1. Purpose and significance

By conducting comprehensive emergency drills, test the pertinence and operability of emergency plans for sudden geological disasters, and inspect emergency personnel, materials, equipment, technology, etc. Preparedness, enhance the emergency response and coordination capabilities of all levels and departments, improve the government's emergency response capabilities in response to sudden geological disasters, popularize emergency response knowledge about sudden geological disasters, and enhance the general public's prevention and response to sudden geological disasters ability.

2. Time and place

4. Public Security Maintenance Team

Leading unit: Provincial Public Security Department

Cooperating unit: Provincial Armed Police Corps

Responsibility: Responsible for establishing traffic Public security management team; set up warning lines in disaster-stricken areas and evacuate irrelevant personnel in the disaster-stricken areas; organize security patrols and protection to maintain social order and traffic order in the disaster-stricken areas; assist emergency rescue teams in transferring people and property in the disaster-stricken areas.

Personnel composition: 20 public security traffic police officers and 30 armed police officers.

5. Traffic Support Group

Responsibilities: Responsible for rushing and ensuring the passage of rescue roads.

6. Emergency rescue team

Leading unit: Provincial Military Region Headquarters

Cooperating unit: Provincial Armed Police Corps

7. Emergency Investigation Team

Responsibilities: Organize experts to carry out on-site landslide investigation, assessment, monitoring and emergency response plan formulation, and provide the headquarters with theoretical basis and parameters for the commander-in-chief to make decisions.

8. Medical and Health Group

Leading unit: Provincial Department of Health

Cooperating unit: Lanzhou Municipal Health Bureau

9. Publicity and Reporting Team

Leading unit: Provincial Government Information Office

Cooperating units: Provincial Department of Land and Resources, Gansu TV Station, Lanzhou Municipal Land and Resources Bureau.

Responsibilities: Responsible for comprehensive emergency drill news release and drill publicity.

Staff composition: 5 people from the Provincial Government Information Office; 8 people from Gansu TV Station, 1 director, 2 commentators, 5 special film crew; reporters from other media (Gansu Daily, Land and Resources News, Gansu Geology One reporter each from Mineral News, Western Business Daily, Lanzhou Evening News, and Lanzhou Morning News).

Equipment configuration: For publicity reports, each unit will bring its own equipment as needed. Lanzhou Municipal Land and Resources Bureau has 40 display boards, 6 slogans and banners, and 3 inkjet paintings. There is 1 set of on-site audio equipment, 10 microphones (4 observation decks, 2 alarm wireless microphones, and 4 emergency command headquarters), 2 tweeters, a projector, 2 portable computers, and 2 printers.

10. Communications Support Team

Leading unit: China Geological Environment Monitoring Institute (Geological Disaster Emergency Technical Guidance Center of the Ministry of Land and Resources)

Cooperating unit: Land and Resources Department Information Center

Responsibilities: Responsible for broadcasting on-site drills and providing video transmission to provincial, municipal and county land and resources departments through the Ministry Information Center.

Equipment configuration: One set of on-site satellite relay system.

(4) Observation unit: Members of the emergency geological disaster headquarters of each city (state) watch the live video in the video conference room of the land and resources bureau of each city (state).

IV. Exercise content

1. Exercise background

Suppose Lanzhou City experiences heavy rainfall and a major landslide disaster occurs in Kyushu. People on site are trapped and 800 people are threatened. The lives and property of many people are safe. After receiving the alarm, the municipal and district governments and the geological disaster prevention and control authorities immediately launched the geological disaster emergency plan and carried out emergency response in advance; after receiving the disaster and danger warning, the provincial government emergency committee decided to immediately activate the provincial level two emergency geological disasters The emergency response was reported to the Ministry of Land and Resources at the same time, and the Ministry of Land and Resources promptly launched the plan; the commander-in-chief of the Provincial Geological Disaster Emergency Headquarters and Vice Governor Shi Jun took command from the front, established an emergency headquarters at the disaster site, and organized rapid geological disaster emergency response Rescue and disposal.

2. Drill content

The main contents of this drill set include response activation, emergency response, response release, drill evaluation, etc. The on-site layout includes emergency command observation area, accident rescue and evacuation area, medical rescue area, resettlement area, publicity area, emergency equipment display area, vehicle parking area, temporary parking lot and other drill areas.

3. Drill procedures

The drill*** is divided into five stages: danger and disaster rapid reporting stage, emergency response stage, emergency disposal stage, response relief stage, and drill evaluation stage. The exercise procedure is shown in Figure 1.

