Article 1: In order to strengthen the management of city squares, maintain the order of city squares, keep the city square environment clean and the square facilities in good condition, in accordance with the "Urban City Appearance and Environmental Sanitation Management Regulations" and the "Guangxi Zhuang Autonomous Region Implementation of the "Urban City Appearance Regulations" These regulations are formulated in light of the actual situation of our city. Article 2 The term "city square" as mentioned in these regulations refers to an open place within the administrative area of ??this city that has been greened and lit, has complete public facilities and has a certain scale for citizens to relax, entertain and watch.
The city square management area is demarcated by the municipal, county (district) people's government, and a sign is posted at a prominent location in the city square. Article 3: All units and individuals entering the city square management area shall abide by these regulations. Article 4: City squares shall implement the principle of unified management and hierarchical responsibility.
The municipal urban management administrative department is the administrative department of city squares. Its subordinate city square management agencies are specifically responsible for the daily management, facility maintenance, environmental sanitation and greening maintenance of municipal city squares.
The county (district) city square administrative department is responsible for the supervision and management of other squares within its jurisdiction.
Relevant departments such as culture, sports, public security, and environmental protection shall do a good job in the supervision and management of city squares in accordance with their respective responsibilities. Article 5 Units and individuals entering the city square should pay attention to public health, abide by social ethics and gardening guidelines, and consciously care for the flowers, trees and facilities in the city square. Article 6 Fountains and outdoor lighting in city squares should be opened or turned on according to regulations. Article 7 City squares should keep their facilities in good condition and ensure safety. If the ground is damaged or the facilities are damaged, the city square management agency should repair it in a timely manner.
City square management agencies should strengthen the management and maintenance of green vegetation in the square and keep the environment clean and tidy. Article 8 Units and individuals entering the city square shall consciously maintain social security order in the square. The following behaviors are prohibited in the square:
(1) Fighting, drinking, picking quarrels or inciting trouble;
(2) Fortune-telling or other feudal superstitious activities;
(3) Illegal assemblies and parades;
(4) Gambling or disguised gambling;
(5) Other behaviors that disrupt social order. Article 9 Units and individuals entering the city square shall consciously maintain the management order in the square. The following behaviors are prohibited in the square:
(1) Damage to sprinkler facilities, fitness facilities, telecommunications facilities, lighting facilities, bulletin boards, sculptures, various signs and other public facilities;
(2) Juggling and performing arts;
(3) Operating outside the store, operating without a license;
(4) Motor vehicles and non-motor vehicles (except strollers and wheelchairs) Driving or parking in the square without authorization;
(5) Other behaviors that disrupt the management order of the square. Article 10: Units and individuals entering city squares shall consciously care for green spaces, greening, and environmental sanitation facilities. The following behaviors are prohibited in the square:
(1) Spitting, defecation, or littering or dumping waste;
(2) Trampling flower beds, green spaces, and lawns;
(3) Digging, damaging, carving flowers and trees, picking flowers and fruits;
(4) Stacking debris in the green space, digging holes to collect soil;
(5) Stealing, damaging or demolishing closed municipal, greening and environmental sanitation facilities or changing their nature of use;
(6) Other acts that damage green spaces and greening facilities. Article 11 Units and individuals entering the square shall consciously keep the square environment clean and harmonious. The following behaviors are prohibited in the square:
(1) Scribbling and carving on buildings, structures, sculptures or other public facilities;
(2) Hanging and drying
(3) Entering with dogs and other pets;
(4) Capturing and harming square pigeons;
(5) Lying or sleeping in the open;
(6) Bathing or washing in fountains and pools, throwing objects, etc.;
(7) Other behaviors that affect the appearance of the square.
Article 12 The following activities in the square can only be carried out with the approval of the city square administrative department: (1) Cultural entertainment, sports and other mass activities, commercial activities;
(2) Distributing and hanging slogans, banners, inflatable balls and other promotional materials and advertisements;
(3) Setting up public service and business facilities;
(4) Others Events that use the square temporarily. Article 13 To temporarily use a city square, the following materials must be submitted to the city square administrative department:
(1) Application, which should include the time of use, term, area, purpose, number of people, etc.;
(2) If the number of people participating in city square activities exceeds 200, submit the review opinions of the public security department;
(3) Other materials required by the city square administrative department. Article 14 To temporarily use a city square, an application must be submitted to the city square administrative department 5 working days in advance. The city square administrative department shall make a decision on whether to approve the use and reply to the applicant within 3 working days. Article 15: Units and individuals approved to temporarily use city squares shall carry out activities in accordance with the approved content and scope.
Relevant fees for temporary use of the square shall be paid in accordance with the scope and standards approved by the price administrative department. All fees earned shall be turned over to the finance department, and special funds shall be used for the daily management and maintenance of the city square. If you need to use the square's electricity or water source, you should also pay the corresponding water or electricity bill.
With the approval of the city square administrative department, relevant fees can be reduced or exempted for public welfare activities.
