Work requirements:

(1) Adhere to census in accordance with the law. The data obtained from the census are strictly limited to the purpose of the census and shall not be used as the basis for any department or unit to implement assessment, rewards and punishments for administrative management at all levels. Information obtained during the census that can identify or infer the identity of individual census subjects shall not be used as the basis for specific administrative actions such as punishment of census subjects.

(2) Ensure data quality. Establish and improve census data quality traceability and accountability mechanisms. Statistical agencies of people's governments at all levels must intensify the investigation and reporting of violations of disciplines and laws during the census, resolutely put an end to human interference in the census, and ensure the smooth progress of the census and the census The data is true and accurate. For persons responsible for statistical violations found during the census who should be subject to party discipline and government sanctions or organizational handling, the statistical agency shall propose disciplinary recommendations in accordance with regulations and promptly transfer them to the appointment and dismissal authority, the disciplinary inspection and supervision authority, or the organization (personnel) department.

(3) Improve the level of informatization. Use electronic methods to conduct census registration and explore the use of smartphones to collect data. Extensively apply departmental administrative records, promote the application of big data in the census, and improve the efficiency of census data collection and processing. The protection of citizens’ personal information will be strengthened throughout the entire process. Census agencies at all levels and their staff must strictly fulfill their confidentiality obligations and are strictly prohibited from leaking or selling citizens’ personal information to any institution, unit, or individual.
