What does grass-roots consultation mean?

Grassroots deliberative democracy mainly means that under the unified leadership of the Party, citizens of grass-roots units such as towns, villages and communities participate in public policies and grassroots social governance activities through organized dialogues, discussions and deliberations. It is a unique form of socialist democracy in China, with unique advantages, and it is an important embodiment of the party's mass line in the grass-roots political field.

The main forms are public policy hearings, democratic forums, citizen councils, community councils and villagers' representatives.

Grass-roots consultation mainly includes township (street) consultation, administrative village (community) consultation and grass-roots enterprises and institutions consultation.

Grassroots consultation is a part of democratic consultation in people's democracy. From the perspective of deliberative democracy in Socialism with Chinese characteristics, it includes seven channels: political party consultation, people's congress consultation, government consultation, CPPCC consultation, people's organizations consultation, grassroots consultation and social organization consultation.

The preparatory work for democratic consultation at the grass-roots level includes determining the consultation representatives, selecting specific consultation forms, recommending the consultation moderator, and providing relevant materials and information. Article 111 of the Constitution of People's Republic of China (PRC), residents' committees or villagers' committees established in cities and rural areas according to the areas where residents live are grass-roots mass autonomous organizations.

The directors, vice-directors and members of residents' committees and villagers' committees are elected by residents. The relationship between residents' committees and villagers' committees and grass-roots political power shall be stipulated by law.

Residents' committees and villagers' committees shall set up people's mediation committees, public security committees and public health committees to handle public affairs and public welfare undertakings in their residential areas, mediate civil disputes, help maintain social order, and reflect the opinions, demands and suggestions of the masses to the people's government.