5. Drill guarantee

(1) Drill preparation. The Provincial Department of Land and Resources is generally responsible for preparations for the drill. The drill script is compiled by the Provincial Geological Disaster Emergency Center.

(2)Drill coordination. It is recommended that the Provincial Government Emergency Office be responsible for the coordination work of the member units of the Provincial Geological Disaster Emergency Command.

(3) Equipment support. The provincial emergency response center is responsible for the geological disaster emergency survey equipment. Among them, the provincial emergency center is responsible for contacting and renting the equipment of the Emergency Technical Guidance Center of the Ministry of Land and Resources for the remote consultation system and terminal equipment.

(4) Funding guarantee.

The total cost of the drill is estimated to be 400,000 yuan, which is planned to be funded from the emergency capacity building funds of the provincial emergency center.

6. Drill requirements

(1) Attach great importance and organize carefully. All participating units must recognize the severe situation of sudden natural disasters they are currently facing, raise awareness of the importance of conducting emergency drills, and organize carefully in strict accordance with work objectives to ensure that the drills are effective.

(2) Obey orders and follow instructions. Units participating in the drill must strictly obey the instructions issued by the on-site commander, obey the leader's dispatch, resolutely implement the order, are strictly prohibited from acting without authorization, and strictly implement the request for instructions and reporting system.

(3) Strengthen management and ensure safety. All participating units must prepare carefully in strict accordance with the responsibilities and tasks determined in the plan; strengthen safety education to ensure safety.

The second part of the drill scene layout and process control

1. The drill scene layout

The drill site is the Jiuzhou Armed Police Training Ground in Chengguan District. The venue is spacious and the field of vision is wide. , in line with the requirements of the drill. According to the actual requirements of the drill, the site was arranged in 8 areas: including emergency command observation area, accident rescue and evacuation area, medical rescue area, resettlement area, publicity area, emergency equipment display area, vehicle parking area, and temporary parking lot. And draw the site layout map, prepare regional isolation facilities and warning flags.

1. Emergency command and observation area

Build an observation platform of 16m×10m; arrange two rows of long tables to arrange for government leaders and representatives of participating units to sit. There are 100 chairs on both sides of the observation platform for other observers to sit.

Erect an emergency command headquarters tent with meeting tables, chairs, and microphones inside. This area is mainly used to hold emergency command meetings.

2. Accident rescue and evacuation area

It is located in the north of the drill site and simulates the construction of private houses. A dump truck is used to dump soil on the top of the slope to simulate a landslide. After an alarm is issued on site, the site It mainly simulates landslide alarms and personnel evacuation, and the drill officially begins. Two evacuation routes were arranged on site, and about 200 people and volunteers were mobilized to simulate evacuation on site.

The dump truck dumped soil to simulate a landslide scenario. After the landslide, houses were destroyed and people were trapped. Five marks were made in the simulated house on site, five dummies were buried, and simulated personnel buried them. Five volunteers were arranged to play the role of trapped injured people, and red marks were painted on different parts of the injured person's body to show the injured area.

During the drill in the accident rescue area, the Provincial Military Region Emergency Rescue Brigade and the Armed Police Force dispatched large-scale equipment to clean up debris, and used life detectors, search and rescue dogs and other search and rescue personnel.

3. Medical rescue area

The area is flat and suitable for parking ambulance vehicles and carrying out medical treatment. The injured (dummies and volunteers) transferred from the accident rescue area all arrived at the tent, were treated by the medical rescue team in accordance with the treatment procedures, and then carried to the ambulance for transfer.

4. Disaster victim resettlement area

The land department and civil affairs department will set up two tents on site, and the provincial military region will set up two tents to simulate the resettlement of disaster victims and the emergency headquarters. People and volunteers who evacuated from the evacuation area according to the predetermined route were simulated resettlement in the area, and disaster relief materials were distributed.

5. Publicity and Reporting Area

The publicity and reporting area is equipped with 40 geological disaster prevention and control display boards, 2 spray-painted pictures, 6 slogans, etc. to isolate the participating vehicles from the exercise area.

6. Emergency equipment display area

Remote sensing aircraft, three-dimensional scanners, emergency broadcast vehicles, remote sensing aircraft, meteorological emergency equipment and other geological disaster emergency response After the equipment is disposed of on site, everything is concentrated in the equipment display area.

7. The exercise vehicle parking area

is divided into a parking area for participating vehicles and a temporary parking lot.

Vehicles participating in the exercise are parked in designated locations.

8. Temporary parking lot

Vehicles of each unit shall be parked in the designated location of the temporary parking lot.

