Character introduction: Lai Jingliang, Shandong A native of Linqu County, Jiangsu Province, and a member of the Communist Party of China. In June 2005, he was appointed as the deputy secretary of the Lijin County Party Committee of Shandong Province. In July 2005, he was selected as the fifth batch of Shandong Province aid cadres and served as the deputy secretary of the Shule County Party Committee of the Xinjiang Uygur Autonomous Region and the first director of the Qilu Industrial Park in South Xinjiang.

The report of the 17th National Congress of the Communist Party of China pointed out that we should continue to implement the overall strategy of regional development, further promote the development of the western region, and proposed to encourage the eastern region to drive and help the development of the central and western regions. We must resolutely implement this.

I was selected as the fifth batch of cadres from Shandong Province to aid Xinjiang in July 2005. After receiving the notice, I thought, since I accepted the mission of aiding Xinjiang and wanted to do it, I had to do it well. Specifically speaking, my job is to do practical things for the people and complete the tasks assigned by the organization. In the division of labor of the county party committee, I am in charge of urban economic work, developing the secondary industry, and promoting the coordinated development of the county economy.

Shule County has a weak industrial base. We used counterpart assistance from Shandong Province to plan and build the Qilu Industrial Park in Southern Xinjiang. This industrial park has been under preparation since November 2005. After more than two years of development, there are now 76 companies settled in the park, with a planned total investment of more than 2.5 billion yuan, and the employment and re-employment of more than 5,000 people. In addition, we have also optimized the soft investment environment, issued a series of documents such as the "Shule County Investment Promotion Policy Regulations", and promised merchants that "as long as the project is confirmed, we will handle all the procedures." With a good investment soft and hard environment, I believe Shule’s investment promotion work will reach a higher level.

In the past two and a half years in Shule County, the Qilu Industrial Park in Southern Xinjiang has begun to take shape, and Shule's industrial development has laid a solid foundation. Especially in the past few years, local cadres and the masses have a strong concept of "emancipating their minds and seizing opportunities", and Shule's economic development prospects have become brighter.

In the blink of an eye, two and a half years have passed, and I only have half a year left in my term of office in Shule County. The next most important task is to deepen reforms and consolidate the foundation of Shule industry. The key to this work is to thoroughly implement the Scientific Outlook on Development. At present, we have shifted from "attracting investment" to "attracting investment". Enterprises with high energy consumption and high pollution must be resolutely turned away, and we cannot follow the old path of polluting first and then treating. Only in this way can we achieve sustainable development.
