Document No.1 of the Central Committee raised the issue of building rural positions.

There are many reasons for the worrying development of rural cultural stations, mainly in the following aspects.

First, there is a serious shortage of funds for cultural undertakings, so it is difficult to implement the central government's stipulation that "the cultural investment of governments at all levels should not be less than 1% of fiscal expenditure". It has caused serious anemia in rural grassroots cultural undertakings. Cultural facilities are old and aging, reading rooms, recreation rooms and other literary and artistic places are unable to update, and the collection of books is declining and worn out, and the funds are not guaranteed, making it difficult to carry out cultural activities.

Second, the organization is unclear and not implemented. Township cultural stations have no cultural expertise, and webmasters have been "empty" for a long time. In addition, the problem of specialization is also very serious. Cultural specialization is not only related to work, but also to the daily affairs of township centers.

Third, due to the rapid rise of individual culture, private culture and family culture, the traditional state-owned culture has been greatly impacted and almost lost more than half of the country. For example, the establishment of private karaoke bars, dance halls and karaoke halls, and the rise of private bookstores, book stands, bookstores, billiards, table tennis and electronic game machines have become new entertainment worlds for people, and the simple equipment and conditions of rural cultural stations cannot compete with them.

Fourthly, with the progress of science and technology and the rapid development of radio, television and computer networks, closed-circuit television is gradually popularized in towns and villages. With the popularization of VCD, DVD, home theater and home computer, the ability and quality of cultural station professionals trained under the traditional system are greatly challenged. The amount of information of farmers has greatly increased, and the cultural consumption concept and consumer group structure are undergoing profound changes. However, our cultural workers are lagging behind in serving farmers' new cultural needs, and the "cultural feast" provided to farmers is still the same "four dishes and one soup" (blowing, singing and reading newspapers). How can we attract the audience?

In recent years, in order to promote the coordinated development of rural culture, economy, politics and society, the general offices of the General Office of the Central Committee of the CPC and the State Council pointed out that it is necessary to fully understand the importance and urgency of strengthening rural cultural construction. "Strengthening rural cultural construction is an inherent requirement of building a well-off society in an all-round way, an important content of establishing and implementing Scientific Outlook on Development and building a harmonious socialist society, an effective way to build a new socialist countryside and meet the multi-level and multi-faceted spiritual and cultural needs of farmers, and is of great significance for improving the party's ruling ability, consolidating the party's ruling foundation, promoting rural economic development and social progress, and realizing the coordinated development of rural material civilization, political civilization and spiritual civilization." The guiding ideology, objectives and tasks of rural cultural construction and a series of concrete measures to strengthen rural cultural construction are put forward. As the frontier of rural grass-roots culture, township cultural stations should not be abandoned, but should be strengthened vigorously. According to the new situation, new requirements and new goals, we should adjust our thinking and innovate means to build a rural cultural station.

First, governments at all levels should understand the importance and urgency of strengthening grassroots cultural construction from the height of building a new socialist countryside and improving the overall quality of farmers. We should take the township cultural station as an important position in the construction of socialist spiritual civilization, take Theory of Three Represents as the guide, and strive to cultivate generations of citizens with ideals, morality, culture and discipline. It is necessary to adhere to the principle of "grasping with both hands", incorporate rural cultural construction into local economic and social development planning and financial budget, study and formulate practical policies and measures, and promote them in a planned and step-by-step manner; Through the establishment of leadership responsibility system at different levels, we should grasp the first level and do a good job in implementation.

Second, emancipate our minds, broaden our thinking, adhere to government leadership, financial support, social forces participate in grassroots cultural construction, and seriously solve the problems of grassroots cultural facilities, venues, equipment, networks, preparation and funds. Take the construction of public welfare cultural undertakings as an important aspect of public financial expenditure and give key support. At the same time, raise funds through multiple channels, and solve the shortage of funds through county finance, township government, cultural industry and the masses. At the same time, through deepening reform, strengthening management and improving services, the functions of existing public cultural facilities will be improved and the utilization rate will be improved.

Third, do a good job in organization and implementation, improve grassroots cultural institutions, and establish a rural cultural work team that combines professional and amateur. Adjust the management system of township cultural stations. In line with the principle of combining responsibility with rights, we will further implement the staffing, wages and benefits of township cultural stations in order to improve their work enthusiasm and establish a rural cultural team that will never leave.

Fourth, keep pace with the times to promote the construction of grassroots culture, change the practice of simple entertainment activities in grassroots cultural work, pay attention to the organic combination of advanced and extensive, knowledgeable and interesting, educational and entertaining, and organically integrate radio, film and television propaganda, ideological and moral education, popularize scientific and health knowledge and carry out sports activities into rural grassroots cultural work. The vast number of cultural workers should go deep into the grassroots, absorb artistic nutrition, and strive to create cultural products that reflect people's lives and are loved by the people. In order to attract young people to participate in cultural activities, we should not only pay attention to excavating local traditional resources, but also pay attention to the competitiveness of the times. We should make full use of the off-season and traditional festivals to carry out colorful cultural activities and put an end to feudal superstitious activities.

Fifth, vigorously cultivate rural cultural talents and strive to improve the quality of rural cultural workers. In areas with underdeveloped economy and poor cultural hardware facilities, we should make full use of existing conditions to do a good job in software construction. We should make full use of, give play to and mobilize the role of local talents, create conditions for rural talents to stand out, and build a team of rural cultural talents combining old and young through continuous training and improvement.

In short, through efforts from all sides, we should strengthen the construction of rural grassroots culture, make the township cultural station a classroom for farmers to seek knowledge, a place to seek beauty, an art paradise and a platform to seek wealth, attract more folk artists with unique skills to participate in it, integrate more cultural resources, and make the township cultural station keep pace with the times and flourish.
