Article 1. In order to protect military secrets, safeguard national military interests, and ensure the smooth progress of military construction and operations, in accordance with the "People's Republic of China and the People's Republic of China Protecting the State" Secrets Act, enacts these regulations.

Article 7: Business, equipment, scientific research and other expenses for confidentiality work shall be included in the military budget.
