Article 1 In order to strengthen the secret management of XXXX's major secret-related activities and foreign activities, and prevent the occurrence of leaks, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Guarding State Secrets and the Qualification Standard for Confidentiality of Scientific Research and Production Units of Weapons and Equipment, combined with the actual situation.
Article 2 These Provisions shall apply to the major classified activities of all units affiliated to our school and the confidentiality management of foreign activities.
Article 3 Major classified activities refer to major activities involving key weapons and equipment projects, which mainly include the following contents:
(1) field test involving confidential level or above;
(2) Scientific and technological exchange activities involving state secrets above the classified level;
(3) Meetings involving state secrets above the classified level.
Article 4 Foreign activities refer to activities related to cooperation and business exchanges with institutions and personnel outside the country (territory).
Article 5 For major secret-related activities and foreign activities, secret cadres should adhere to the "five tracking" management, including model design tracking, production test tracking, secret-related meeting tracking, product transportation tracking and foreign affairs tracking.
Sixth major secret activities and foreign activities, which need to provide information, shall be examined and approved in accordance with the relevant provisions.
Article 7 In major secret-related activities or foreign activities, if the undertaking department and the parties lose their secrets, they must report them immediately, so as to take measures as soon as possible and minimize the losses.
Chapter II Responsibilities and Division of Labor
Eighth major classified activities and the responsibilities of the undertaking department of foreign activities:
(1) Designate the person in charge of the department to be responsible for major classified activities and the safety management of foreign activities;
(two) to develop a special safety work plan;
(3) To be responsible for organizing and implementing the safety education and management of participants in major classified activities and external activities;
(four) take the initiative to ask the public security management department for management and supervision.
Article 9 Responsibilities of the safety management department:
(a) to assist the undertaking department to formulate a special confidentiality work plan;
(two) to assist the undertaking department to do a good job in the confidentiality education of the participants;
(three) to supervise, inspect and guide the major classified activities and the safety management of foreign activities.
Chapter III Safety Management of Major Confidential Activities
Article 10 The undertaking department shall, according to the relevant provisions on classified contents and state secrets, determine the classification of major classified activities and strictly control the scope of participants.
Article 11 The undertaking department holding major secret-related activities is responsible for filling in the Approval Form for Confidentiality of Major Secret-related Activities of Harbin Institute of Technology (annex 1), which will be audited by the security management department and reported to the security supervisor for approval.
Twelfth approved major classified activities, the undertaking department shall determine a department head to be responsible for safety management. The undertaking department shall also, jointly with the secrecy management department, formulate a special secrecy work plan and be responsible for organizing its implementation.
Thirteenth major secret-related activities other than product transportation should, in principle, be held in a place conducive to confidentiality within the school or unit.
Due to special circumstances, it is necessary to choose a school or an external place of the unit to hold a major secret-related activity, which needs to be reported to the competent security leader for approval.
Article 14 When holding a major secret-related activity, the undertaking department shall educate the participants and service personnel on confidentiality, and stipulate the confidentiality discipline, responsibilities and obligations orally or in writing.
Article 15 The confidential carriers of confidential documents and materials used in major confidential activities shall be marked and numbered in accordance with the Regulations on the Administration of State Secret Carriers of Harbin Institute of Technology, and the procedures for receiving, sending and transmitting shall be strictly fulfilled.
Sixteenth secret-related cadres in charge of tracking management should check the security measures of the place and install the necessary safety technology and equipment before the start of major secret-related activities.
Communication equipment, computers, photocopiers, tape recorders, stereos and other equipment provided for major classified activities shall take corresponding security measures, and special security technical equipment shall be installed when necessary.
Article 17 The use of photocopiers during the holding of activities shall be managed by special personnel, and the copying of confidential documents and materials must be approved by the competent leader of the undertaking department. And copies are managed as originals.
Eighteenth activities in the process of audio and video recording, there should be a person in charge, the confidentiality level of the audio and video tapes produced by them should be determined according to the confidentiality level of the activities, and in accordance with the "Regulations on the Administration of secret vector" for safekeeping and management.
Nineteenth during the suspension of activities, it shall designate a special person to keep the confidential documents, materials and other secret vector used in the activities, and take reliable security measures; During the activity break, people should be sent to watch it on the spot.