2. Participation process control

The exercise process control is as follows:

At 9:00, the drill personnel from each unit arrived at the assembly area in front of the observation platform, and the team leaders Sign in, hold a drill preparatory meeting, and announce drill precautions.

9:30, the exercise officially begins

The simulated landslide occurred, and personnel were evacuated for 5 minutes. Lanzhou government fleets at all levels arrived at the scene, carried out preliminary treatment, and set up emergency command tents.

From 9:45 to 9:50, vehicles from the Lanzhou Municipal Land and Resources Bureau and the Chengguan District Land and Resources Bureau entered the scene one after another to conduct preliminary investigations and set up an emergency command tent (9:45-10:20).

9:50-9:55, all units of the land and resources system report in. According to the order of the Department Environment Department, Geological Disaster Emergency Center, Planning Institute, and Surveying and Mapping Institute, the vehicles of each unit set off from the designated location in order to arrive at the chairman The scene was unified in front of the stage, lined up, and reported by representatives of the provincial departments. Then the vehicles returned to the parking area according to the designated route, and the investigation team went to the landslide site to carry out emergency investigation. 9:55-10:00, the emergency rescue team of the public security department reports, vehicles enter the scene in turn, and the people line up in front of the rostrum, led by the person in charge Report to the commander-in-chief. After the report is completed, the vehicles will be parked in the designated area, and personnel will begin to maintain traffic and public security (10:00-11:00).

10:00-10:05, the Provincial Military Region Emergency Rescue Brigade reports for duty. The 10 Provincial Military Region vehicles are uniformly numbered and enter the scene in turn. The personnel line up in front of the rostrum and the person in charge reports to the commander-in-chief. After the report is completed, large-scale disaster relief vehicles park in designated areas, and tent vehicles arrive at the resettlement area to set up tents (10:00-10:30). Rescuers first carry out search and rescue operations (10:00-10:30), and then carry out house demolition. Demolition and construction (10:30-11:00).

From 10:05 to 10:10, the provincial armed police fire department arrived at the scene to report. The armed police vehicles reported to the rostrum in order. The people lined up in front of the rostrum. The person in charge reported to the commander-in-chief. The report was completed. Afterwards, large disaster relief vehicles parked in designated areas, and rescuers first carried out search and rescue operations (10:05-10:30), and then carried out house demolition construction (10:30-11:00).

10:10-10:15, the medical rescue team reports, the vehicles enter in front of the rostrum in turn, the personnel get off the vehicle and line up uniformly, and the person in charge reports to the commander-in-chief. After the report is completed, the medical ambulance goes to the designated area Park until the Provincial Military Region and Armed Police Fire Forces carry the personnel on stretchers for on-site disposal and transfer of personnel (10:15-10:30).

From 10:15 to 10:20, the civil affairs rescue team reports for duty. The vehicles enter in front of the rostrum one by one. The personnel get off the vehicle and line up uniformly. 3. General requirements for the drill

(1) Each unit should strictly adhere to the timetable set by the drill and arrive at the drill site as early as possible;

( 2) Before the official start of the drill, personnel from all units should gather in front of the command podium and hold a drill to explain the matters. After the official start of the drill, except for the participants, other personnel are not allowed to move around the drill venue at will.

(3) Each unit must strictly abide by the drill procedures and carry out its department's handling actions according to the script formulated by the director;

(4) This drill is a real-scene simulation drill. The entire event will be broadcast via live video. Therefore, all participating units should dress uniformly according to the actual needs of the rescue work;

(5) All units' vehicles should strictly abide by the parking system and park uniformly in temporary parking lots and participating vehicle parking lots on site. After participating in the drill, the participating vehicles should be parked at the original venue in the designated location and are not allowed to park randomly;

(6) The participating vehicles of each unit should make signs or flags with the words "geological disaster emergency rescue" and The name of the unit is to facilitate scheduling;

(7) The on-site handling actions of personnel from each unit should continue until the specified time after the registration begins, and the actions will be completed after the director department issues instructions.

(8) The person in charge of each participating unit should report in front of the command podium and issue orders to the participants of the unit. The person in charge will then gather at the on-site headquarters to hold the first meeting. After the meeting, you can go to the scene for command. When the command headquarters issued the second meeting room, they still concentrated on the on-site command headquarters and held the second meeting. After the meeting, they went to the scene to give evacuation instructions to the participants in the department.

(9) The reporting time of each unit is limited to 5 minutes. After the report is completed, the person in charge of each unit can issue orders to the personnel of the unit;

(11) After the drill, all participants will gather in front of the rostrum to participate in the drill evaluation. Leave early;
