Reporter: At present, the South-to-North Water Transfer Project faces many difficulties, especially the practical problems of speeding up the construction progress and ensuring quality and safety. How to balance these two aspects to meet the needs of engineering construction in peak and critical periods?

Wang Shushan: The main construction task of the Middle Route Project was completed at the end of 20 13, less than three years ago. However, the bidding task of the 335-kilometer trunk line project in our province was completed at the end of last year, and construction teams entered the site one after another, especially some key canal sections and buildings south of the Yellow River that control the water supply target. The construction period is even more urgent. There are many projects under construction, and the remaining time is short. Coupled with the influence of winter and rainy season, it will bring great pressure to the project construction. A slight mistake may affect the timely realization of the water supply target. At the same time, there are many high-fill canals in trunk projects in our province, and the special geological conditions such as expansive soil (rock) canals, high underground canals and coal mine goaf are complex, and the design standards and construction technology are strict. In addition, the layout of a large number of cross buildings makes it impossible for the whole channel to be continuously constructed, which makes it difficult to control the quality and safety, with high risks, and is prone to quality and safety hazards. Under the grim situation that all construction units are scrambling to catch up with the construction period, the risk of quality and safety control is further increased. In particular, the expansive soil (rock) canal section in our province is 340 kilometers long, accounting for 46% of the length of domestic trunk lines; The highest fill in Jiaozuo city section is 8 to 10 meters above the ground; The design flow of Taocha canal head in Nanyang is 350 cubic meters per second, and the design flow of Zhanghe outlet in Anyang is 235 cubic meters per second. The bottom of the canal is high and the flow is large. If major technical problems are not solved well, once there is a water leakage accident, the consequences will be unimaginable.

In the face of the contradiction between schedule and quality and safety, we always adhere to the unity of project schedule and quality, speed up the project construction on the premise of ensuring quality, and achieve high quality and high price, high quality and fast speed, good and fast. This year, we will make great efforts to grasp the project construction progress, and take the project construction progress as the top priority with a strong sense of urgency of "can't sit still, can't wait, and can't slow down". Taking the objectives and tasks determined by the fifth meeting of the State Council South-to-North Water Diversion Project Construction Committee as hard indicators, we will further refine the plan, reverse the construction period, and take all necessary measures to ensure the successful completion of the annual construction tasks. Reporter: the requisition and relocation of trunk lines is also one of the restrictive factors of engineering construction. What's the progress so far? What's the plan for the next step?

Wang Shushan: On the basis of the transfer of1069,000 mu of construction land in the first five years, we completed the transfer of 239.7 million mu of construction land (permanent land/kloc-0.05 million mu, temporary land1347,000 mu) south of the Yellow River in seven months last year. At present, all the construction passages of the middle route project in our province have been connected, and 362,700 mu of construction land (permanent land of 6,543.8+059,300 mu, temporary land of 203,400 mu) has been handed over. Besides the temporary land of 6,543.8+0.6100 mu north of the Yellow River, it needs to be requisitioned in time according to the construction progress, at the same time, power facilities, communication, radio and television will be relocated. The whole process realized the harmonious and civilized relocation.

In the next step, we will actively communicate with relevant special units, track the progress of relocation and speed up the pace of relocation. For the special facilities newly transferred to temporary land, we should pay close attention to the relocation to meet the needs of engineering construction.

Reporter: The resettlement task of Danjiangkou reservoir area in Henan Province is very heavy. What's the progress of resettlement at present, especially this year? It is necessary not only to complete the last batch of large-scale resettlement tasks, but also to increase support for the relocated people in the later period. What are our work arrangements in this regard?