Twentieth activities to suspend and end, the undertaking department shall, in conjunction with the security management department on the spot inventory documents, materials and other secret vector, clean up the venue and address, to prevent the omission of related items.
Chapter IV Confidentiality Responsibility of Participants in Major Confidential Activities
Article 21 Personnel involved in major secret-related activities shall not use non-confidential account books to record the secret-related contents, or record the contents that are forbidden to be recorded, extracted or abstracted, or disclose the secret-related contents to irrelevant personnel or expand the dissemination scope without authorization.
Twenty-second before entering the place where major secret-related activities are held, the person carrying the mobile phone should turn off the mobile phone, take out the battery, or leave it in the custody of the service personnel before entering. The organizer of the event should remind the participants to strictly abide by the confidentiality system before the event starts, and those who fail to fulfill the confidentiality obligation should be advised to leave the venue.
Twenty-third participants shall properly keep the confidential documents, materials and other secret vector released by major confidential activities to prevent loss, theft and illegal copying, and shall not copy the released documents, materials and confidential electronic documents without authorization.
Twenty-fourth major secret activities, participants should take the initiative to return secret vector to the undertaking department.
After the activity, if the participants need to continue to use confidential documents, materials and other secret vector, the undertaking department shall submit the confidential list that they need to carry to the document management department and transmit it through confidential channels. There shall be no less than 2 persons who transmit the corresponding classified information in off-campus classified activities.
Twenty-fifth secret vector, to participate in major secret-related activities convened by other units, should immediately hand over confidential documents and materials to the security management department for registration after returning to school, and go through the borrowing procedures in accordance with relevant regulations.
Chapter V Safety Management of Confidential Meetings
Twenty-sixth confidential meetings shall be managed in accordance with the confidentiality management of major confidential activities of the school, and the "Approval Form for Confidential Meetings of Harbin Institute of Technology" (Annex 2) shall be filled in.
Twenty-seventh whoever takes the meeting code determined by the model association meeting as the meeting name shall not use the model association name as the meeting name.
Twenty-eighth it is strictly forbidden to hold confidential meetings in foreign-related hotels, restaurants, guest houses and other unsafe and confidential places.
Due to special circumstances, the meeting may be held outside the school or unit with the approval of the person in charge of confidentiality. The organizer of the meeting should make good preparations for confidentiality and safety before the meeting and choose a meeting place with confidentiality conditions.
Twenty-ninth during the meeting, irrelevant personnel are strictly prohibited from entering the venue. Strictly examine the service personnel at the venue and the personnel attending confidential meetings, and shall not disclose confidential contents to irrelevant personnel, and shall not expand the scope of understanding without authorization.
Thirtieth kinds of confidential meetings, meeting security machine must be installed in the venue.
Thirty-first strict inspection and improve the management system before use. It is forbidden to use wireless microphones, camera phones, walkie-talkies and other devices that can transmit and transmit wirelessly in venues.
Chapter VI On-site Safety Management of Confidential Examination
Thirty-second test organizers must include safety work in the agenda of on-site work. To review the qualifications of participants, participants must be carefully organized to learn relevant confidentiality rules and regulations and confidentiality discipline. Large-scale field secret-related experiments should contact the security department, fill in the Approval Form for Confidentiality of Field Tests of xxxxx Major Scientific Research Projects (Annex 3), and accept the supervision and guidance of specific prevention technologies for confidentiality management.
Thirty-third field test sites, to designate a person responsible for safety work. Each system and each participating unit shall have a full-time (part-time) security officer, who shall be responsible for the management of documents and materials of this system and this unit at the test site.
Thirty-fourth large or high security test sites must implement the pass system. The issuance and storage of passes should have a complete registration procedure and management system.
Article 35 Secret carriers shall be sent by confidential mail. Test records, instruments and equipment shall be properly kept. Thirty-sixth strict on-site secret carrier distribution, storage, mailing procedures, on-site testing or debugging leading group should provide reliable places and confidential communication channels for the distribution and storage of secret carriers.
Article 37 The printing place and number of copies of confidential information of test sites shall be strictly controlled, and registration procedures shall be handled when it is distributed, and it shall be recovered and destroyed in time after use.
