How to fulfill the main responsibility and do a good job in party building

First, we must strengthen the clear orientation of grasping the grassroots. Party committees at all levels should earnestly perform their main responsibilities, firmly establish the concept that "grasping party building is their own duty, failing to grasp party building is dereliction of duty, and failing to grasp party building well is dereliction of duty", form an overall joint force to grasp party building at the grassroots level, continuously improve their ability to do party building work at the grassroots level, and earnestly implement various arrangements.

Second, do a good job in the construction of grassroots cadres such as party member and Party branch secretaries, strengthen the education and training of cadres in party member, give full play to the vanguard and exemplary role of grassroots party member, promote party member's close ties with the masses and take the initiative to serve them, and improve party member's influence, appeal and cohesion among the masses.

Third, do a good job in rectifying and reforming backward grass-roots party organizations, unremittingly rectify and reform backward grass-roots party organizations, do the work of serving the masses in detail, persist in shifting the focus downwards and sinking resources, and regard serving the masses as the core task of grass-roots party organizations. Efforts should be made to innovate the working methods of grassroots party building, adapt to the development trend of network society and new media, and integrate the grassroots party building information platform and the people's livelihood online service platform.

Fourth, strengthen the construction of democracy and the rule of law at the grassroots level, strengthen the construction of inner-party democracy at the grassroots level, implement the system of "four discussions and two openness", publicize the process and results of handling affairs, and realize party member's effective participation and supervision of inner-party affairs. Strengthen the construction of village collective "three-capital" trading supervision platform, and use market-oriented and intelligent means to realize collective "three-capital" sunshine trading. Vigorously promote the rule of law in grassroots governance and bring grassroots governance into the rule of law.

Fifth, we should implement the requirements of strictly administering the Party, consolidate and expand the achievements of educational practice activities, and continue to rectify the "four winds" with the spirit of nailing nails. Do a good job in the rectification and implementation of educational practice activities, form a long-term mechanism for using experience in activities, and win the trust of the people with practical actions. Cultivate and publicize positive models, improve the mechanism of "observing and learning" and striving for Excellence, encourage the broad masses of party member cadres to stress party spirit, observe discipline and set an example, and always maintain a high-pressure situation of punishing corruption.
