materials, equipment, means of transportation and manpower of units and individuals, and take emergency measures such as opening up isolation zones, removing obstacles, taking water, implementing artificial precipitation enhancement, and implementing local traffic control or martial law. All relevant units and individuals must obey the decision of the fire front command.

Forest and grassland fire fighting should be carried out in accordance with the fire prevention preparation plan and the dynamic scientific command of the fire site.

Fire fighting personnel should be organized and commanded by fire professionals.

Fighting forest and grassland fires shall not mobilize the disabled, pregnant women and minors to participate.

Thirty-fifth when fighting forest and grassland fires, the meteorological department shall provide timely meteorological forecasts related to fires; Transportation, railway, civil aviation and other departments should give priority to providing means of transport and station services to ensure the smooth transportation of fire-fighting materials; Posts and telecommunications departments should ensure smooth communication; The civil affairs department shall timely and properly resettle and rescue the victims; The public security department shall promptly investigate and deal with forest and grassland fire cases and strengthen public security management; The health department shall timely organize medical rescue work; The relevant departments designated by the local people's government shall evacuate and transfer personnel and property in time, and do a good job in material supply and other related work.

Thirty-sixth after the forest and grassland fires are extinguished, it is necessary to thoroughly inspect the fire site, remove the residual fire, and leave enough personnel to guard the fire site. Only after the local people's government or the forest and grassland fire prevention headquarters have passed the inspection and acceptance can the security personnel be withdrawn.

Chapter V Aftercare Work

Thirty-seventh after the forest and grassland fires are extinguished, the local people's government shall organize relevant departments to formulate vegetation restoration plans in time and organize their implementation; Do a good job in the prevention and control of pests and diseases and the prevention and quarantine of human and animal diseases in the fire area to prevent the occurrence and spread of diseases.

Article 38 Employees of state organs, state-owned enterprises and institutions (including contract workers and temporary workers) who are injured, disabled or sacrificed in fighting forest and grassland fires shall be given medical treatment and pensions by their units; Other personnel shall be given medical treatment and pension by the fire accident unit in accordance with the relevant provisions of the state and the autonomous region; Unable to determine the fire accident unit, the fire unit is responsible for medical treatment and pension; If the fire accident unit and the fire unit are really unable to afford it, the local people's government will give them medical treatment and pensions.

Those who died in the fire fighting shall be regarded as martyrs in accordance with the regulations on the praise of revolutionary martyrs, and shall be dealt with by the relevant departments in accordance with the regulations.

Thirty-ninth forest and grassland fire fighting costs paid in accordance with the following provisions:

(a) the wages and travel expenses of employees of state organs, state-owned enterprises and institutions during the fire fighting period shall be paid by their units.

(II) The living allowance for employees of state organs, state-owned enterprises and institutions during the fire fighting, the lost time and living allowance for other personnel during the fire fighting, and the expenses consumed by requisitioning and calling units and individuals' materials, equipment and means of transportation during the fire fighting shall be paid by the fire accident unit or the perpetrator in accordance with the standards stipulated by the people's government of the autonomous region; Unable to determine the fire accident unit or the person responsible for the accident, paid by the fire unit; The part that the fire accident unit, the person responsible for the accident or the fire accident unit is really unable to pay shall be paid by the local people's government.

The expenses for fire fighting across administrative regions or state-owned forest industry areas specified in Items (1) and (2) of the preceding paragraph shall be settled by the people's governments at or above the county level or the Daxinganling Forestry Administration.

Article 40 After a forest and grassland fire breaks out, the local people's government or the forest and grassland fire prevention headquarters shall promptly organize relevant departments and units to investigate the time, place, cause, perpetrators, area and loss of the affected forest and grassland, human and material consumption, human and animal casualties and other losses, and record them. The local forest and grassland fire prevention headquarters shall establish special files for fires, major and extraordinarily serious fires and fires that cause casualties near national borders, and report them to the forest and grassland fire prevention headquarters of the people's government of the autonomous region.

Forest and grassland fire prevention headquarters at all levels shall, in accordance with the requirements of the national forest and grassland fire classification standards and forest and grassland fire statistical reports, make fire statistics, report them step by step, and report them to the statistics department at the same level.

Forty-first forest and grassland fire loss assessment shall be carried out by a qualified assessment unit recognized by the forest and grassland fire prevention headquarters of the people's Government of the autonomous region. The calculation standard of forest and grassland fire loss shall be formulated by the forest and grassland fire prevention headquarters of the people's Government of the autonomous region.

Chapter VI Legal Liability

Forty-second in violation of the provisions of this Ordinance, one of the following acts, by the people's governments at or above the county level forestry and grassland administrative departments and their authorized departments in accordance with the provisions of the administrative regulations on forest and grassland fire prevention in the State Council; If losses are caused to resources and property, they shall be liable for compensation according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(1) Entering the forest and grassland fire prevention zone without approval during the fire prevention period;

(two) during the fire prevention period, fire is used in the wild in the forest and grassland fire prevention areas without approval;

(three) during the fire prevention period, in violation of the provisions of these regulations, the use of motor vehicles and mechanical equipment in the forest and grassland fire prevention area;

(four) during the fire prevention period, unauthorized use of firearms or live-fire drills, blasting, investigation and construction activities in forest and grassland fire prevention areas;

(five) the forest and grassland fire prevention facilities and measures are not implemented, the fire safety inspection is unqualified, and there are fire hazards, which are not corrected or eliminated within the time limit stipulated by the forest and grassland fire prevention headquarters of the people's government at or above the county level;

(six) theft, destruction, demolition of forest and grassland fire prevention facilities and equipment;

(seven) units and individuals do not obey the unified command of the forest and grassland fire prevention headquarters and delay the fire fighting;

(eight) forest and grassland fires caused by negligence;

(nine) refusing or obstructing the forest and grassland fire prevention supervision and inspection personnel to carry out fire prevention inspection.

Forty-third forest and grassland fires caused property losses to others, should be compensated by the accident unit or the person responsible for the accident.

If a worker engages in employment activities during his employment, causing a fire and causing damage to others, the employer shall be liable for compensation.

Forty-fourth forest and grassland fire prevention supervision and inspection personnel and other state organs have one of the following acts, shall be given administrative sanctions by their units or higher authorities; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) the responsibility system for forest and grassland fire prevention is not implemented, the measures are ineffective, and the supervision and inspection work is not in place, resulting in forest and grassland fires;

(two) the occurrence of forest and grassland fires concealed, lied or delayed;

(three) after the forest and grassland fire broke out, the fire was not organized in time according to the regulations, and the fire was delayed;

(four) ineffective command and rescue, causing casualties and heavy property losses;

(five) failing to inspect, clean up and guard the fire scene in accordance with the provisions, causing the resurgence;

(six) refusing or obstructing the unified command of the people's governments at all levels or the forest and grassland fire prevention headquarters, delaying the fire fighting work;

(seven) corruption, misappropriation of fire funds, facilities and equipment, materials.

Chapter VII Supplementary Provisions

Article 45 The division of forest and grassland fire prevention zones and their fire risk grades shall be determined by the people's government of the autonomous region in accordance with the relevant provisions of the state.
