Wang Liwei, director of the General Quality Division of the Quality Assurance Department of the Rocket Academy, said that since the 1990s, astronauts have gradually formed a "double five-rule" zero-return standard in the quality assurance work of the Long March III rocket and other models. 20 10 according to the characteristics of the quality problems of complex engineering systems explored in practice and the problems existing in the implementation of the "double five rules" zeroing standard, Rocket Institute put forward the "new five rules" zeroing principle.

In the "new five" return to zero principle:

"Eyes inward" is the premise, which means that units related to quality problems take the initiative to find their own weak links, take the initiative to take responsibility and take the initiative to solve problems;

"Grasping the overall system" is a requirement, which means that the overall or sub-system units play a leading, coordinating, checking and supervising role in the process of zeroing;

"Layer-by-layer implementation" is the guarantee, that is, all units and personnel at all levels related to the problem strictly perform their duties of returning to zero, accurately convey the requirements of returning to zero, and implement measures;

"Returning to the original" is the core, which means that organizations and individuals sum up and solidify experiences and lessons, establish a continuous improvement mechanism, and form knowledge accumulation;

"Improving ability" is the goal, that is, improving the ability of organizations and individuals to find, analyze and solve problems.

The "New Five-Year Plan" zeroing principle is a requirement for organizations to ensure the implementation of the "Double Five-Year Plan" zeroing standard, as well as for organizations and individuals' zeroing literacy, ability and responsibility, and it is a supplement, improvement and development of the "Double Five-Year Plan" zeroing standard. At the same time, on 20 12, Rocket Academy summarized the eight "zero defect" concepts represented by "making success the sacred belief of every rocket academy" and promulgated the "Zero defect manual", which further explained the quality culture of Rocket Academy.