Thirty-eighth to strengthen the management of the residence of on-site participants, there should be a special person to stay on duty in the residence at ordinary times, and the left-behind duty personnel should always be vigilant to ensure the safety of the state secret carrier stored in the residence.
Thirty-ninth strengthen the management of on-site communication, participate in liaison work, report the situation, and strictly prohibit the use of confidential information such as ordinary telephone, telegram and fax. Large or high-security test sites prohibit participants from carrying mobile phones.
Fortieth test sites must strengthen the management of videos and cameras, which must be filmed by school functional departments. The videos (including original materials) and photos (including negatives) taken shall be properly kept by the host department, and shall not be copied and provided to the outside world at will. It is forbidden to use camera phones to take pictures at the examination site.
Forty-first without the approval of the leading organ or the on-site leading group, any individual or participating unit has no right to organize on-site visits. The approved tour must be carried out according to the designated route. The introduction should be moderate, and it is forbidden to take videos and photos during the visit without approval. Make a written record of the basic situation of the visit and file it with the summary of the test work.
Forty-second secret examination organizers can formulate or put forward specific safety measures and work requirements according to the examination content, the surrounding environment of the test center and the situation of the participants.
Chapter VII Safety Management of the Transportation of Classified Products
Article 43 Units (departments) undertaking product transportation shall fill in the Approval Form for the Escort of XXXXX Confidential Products (Annex 4) by the undertaker, and be signed by the department head of the undertaker. The activities can only be implemented after being signed by the Safety Office and approved by the competent leader of the Safety Committee. The transportation of products above the confidential level shall be managed by confidential cadres, and management records shall be filled in.
Forty-fourth determine the person responsible for security and confidentiality, and conduct qualification examination and pre-departure security and confidentiality education for personnel performing tasks.

Article 46 It is strictly forbidden for irrelevant personnel to take the special car for transporting classified products, and the running time and route shall not be disclosed to irrelevant personnel. The determined driving route shall not be changed at will without the approval of the leaders of the safety management department, and shall not stop at will or stop halfway. The product car must be reserved for the safety of confidential products to prevent leakage.
Chapter VIII Safety Management in foreign activities
Article 47 The host department of foreign affairs activities shall fill in the Approval Form for Confidentiality of XXXX Foreign Affairs Activities (Annex 5) and the Approval Form for Safety and Confidentiality of XXXX Foreign Guests (Annex 6) in advance.
Article 48 All departments and units must recommend comrades with excellent political and ideological skills, strong organizational discipline and strong sense of confidentiality to participate in technical exchanges and business negotiations with people outside the country (territory), and conduct professional, confidentiality and foreign affairs discipline education in advance, and report to the competent leader in time after work.
Forty-ninth whoever participates in foreign activities should make a work plan in advance, including the content and scope of technical exchanges and negotiations, and can go abroad only after being approved by the competent leaders. During the activity, no internal matters that belong to state secrets or should not be disclosed to the foreign party without authorization.
Fiftieth in foreign activities, all scientific and technological information provided to the outside world must abide by the relevant provisions of the state and schools, and be examined and approved according to the provisions. It is strictly forbidden to reveal the secrets of the state and scientific research and production, including undisclosed key scientific and technological inventions and phased achievements, as well as new projects being tested.
Fifty-first in foreign activities, it is not allowed to carry confidential books and all other documents and materials unrelated to activities and business negotiations to prevent theft or loss, and strictly enforce the confidentiality system.
Article 52 After foreign activities are approved, foreign guests should go through the entry and exit formalities in strict accordance with relevant regulations, and only when accompanied by our certified personnel can they enter the office or laboratory.
Fifty-third in foreign-related work, without approval, you may not handle matters entrusted by overseas personnel or others.
Article 54 In foreign-related cooperation, exchanges and contacts, attention should be paid to protecting the secrets of schools and other partners. The cooperation or collaboration contract shall contain relevant confidential matters. It is strictly forbidden to disclose the cooperation matters, contact channels and other cooperation matters under the cooperation agreement between the school and the second party to the third party.
Chapter IX Supplementary Provisions
Article 55 The Office of xxx Confidentiality Committee (Secrecy Office) shall be responsible for the interpretation of these Provisions.
Article 56 These Provisions shall come into force as of the date of promulgation.
